    Reports LATVIA MARKET Latvia Stirring the Pot The Latvian gambling market has seen several legislative changes over the last couple of years ranging from tax increases, new player winning taxes and self exclusion programme set up. And there are more changes ahead as the municipalities decide if they will permit gambling in their region. How will this all affect what is generally a buoyant and well- regulated market? P88 NEWSWIRE / INTERACTIVE / MARKET DATA In November last year the Latvian parliament (Saeima) approved amendments to the Law on Lotteries and Gambling Fee and Tax law, which saw an increase in annual fees for land-based operators as from January 2020. Roulette, card and dice games have seen their annual gambling flat fees increased from €23,400 to €28,080 per year whilst gaming machine fees increased from €4,164 to €5,172 per year. The online sector will not be impacted by the changes. The state budget bill was passed for the year 2020 in mid October and allocated extra finances to the healthcare, education, justice and internal security sectors. This included an increase in welfare payouts and increases in pay for public sector workers. There was also an increase in the minimum wage rate to €500 a month by the end of 2020. The budget revenues will be supported by several tax increases placed upon tobacco, fuel and gambling. Up until this year the state budget received 75 per cent from gambling tax revenues, whilst 25 per cent went to local municipalities where gambling is operated. But now the state will receive 95 per cent of revenue with the remaining five per cent for municipalities.

Fredag 3. mai vant en mann fra Telemark ufattelige 102,6 millioner kroner etter å ha vært den eneste med 5 + 2 rette i Eurojackpot. Premien er den desidert største pengepremien i noe norsk spill. Vinneren vil nå få bistand og veiledning for å håndtere sin nye livssituasjon. Den gamle premierekorden for Norsk Tipping var på ca. 63 millioner kroner og ble satt av en mann fra Austrheim i Hordaland i januar i 2012. Den nye rekordholderen er en mann Skien i Telemark. Vinneren hadde spilt tiukers Eurojackpot og kupongen ble levert hos Meny Saga i Skien 23. april. Norsk Tipping fikk kontakt med vinneren lørdag formiddag. Han er på reise utenlands, men hadde likevel fått med seg at en telemarking hadde stukket av med en gigant-premie. - Helt vanvittig – dette er jo ikke mulig! Nå får jeg gåsehud her, utbrøt vinneren da Norsk Tipping fikk kontakt med ham. Han var strålende fornøyd men samtidig sjokkert over den enorme summen som om noen dager står på konto. - Jeg så at noen hadde forsøkt å ringe meg fredag kveld og forsøkte å ringe tilbake i natt. Selv om jeg kom til Norsk Tippings telefonsvarer, sa jeg til meg selv og til kona at det kan være at vi har vunnet i et annet spill, sa mannen. Mannen står ikke fram, og siden han er på reise utenlands, har han ikke anledning til å svare på spørsmål fra pressen nå. Dette er første gang en norsk spiller vinner førstepremie i Eurojackpot.
