1 MINUTES OF THE MEETING HELD ON WEDNSDAY, 25TH JANUARY 2017 AT 7.30PM IN WODSON PAVILION, COLD CHRISTMAS LANE, THUNDRIDGE PRESENT: Cllr R Parkins (Chairman), Cllr S Bosson, Cllr B Hawes, Cllr J Spackman, Cllr M Spackman, Cllr B Taylor, Cllr C Brigden. Removal and replacement of some flooring with all other flooring retained and made good. Retained wood flooring to to be sanded and re-waxed. All communal toilets and bedroom bathroom to be upgrades with new sanitary ware with all existing wall and floor tiles removed and replaced with new. Redecoration of all bedrooms. New light fittings throughout. New fire doors to first floor 3/16/2245/LBC 2 Cambridge Road, Wadesmill Listed building permission granted Single storey rear extension 3/16/2587/HH 9 Anchor Lane Cottages, Anchor Lane, Permission granted Wadesmill Two storey rear extension 3/16/2674/HH Oak House, 2 Poles Park, Thundridge Permission granted Proposed single storey rear & double storey side extensions to existing garage outbuilding. New patio. Other planning matters EHDC District Plan: awaiting results of public consultation SLAA: sites assessed as Group 2: Thundridge Parish Council has written to EHDC to support the Group 2 classification. Canterbury Park: Enforcement: no further action has been taken. Street naming and numbering issues: The Clerk will write again to EHDC and the Post Office to press for action. ACTION: CLERK North Drive: the drains are being installed. The proposed sculpting to divert water is still being discussed. Footway connection: the plans are awaited. Hedging: submitted plans have been approved for a mixed native hedge. Cllr Bosson will recommend that temporary fencing is installed to protect new planting. The boundary between the play area and the rear of the properties in High Road may need a retaining wall due to the height of the land. The utilities trench in High Road is collapsing and needs to be reinstated correctly by the developer. Chairman’s signature................................................................................. 13th March 2017 4 The chief designer, Michael George, is due to visit the site to discuss undertakings with households in North Drive. Ware North: a meeting is still awaited as the Ware Town Councillor is not available during working hours. Beechwood Homes, North Drive, High Cross: Update on meeting with EHDC & Beechwood Homes: Thundridge Parish Council wrote to the Diocese of St Albans and the Bishop. The response from the Bishop was that the sale of the land would proceed. An initial meeting was held with EHDC Cllr Andrews and officers. In summary, EHDC still does not have an adopted District Plan, and does not have a 5 year land supply. As a result, applications which are refused by EHDC are likely to be granted at appeal. Beechwood Homes was supportive of some of the suggestions put forward by Cllrs Bosson, Hawes and Parkings, but firm agreement was not forthcoming. Beechwood Homes would appear to have purchased the land from the Diocese of St Albans and are determined to develop it for housing. Beechwood Homes clearly stated that they have no responsibility for the gravel track to the church, and have no intention to be involved with it, despite it being pointed out that this will be the main entrance into the site for HGVs etc. Councillors who attended these meetings made it clear that they were not offering support to Beechwood Homes for the development, and were also not working with Beechwood Homes to bring the development forward. Councillors stipulated that the meeting was to talk informally about issues pertaining to the site. Thundridge Parish Council will only make formal comment on the application once it is received from EHDC. Beechwood Homes are due to submit an application in the very near future. 17.06 Thundridge Parish Neighbourhood Plan The Clerk was reminded to upload minutes of meetings to the web site. ACTION: CLERK Report by the Chairman of TPNP: Simon Rayner-Langmead Simon Rayner-Langmead presented the Parish Council with a detailed formal update and the draft housing survey. The update will be available on the web site. Report by the Treasurer of TPNP: not available. Parish Area: confirmation of area to be included. Following extensive discussion at previous Parish Council and Neighbourhood Plan meetings, Parish Councillors agreed the Parish Area to be submitted will exclude the land allocated by EHDC for the Ware North and East proposed development. PROPOSAL: That Thundridge Parish Council herewith ratify the Parish Area to be the whole area excluding that part of the Parish area designated by East Chairman’s signature................................................................................. 13th March 2017 5 Herts District Council for inclusion in Ware Town Council Neighbourhood Area to deliver the Ware North and East proposed development. PROPOSED: Cllr Parkins, seconded Cllr J Spackman. AGREED AND RESOLVED UNANIMOUSLY. The Clerk will produce the required documentation with the assistance of the planning consultants.
