North Drive: the drains are being installed. The proposed sculpting to divert water is still being discussed.
Footway connection: the plans are awaited. Hedging: submitted plans have been approved for a mixed native hedge. Cllr Bosson will recommend that temporary fencing is installed to protect new planting.
The boundary between the play area and the rear of the properties in High Road may need a retaining wall due to the height of the land.
The utilities trench in High Road is collapsing and needs to be reinstated correctly by the developer.

The chief designer, Michael George, is due to visit the site to discuss undertakings with households in North Drive.
Ware North: a meeting is still awaited as the Ware Town Councillor is not available during working hours.
Beechwood Homes, North Drive, High Cross: Update on meeting with EHDC & Beechwood Homes:
Thundridge Parish Council wrote to the Diocese of St Albans and the Bishop. The response from the Bishop was that the sale of the land would proceed.
An initial meeting was held with EHDC Cllr Andrews and officers. In summary, EHDC still does not have an adopted District Plan, and does not have a 5 year land supply. As a result, applications which are refused by EHDC are likely to be granted at appeal.
Beechwood Homes was supportive of some of the suggestions put forward by Cllrs Bosson, Hawes and Parkings, but firm agreement was not forthcoming. Beechwood Homes would appear to have purchased the land from the Diocese of St Albans and are determined to develop it for housing.
Beechwood Homes clearly stated that they have no responsibility for the gravel track to the church, and have no intention to be involved with it, despite it being pointed out that this will be the main entrance into the site for HGVs etc.
Councillors who attended these meetings made it clear that they were not offering support to Beechwood Homes for the development, and were also not working with Beechwood Homes to bring the development forward. Councillors stipulated that the meeting was to talk informally about issues pertaining to the site. Thundridge Parish Council will only make formal comment on the application once it is received from EHDC. Beechwood Homes are due to submit an application in the very near future.
17.06 Thundridge Parish Neighbourhood Plan
The Clerk was reminded to upload minutes of meetings to the web site.

Report by the Chairman of TPNP: Simon Rayner-Langmead Simon Rayner-Langmead presented the Parish Council with a detailed formal update and the draft housing survey. The update will be available on the web site.
Report by the Treasurer of TPNP: not available. Parish Area: confirmation of area to be included. Following extensive discussion at previous Parish Council and Neighbourhood Plan meetings, Parish Councillors agreed the Parish Area to be submitted will exclude the land allocated by EHDC for the Ware North and East proposed development.

Constitution:
PROPOSAL: That Thundridge Parish Council herewith ratify and adopt the Thundridge Parish Neighbourhood Plan Constitution. PROPOSED: Cllr Parkins,
seconded Cllr Bosson. AGREED AND RESOLVED UNANIMOUSLY. Locality: financial and technical support: £5,000 grant has been received from Locality.
Housing survey: update: The survey was received today prior to the Parish Council meeting. Councillors needed more time to fully understand the questions being posed. Councillors agreed to review the draft housing survey. There are some amendments to be made to the draft before it is submitted to Councillors for consideration. It was agreed that a meeting to formally review the document will be held on Sunday, 5th February, with formal ratification to take place at an Extraordinary Meeting which will take place on Monday, 6th February at 7pm in Wodson Pavilion.
PROPOSAL: That Thundridge Parish Council herewith ratify the housing survey produced by the Thundridge Parish Neighbourhood Plan Advisory
Committee. On hold: for ratification at the Extraordinary Meeting to be held on Monday 6th February at 7.00pm
Public Consultations: dates: 22nd & 25th February. Insurance: the Clerk has contacted Zurich Insurance which has advised the Neighbourhood Plan Advisory Committee is covered for its activities under the Parish Council insurance policy.

Dog bins: location map: to be produced in February. Hanbury Manor drains: The landlady of the Sow & Pigs has arranged a meeting with Thames Water on Friday, 3rd February at 10am. Cllrs Brigden, Taylor, M & J Spackman will attend. The Clerk will contact the Environment Agency to request their attendance.

Westmill Liaison Meeting: minutes of a recent meeting have been received. The Chairman reported that EHDC are pressing for the site to be closed and capped off as soon as possible. However, works are still being undertaken.
Parish Paths Partnership (P3): Cllr Brigden reported that members of the group are in close liaison and have succeeded in getting a number of cross-field paths reinstated with the help of the HCC Rights of Way Officer.

New Homes Bonus: the Clerk will chase EHDC for further information.

Potholes: a number of potholes have been repaired but the repair has not lasted and now need to be repaired again at additional cost to the tax payer. Cllr Brigden commented that it would be preferable to repair the potholes once, and do the work correctly.
Highways: Meeting with HCC Cllr Andrews re crossing: The meeting was arranged to consider the following road traffic issues along C187 between Thundridge Industrial Estate and Clarkson Memorial, Wadesmill.
1. Traffic speed 2. Road surfacing 3. Road signage 4. Double parking 5. Road crossing arrangements 6. The sink hole outside of Thundridge Village Stores
It was agreed that traffic was very heavy but reasonably polite and that at non busy periods traffic speed was excessive, often reaching 50 – 60 mph in a 30 mph area.
The road surfacing had become very poor, especially the anti-skid stretches, and that there were small potholes where cat's eyes had been removed.
The road signage had seriously deteriorated and was largely unreadable. The south side chicane right of way notice was missing leading to road user confusion. Other signs, such as the no entry signs at the north end of Ermine Street were now colourless and useless.
This stretch of road had not been well maintained and was now not user friendly to cyclists.
Double parking by the Industrial Estate was still a serious problem and parental double parking along both the C187 and Ermine Street at school pick up times was an important issue.
Road crossing arrangements were both unnecessary and potentially dangerous. Cllr Andrews made the following recommendations:

1. He would discuss the use of fixed warning & information signs between the first 30 mph sign and the chicane. The same would apply to the Wadesmill stretch.
2. That he would check the working of the flashing school warning lights (as they were not working at that time).
3. The smiley electric warning signs (SIDs) would not work and he would not go along that route.
4. That he would discuss with Highways how this stretch of road could be cleaned up and road signage improved, replaced & repainted.
5. That he would speak to the police again about the double parking issue, emphasising that cars should be parked on the road not with 2 wheels on the pathways.
6. That he would (in fact did) speak to Highways with regard to the sink hole outside of the village stores being investigated.
7. That he expected action on the above issues in the early months of 2017.
The meeting was agreed by both councillors to have been both useful and Informative.
Thundridge Old Church: Motion to be put to Thundridge Parish Council that:
“In reviewing English Heritage sites within the Parish boundary, Thundridge
Parish Council strongly opposes any sale or development of Thundridge old
church and/or the church yard.”
To be proposed by the Chair, Cllr R Parkins Points in favour of the motion: The old church is an English Heritage site. It is the most well-known & visited historical site in the parish, visitors coming from far afield and also locally.
It is a recreational area, one of the very few in the parish, used by families as a picnic area and dog walkers.
It is one of the few accessible beauty spots in the parish with outstanding views of the local countryside.
It is an area of beautiful Yew trees and an excellent wildlife habitat. According to EHC Pre Submission District Plan 2016 document (chapter 10, Villages item 1V, sections d) & f)) any proposed development in the parish should not:
“Not represent the loss of a significant open space or gap important to the form and/or setting of the village.”
“Not unacceptably block important views or vistas and/or detract from the openness of the countryside.”

Councillors discussed this issue, and fully supported the position, with a recommendation that the old church remains in the Neighbourhood Plan document as a heritage asset.
PROPOSAL: Following a review of English Heritage sites within the Parish boundary, Thundridge Parish Council strongly opposes any sale or development of the Grade II* listed English Heritage Building ID 356028, Remains of Old Church of St Mary and All Saints, Thundridge or the church
yard.” PROPOSED: Cllr Parkins, seconded Cllr Brigden. AGREED AND RESOLVED UNANIMOUSLY.
Thundridge Parish Council will ensure that this decision is reflected within the Thundridge Neighbourhood Plan.
Cllr Hawes
High Cross Conservation Area appraisal: EHDC has stated that it will conclude the review of existing Conservation Areas before a Conservation Area for High Cross will be considered. Councillors supported Cllr Hawes view that High Cross should be a priority consideration as it currently has no protection and areas of high importance could be lost. The Clerk will contact Cllr Andrews to request a review.

Parish Council revised logo: Councillors agreed the revised logo was very good and agreed its use.

Allotments: tenancy and rent review: ongoing. Thundridge Business Park: parking issues: see Cllr Brigden’s meeting with Cllr Andrews above. The Police have been contacted again.
Cllr B Taylor
New notice boards and Bus Shelter: new notice boards have been installed near The Feathers, Wadesmill, opposite the Sow & Pigs, Thundridge, and at Cold Christmas. A new bus shelter has been installed at Wadesmill.
A complaint was made to the bus shelter installation team by a nearby resident. A written complaint has been received from a resident of Cold Christmas stating the notice board is in a dangerous position and needs to be moved off the verge opposite her property. Councillors have inspected the site, and believe that it is the best site for the notice board. It is not immediately outside a property. The Clerk will write to advise the householder of the Parish Council decision.

Cllr Spackman suggested that Thundridge Parish Council and Standon Parish Council jointly renovate the notice board at Standon Green End. ACTION: CLERK
17.08 Risk Assessment: the Risk Assessment has been circulated by email to all
Councillors for comment.

17.10 Budget & Precept: discussion regarding the forthcoming financial year and precept setting for 2017/18. Precept recommendation to be set at £30,000.
The Clerk produced a draft budget based on the previous year’s budget and
expenditure calculated to the year end for 2016/17. The precept for 2016/17 was considered to be exceptionally low at £10,450, with no allocation for Neighbourhood Plan expenditure, but significant expenditure which utilised the New Homes Bonus. To regularise the budget situation for 2016/17 to reflect expenditure on the Neighbourhood Plan, £5,000 was recommended to be transferred from reserves into the budget proper.
