Экономический кризис продолжает нарушать привычный порядок вещей, сложив- шийся в мире на протяжении последних лет. Многие представления, казавшиеся незыблемыми, становятся уже не столь очевидными. Затрагивая в той или иной сте- пени все сферы человеческой деятельности, как это ни парадоксально, на развитие архитектурной мысли кризис обычно оказывает положительное влияние. Во-первых, обостряющаяся в этих условиях конкуренция приводит к тому, что на рынке остаются сильнейшие, что должно сказаться и на качестве проектов. Ну а во-вторых, не стоит забывать об известном законе: после любого спада наступа- ет подъем. Здесь уместно провести аналогию с человеком: через определенные возрастные кризисы проходит каждый, ну а перипетиям переходного возраста не зря посвящали свои произведения великие писатели всех времен и народов – от Достоевского до Брэдбери. Однако любой специалист по психологии скажет, что без них невозможно полноценное развитие личности. Что касается архитектуры – именно трудные годы становятся временем творче- ского роста, рождения новых идей, изящных и эффективных решений, временем внедрения новых технологий, новых материалов. Так, американские кризисы поро- дили высокотехнологичные шедевры архитектуры, ставшие образцом для всего мира. Возведение небоскребов и строительство дорог в большой степени помогло выходу Америки из Великой депрессии. Возможно, со стороны это выглядит доволь- но неожиданно – казалось бы, экономика в это время априори не может потянуть высотное строительство. Однако при ближайшем рассмотрении все весьма логично: С уважением небоскребы, занимая небольшие участки, позволяют инвестору получить макси- и наилучшими пожеланиями, мальную выгоду. Editor-in-Chief Alexander Bikin DEAR COLLEAGUES! The economic crisis continues to violate habitual order of things prevailing in the world in recent years. Many set patterns, seemed unshakable are no longer so obvious. It is rather paradoxically, but touching upon in a particular extent all human activities, the crisis usually has a positive effect on the flight of architectural thought. Firstly, the rivalry, exacerbated in these conditions, leads to the fact that in the market stay the strongest players, which consequently affects the quality of projects. And secondly, do not forget about the famous law: after any recession upturn comes. Here pertinently to draw an analogy with an individual: through the certain age crises passes everyone, and not coincidentally that the vicissitudes of adolescence devoted their works the great writers of all times - from Dostoevsky to Bradbury. However, any expert in psychology would say that without such crises is impossible adequate personality development. As for the architecture – exactly difficult years become a time of creative growth, inception of new ideas, elegant and efficient solutions, the time of introduction of new technologies and new materials. For instance, at the time the USA crises generated the high-end masterpieces of architecture, which became iconic samples for the whole world. Construction of skyscrapers and roads to a great extent helped the States’ economic recovery from the Great Depression. Maybe from the side it appears rather surprisingly - it would seem the economy at such a time a priori cannot hold up the high- rise construction. Actually, upon closer inspection, all is quite logical: the skyscrapers, occupying small areas, allow the investors to get the maximum benefit. The high-rise buildings together with energy efficient technologies are becoming a point of reference for the development of any city, creating demand for specialists in different fields.     Development News Highlights MANHATTAN - MID 2ND QUARTER 2016 Looking Ahead Midtown East Rezoning Proposal – Progress Update The massive up-zoning initiative initially proposed back in 2012 during the Bloomberg administration is slowly moving closer to being put into effect. Created in an effort to spark revitalization of the area anchored by Grand Central Terminal, as well as preserve historic landmarks, the proposal had been rejected by City Council members in November 2013; and ultimately withdrawn prior to former Mayor Bloomberg stepping down. Since the changeover of administrations, efforts were reinitiated by Mayor de Blasio. Recent news brought the welcomed announcement that the city administration is hoping to fi nalize their proposal and enter it into the Uniform Land Use Review Process (ULURP) before the end of the year. July 2014 a group called the East Midtown Steering Committee was created. Members of the group represented a wide range of interests including community members, elected offi cials, real estate executives and preservationists. The committee was assigned the task of spearheading the Greater Midtown East rezoning identifi ed as the 2nd Phase that will affect 73-blocks within the Midtown East neighborhood. By getting input upfront from the community and stakeholders prior to the ULURP public review process, it was hoped that the proposal would gain stronger support upon coming up for a vote. A detailed report presenting the committee’s draft plan with recommendations for the up-zoning initiative of the corridor roughly bound by East 57th- and East 39th Streets to the north and south, and 3rd- and 5th Avenues to the east and west was released in October 2015.
