The Monetary Authority of Singapore (MAS) today announced that Mr Ong Ye Kung, Acting Minister for Education (Higher Education and Skills) and Senior Minister of State, Ministry of Defence, will be appointed to its Board of Directors. Mr Ong’s term of appointment will be from 29 August 2016 to 31 May 2019. 2 Prior to his Cabinet appointments, Mr Ong held the position of Director of Group Strategy at Keppel Corporation, overseeing long term strategic planning of the Group’s activities. Before joining Keppel Corporation, he was the Deputy Secretary-General of National Trades Union Congress, overseeing the Labour Movement’s employment and employability programmes. 3 Mr Lawrence Wong Shyun Tsai, Minister for National Development, will be stepping down from the MAS Board on 29 August 2016.     FORMATION OF THE SMART NATION AND DIGITAL GOVERNMENT GROUP IN THE PRIME MINISTER’S OFFICE Since the Smart Nation initiative was launched in late 2014, progress has been made in applying digital and smart solutions to provide better services for our citizens and businesses. Companies have also responded with innovative products. 2. To enable the Government to be more integrated and responsive in our strategy and processes for Smart Nation and Digital Government (SNDG), the following organisational changes will take effect from 1 May 2017: a. The Smart Nation and Digital Government Office (SNDGO) will be formed under the Prime Minister’s Office (PMO) comprising staff from the Digital Government Directorate of the Ministry of Finance (MOF), the Government Technology Policy department in the Ministry of Communications and Information (MCI), and the Smart Nation Programme Office (SNPO) in the PMO. b. The Government Technology Agency (GovTech), a statutory board under MCI, will be placed under the PMO as the implementing agency of SNDGO. 3. Collectively, the SNDGO and GovTech will form the Smart Nation and Digital Government Group (SNDGG) in the Prime Minister’s Office. Figure 1 [below] illustrates these organisational changes. 1 Figure 1: Organisational chart for Smart Nation and Digital Government Group (SNDGG) in the Prime Minister’s Office 4. The SNDGG shall be responsible for the following: a. Chinese Minister of National Defense General (GEN) Chang Wanquan is in Singapore for an official defence visit from 4 to 8 February 2018. GEN Chang was received by Minister for Defence Dr Ng Eng Hen at the Ministry of Defence this morning with a Guard of Honour. In 1 addition to visits to the Singapore Armed Forces (SAF) Army and Navy units, he was hosted to lunch by Second Minister for Defence Mr Ong Ye Kung and to dinner by Dr Ng. During their meeting this morning, GEN Chang proposed to deepen Army cooperation, through the conduct of Exercise Cooperation in 2018 – 2019, and Navy cooperation, through port calls and other mutually beneficial interactions. GEN Chang also invited MINDEF and the SAF leadership to visit China. In this regard, Dr Ng accepted GEN Chang's invitation to this year's Xiangshan Forum, to be held in September 2018. Dr Ng likewise welcomed high- level visits from the People's Liberation Army to Singapore. Both Ministers also discussed regional security issues, and agreed on the need to have open and inclusive security architectures. In that regard, GEN Chang conveyed China's support for Singapore's ASEAN Chairmanship, affirming that China would work with Singapore to deepen ASEAN-China relations. GEN Chang also conveyed his appreciation for the role that Singapore, as the ASEAN-China Country Coordinator, has played to improve defence ties between China and ASEAN.

In 2020, the police received 1,848 reports of unauthorised online banking and card transactions involving criminals phishing for banking and card details from the victims before performing these unauthorised transactions. The cases are on an upward trend. In 2018 and 2019, there were 114 and 329 cases respectively. 2. The Monetary Authority of Singapore (MAS) requires banks to implement controls, such as multi-factor authentication using one-time passwords (OTPs), to keep online transactions secure. Unfortunately, multi-factor authentication cannot eliminate all scams. Many victims have been tricked into revealing their user IDs, passwords, OTPs, or credit card details to scammers. 3. Recently, some account holders have reported successful online card transactions when no SMS OTPs were received, or when no SMS OTPs were revealed to others.

    INDIA-SINGAPORE RELATIONS Background The close ties between India and Singapore have a history rooted in strong commercial, cultural and people-to-people links. India's connection with Singapore dates back to the Cholas. The more modern relationship is attributed to Sir Stamford Raffles who, in 1819, established a trading station in Singapore on the route of the Straits of Malacca which became a colony under British India, governed from Calcutta (1830-1867). The colonial connection is reflected in a similarity of institutions and practices, usage of English and the presence of a large Indian community. India was one of the first countries to recognize Singapore in 1965. India's economic reforms in 1990s and the Look East Policy provided opportunities to recreate a new framework for cooperation, which included the Comprehensive Economic Cooperation Agreement of 2005. Strategic Partnership This robust relationship was elevated to a Strategic Partnership during the visit of Prime Minister Modi who signed a Joint Declaration on a Strategic Partnership with Singapore Prime Minister Lee Hsien Loong on 24 November 2015 on the occasion of the 50th anniversary of the establishment of diplomatic relations. During Prime Minister Modi's visit in November 2015, nine bilateral documents were signed/exchanged in areas of defence, maritime security, cyber security, narcotics trafficking, urban planning, civil aviation, and culture and a Joint Statement was issued which outlined areas of cooperation and mutual interest. Joint commemorative stamps depicting the Presidential Buildings of the two countries were released by the two Prime Ministers to commemorate the 50th anniversary of diplomatic relations. Prime Minister paid homage to Netaji at the INA Memorial Marker, delivered the 37th Singapore Lecture titled 'India's Singapore Story', visited the Institute of Technical Education (ITE) and addressed the business community at the India-Singapore Economic Convention and the Indian community in Singapore at a gathering of around 20,000 people.
