Loanwords between the Arandic languages and their western neighbours: Principles of identification and phonological adaptation Harold%Koch% Australian%National%University% [email protected]% This paper 1 summarises the characteristics of loanwords, especially the ways in which they are adapted to the structure of the borrowing language, and surveys the various tests that have been provided in both the general historical linguistics literature and Australianist literature for identifying the fact and direction of borrowing. It then provides a case study of loanwords out of and into the Arandic languages; the other languages involved are especially Warlpiri but to some extent dialects of the Western Desert language. The primary focus is on the phonological adaptation of loanwords between languages whose phonological structure differs especially in the presence vs. absence of initial consonants, in consequence of earlier changes whereby Arandic languages lost all initial consonants. While loanwords out of Arandic add a consonant, it is claimed that loanwords into Arandic include two chronological strata: in one the source consonant was preserved but the other (older) pattern involved truncation of the source consonant. A Appendix A: Committee visits to remote Aboriginal and Torres Strait communities As part of the Committee’s inquiry into remote Indigenous community stores the Committee visited seventeen communities, all of which had a distinctive culture, history and identity. The Committee began its community visits on 30 March 2009 travelling to the Torres Strait and the Cape York Peninsula in Queensland over four days. In late April the Committee visited communities in Central Australia over a three day period. Final consultations were held in Broome, Darwin and various remote regions in the Northern Territory including North West Arnhem Land. These visits took place in July over a five day period. At each location the Committee held a public meeting followed by an open forum. These meetings demonstrated to the Committee the importance of the store in remote community life. The Committee appreciated the generous hospitality and evidence provided to the Committee by traditional owners and elders, clans and families in all the remote Aboriginal and Torres Strait communities visited during the inquiry. The Committee would also like to thank everyone who assisted with the administrative organisation of the Committee’s community visits including ICC managers, Torres Strait Councils, Government Business Managers and many others within the communities. He has a track record of getting things done, is an expert negotiator with an extensive network within the Territory and across Australia and will have a focus on equity, fairness, and good governance. There are six first-timers on the Executive drawn from all parts of the Territory, all bringing a unique set of skills and experience, with Mayor MacFarlane, Deputy Mayor Pangquee and Councillor Wunungmurra re- elected from the previous Board. The LGANT Executive will meet every month and has on its agenda advocacy on issues such as water security, housing, climate change adaptation, cyclone shelters, connectivity, infrastructure funding and working with the Territory and Commonwealth governments, councils, land councils and communities to assist in the progression of closing the gap targets. The election in Alice Springs marked the end of the tenure of Mayor Damien Ryan as President after ten years on the Executive and eight of those as President. -

DOI: 10.18584/iipj.2012.3.3.6 Cost Implications of Hard Water on Health Hardware in Remote Indigenous Communities in the Central Desert Region of Australia Abstract The provision of services such as power, water, and housing for Indigenous people is seen as essential in the Australian Government’s "Closing the Gap" policy. While the cost of providing these services, in particular adequate water supplies, is significantly higher in remote areas, they are key contributors to improving the health of Indigenous peoples. In many remote areas, poor quality groundwater is the only supply available. Hard water results in the deterioration of health hardware, which refers to the facilities considered essential for maintaining health. This study examined the costs associated with water hardness in eight communities in the Northern Territory. Results show a correlation between water hardness and the cost of maintaining health hardware, and illustrates one aspect of additional resourcing required to maintain Indigenous health in remote locations. In recent times there have been a growing number of major resource developments and commercial activities taking place on Aboriginal land. These include: • minerals and energy exploration projects; • infrastructure relating to railway, gas pipeline and army training areas; • national parks; • a significant increase in residential and commercial lot leasing; • enhanced natural resource management; and • pastoral activities. The NLC operating environment is unique, and it is important that the organisation continually adapts to support and foster new and innovative projects and developments that will underpin prosperity in remote Aboriginal communities.
