BISHOPt MARIAN MCMAHON DURKINtt We live in the great world as well as in the little. We belong to groups that extend beyond particular places and we speak a language ... that aspires to universality. If it is to perform its expressive function, our theory must help us grasp this transcendent aspect of our experience.' The tax treatment of nonqualfied deferred compensation plans (NQDCPs) encourages the deferral of the payment of personal service income beyond the economic performance of the services, the natural mar- ket datefor payment. The current use of such plans is premised upon an exemption from a complex series of Department of Labor unfunded plan rules (ERISA2 funding, anti-discrimination and reporting standards) and avoidance of the common law income tax doctrines of constructive receipt and economic benefit. Even where the employee receives a cur- rently taxable economic benefit from the compensation, taxation may be further postponed through the imposition of a substantial risk of forfei- ture under IRC § 83.3 The breadth, complexity and interrelationshipof the labor and tax regulatory regimes confine the understanding of the conditions of the deferral to sophisticated tax planners. In addition, the article critiques both the tax and nontax advan- tages that such arrangements enjoy under current law and recommends an alternativeregulatory and tax structure. The article explores the eco- nomic rationality of such arrangementscompared to qualifiedplans and discusses the economic and social policy costs to our tax system of the current method of taxing and regulating nonqualifiedplans. The article concludes that nonqualified deferred compensation plans receive unwar- ranted regulatory and tax subsidies compared to qualified plans and that these subsidies should be reduced, in part, by expanded ERISA regulatory control, by requiringsuch plans to be 'funded" and/or by modification of the constructive receipt doctrine to require taxation of the compensation to the employee at the time of the economic performance of the services. If ERISA coverage is expanded to require the funding of such arrange- ments, the employee may nevertheless defer taxation of compensation be- yond the economic performance of the services under IRC § 83 if the employee is willing to accept a risk of forfeiture of the compensation. However, the "risk " of the employee not receiving thefunds in the future is within the employee's control and is not related to the employer'sfinan- cial stability. At a minimum, the article concludes that ERISA coverage should not discourage currentfunding of such plans by over-regulating 'funded" plans to require satisfaction with the other ERISA standards, such as the anti-discriminationrules. Using Cartoons to Make Connections and Enrich Mathematics Abstract The article discusses the integration of cartoons into a finite mathematics college course. However, cartoon integration is appropriate for any educational level STEM course. Students and the author used an online comic strip creator, MakeBeliefsComix.com, to create cartoons that connected concepts to the real world and history. Following Cho, Osborne, and Sanders (2015), students wrote a paragraph about their cartoon and its mathematics. In addition to connecting mathematics to art and writing and unearthing students’ creative side, cartoons helped show the humanistic side of mathematics and promote communication and excitement about mathematics. The author developed a rubric to evaluate students’ cartoons. There was evidence that students who did cartoons were better able to explain a concept and give examples of its real-world connection than those who did not.

    Welcome Tell Me A (Shakespeare) Story When I was in college, I did a lot of part-time babysitting. One of my charges, a precocious 5-year-old named Olivia, was the daughter of an English professor of mine. During story time one evening, she chose a children’s book of tales from Shakespeare. While reading A Midsummer Night’s Dream aloud, I mispronounced the name of the fairy queen Titania, and Olivia was quick to correct me. “It’s ti-TAWN-yah,” she said with exasperation. Shakespeare was relatively new to me then. Having come from an underfunded urban public school system to a college where my peers were largely from high-performing schools, I spent a lot of time trying to catch up. I hadn’t expected to find myself challenged by a 5-year-old, however. At the time, I understood Olivia’s early access to Shakespeare to be the privilege of a child born to an academic. But in my role now at CSC, where I constantly preach that Shakespeare is for everyone, why would I draw the line of equity somewhere beyond people of a single-digit age? Because the truth is that a playwright like Shakespeare offers more than a good story or pretty language. Understanding his work brings cultural currency; there are countless references to his work all around us. And a positive experience—especially at an early age, where children are less likely to have preconceptions, and are more receptive to new language— can influence whether a person is fearful of, or looks forward to, future encounters with his work.
