For the 35 million people of the kingdom, it was an opportunity to look back at what has been achieved Oover two decades and to soberly examine the challenges lying ahead. Moroccans are appreciative of the stability their country has enjoyed at a time when much of the region remains shaken by upheaval since 2010. If the kingdom has been spared the ill effects of such turbulence, it is in great part because of the prudent foresight of King Mohammed VI. Early on, at the end of the rule of King Hassan II in 1999, King Mohammed VI turned the page of past abuses and established new standards in human rights and political pluralism. In 2004, he established the Equity and Reconciliation Commission to investigate human rights violations during previous years. He implemented the commission’s recommen- dations, including compensation to victims of state human rights violations. In 2011, King Mohammed VI introduced constitutional reforms reducing his own powers and expanding the prerogatives of parliament and regional bodies.
