The Public Authority is represented by A. Anthony , Headquarters Deputy Tahsildar, Aminjikarai Taluk Office, Chennai District. 2. The appellant , an advocate by profession has asked for certain information in his petition dated 15.12.2012 filed under section 6(1) of the RTI Act, 2005, in regard to the change of name in the Town Survey Register in Koyambedu Village, Block No.26, T.S.No.1/1 and 1/2 in Old Survey Number 229/1 and 2 29/1A Part. The file is about a certain property which was originally in the name of one Appu, way back in the year 1914 and now it would appear that there had been mutation of name in favour of M/s.Ozone Projects Private Limited. 2 3. Initially in the year 2012, the relevant file is stated to have been available with the Egmore-Nungambakkam Taluk Office and during February 2014, the Egmore-Nungambakkam Taluk has been bifurcated into two Taluk Offices and the records in question have been transferred to the newly formed Aminjikarai Taluk Office and in spite of the said bifurcation, the records are said to be in the continued custody of the Egmore-Nungambakkam Taluk Office. It is in these circumstances the information sought for by the appellant has not so far been furnished to him. The excuse that there had been bifurcation of the taluk would not be an excuse for not furnishing the information so far. The Public Information Officer concerned is duty bound to trace the records wherever they are and furnish the same to the appellant of course subject to the provisions of the RTI Act. Obviously this has not been done by the PIO. The failure on the part of the PIO is quite reprehensible and this Commission condemns the said lackadaisical attitude. Be it as it may . 4. In the facts and circumstances of the case, the Public Information Officer is directed to trace the connected file wherever they are and furnish the information viz . "the basis on which the name change has taken place; designation of the officer at the relevant time, the authority or officer to whom the appellant should approach or higher authority to get a copy of the connected two files" to the appellant in two weeks from the date of receipt of this order free of cost under Section 7(6) of the RTI Act, by registered post with acknowledgement and report compliance to this Commission in three weeks.
