First, it conducts a survey of past and present Northern Sea Route (NSR) cargo flows. Then follow discussions of the route’s commercial potential as a transit route, as well as of its economic importance and relevance for each of the Russian Arctic regions. These discussions are summarized by estimates of what types and volumes of NSR cargoes that can realistically be expected in the period 2000-2015. This is then followed by a survey of the status quo of the NSR infrastructure (above all the ice-breakers, ice-class cargo vessels and ports), with estimates of its future capacity. Based on the estimated future NSR cargo potential, future NSR infrastructure requirements are calculated and compared with the estimated capacity in order to identify the main, future infrastructure bottlenecks for NSR operations. The information presented in the report is mainly compiled from data and research results that were published through the International Northern Sea Route Programme (INSROP) 1993-99, but considerable updates have been made using recent information, statistics and analyses from various sources. -

Arctic Review on Law and Politics Peer-reviewed article Vol. 10, 2019, pp. 190–216 Governing the Arctic: The Russian State Commission for Arctic Development and the Forging of a New Domestic Arctic Policy Agenda Helge Blakkisrud Norwegian Institute of International Affairs (NUPI) Abstract After a period of relative neglect in the 1990s and early 2000s, the Arctic is back on the agenda of the Russian authorities. To ensure efficient coordination and implementation of its Arctic strategy, the government in 2015 established a State Commission for Arctic Development. It was to serve as a platform for coordinating the implementation of the government’s ambitious plans for the Arctic, for exchange of information among Arctic actors, and for ironing out interagency and interregional conflicts. Based on a case study of the State Commission for Arctic Devel- opment, this article has a twofold goal. First, it explores the current Russian domestic Arctic agenda, mapping key actors and priorities and examining the results achieved so far. Second, it discusses what this case study may tell us the about policy formulation and implementation in Russia today. We find that while the government’s renewed focus on the Arctic Zone has yielded some impressive results, the State Commission has been at best a mixed success. The case study demonstrates how, in the context of authoritarian modernization, the Russian government strug- gles to come up with effective and efficient institutions for Arctic governance. Moreover, the widespread image of a Russian governance model based on a strictly hierarchic “power vertical” must be modified. Russia’s Arctic policy agenda is characterized by infighting and bureaucratic obstructionism: even when Putin intervenes personally, achieving the desired goals can prove difficult. -

Northern Sea Route: Development Prospects and Uncertainties January 2020 Northern Sea Route: Development Prospects and Uncertainties In 2018, the Northern Sea Route development project was added to Russia’s “2019-2024 Comprehensive Long-Haul Infrastructure Modernization and Expansion Plan” with a budget of over RUB 580 billion (USD 9.25 billion). Rosatom, the Russian state nuclear agency, has announced plans to establish a commercial shipping company and compete with the largest companies in the container shipping business. On the global market, the idea of developing the Northern Sea Route has generated controversial discussions on ecology, climate change and strong competition in the market. The largest shippers and manufacturers, including CMA CGM, MSC and Nike, have stated they will not ship goods through the Arctic Ocean due to the high impact on the regional ecology. PwC has recently completed a comprehensive analysis of the opportunities and threats related to developing the Northern Sea Route. Below, we summarize the major issues and challenges covered in our research. Who needs the Northern Sea Route? NUCLEAR REACTORS IN ARCTIC RUSSIA Scenario 2035 The nuclearification of Russian Arctic territories is by Moscow given highest priority for development in shipping, infrastructure and exploration of natural resources. Rosatomflot's Tug Boat 'The PUR' Hoists National Flag
Rosatomflot’s Tug Boat ‘The PUR’ Hoists National Flag 16 May 2016, Murmansk. Rosatomflot's tug boat ‘The PUR’, which will be providing services to the Yamal LNG Project, has hoisted the national flag. The multipurpose tug ‘The PUR’ has been built at the Kranship yard near Krasnodar as part of the Port Fleet Project (provision of port fleet services in Sabetta by Rosatomflot to Yamal LNG). This is an Arc 4, 3.86 MW tug with an open water speed of 14.4 knots. Its maximum draft is 4.93 meters, LOA – 30.87 meters and beam – 11.2 meters. This ship, which carries a crew of 10, has been named after a river in the Yamal Nenets Autonomous Region. “This tug opens up a new chapter in the history of Rosatomflot” – says Vyacheslav Ruksha, General Director of Atomflot, - “Our vessels will be providing a full scope of port fleet services in Sabetta. Together with the nuclear icebreakers, they will be escorting LNG carriers of 170 thousand cubic meters each. Once the liquefaction facility is put into operation, Rosatomflot will be assisting the LNG tankers entering the port every 39 hours. I have no doubt that The PUR’s crew will be up to the challenge”. “Very soon The PUR will begin its operation in Sabetta where it will be assisting at berthing and unberthing of cargo vessels” – says Yamal LNG General Director Evgeniy Kot, - “The total of five vessels - an icebreaker tug, a port ice breaker, and three ice class tugboats – are to be built at several Russian shipyards for Rosatomflot that will be supporting us under a contract for port fleet services from 2014 through to 2040”.
