Introduction This Select Committee was established in September 2013 by Parliament with the mandate of ―examining and reviewing any matter relating to elections and report its findings and recommendations to Parliament.‖ Speaker the Hon K Randolph Horton provided the Select Committee with a six-month time frame and the requirement that the report be submitted by the end of February 2014. While the impetus behind setting up this Select Committee was the issue of declaration of interest by candidates in any government contract, as the eventual wording of the motion allowed for a broad range of election-related issues to be examined, the Select Committee was keen to address many of these issues and invited members of the public to appear before the Committee or to submit in writing issues consistent with this umbrella approach. The constraint imposed by time meant many important issues were not discussed in detail, but we do propose a remedy that will ensure such issues get the attention they deserve. 2. Background a. The 2012 Election During the 2012 General Election an issue arose of whether or not candidates were required to declare any interest they had in government contracts. While candidates with an interest in government contracts running under the Progressive Labour Party published such interest in accordance with governing legislation, no such publication was made for any candidate running under the One Bermuda Alliance. -

On top of that it has reached our shores and claimed the lives of our very own citizens. Furthermore, overseas racial tensions have erupted from peaceful to violent protests. Tribute to Brother Lionel Pearman By The Honorable Derrick Burgess, JP, MP On behalfofthe Premier and the Bermuda Progressive Labour Party I have fought a good fight, I have finished my course, I have kept the faith - 2 Timothy 4:7 On behalf of the Premier, and our Party Leader, Dr. Ewart Brown, Party Chairman, David Burt, other members of the Executive, Members of Parliament and the entire membership of the Bermuda Progressive Labour Party, I extend condolences to the family of our dear brother and friend, Lionel Pearman. Unfortunately the Premier is unable to be with us today as he is abroad on urgent government business. Although we don't have the exact date that Brother Lionel first joined the Party, we are almost certain that he joined the Party soon after its inception, as history has recorded that he joined the Bermuda Industrial Union at a very early age. Brother Lionel came from a political family, the Pearmans of Flatts. Unlike his uncle, Russell Levi Pearman, or his cousins Gloria McPhee, Helene Brown, Calvin Smith and our current Premier, Dr. Ewart Brown, Brother Lionel was never a Member of Parliament or a candidate, however, he could be counted on to assist the Party wherever necessary. Brother Lionel could also be counted on to politicize the Party around the lunch table at the BIU where many gathered on a daily basis to discuss the politics ofthe day. Although he was not a public speaker like his other family members, Brother Lionel was well known for his wit and cynicism. -

We are grateful to the Human Rights Commission (HRC) for their consistent sup- port for the mandate and mission of CURB, and for their assistance in producing the Black History in Bermuda Timeline as a public resource for all of Bermuda. We hope this broad and significant timeline of events in Bermuda’s history will provide people with a greater understanding and perspective of the history of Bermuda and Black Bermudians. It reflects the courage, fortitude and resistance demonstrated in the traumatic events of the past, but also in facing the systemic barriers and continuing obstacles placed along the way. This is not a complete timeline, but we hope it serves as a useful starting point to encourage further learning and research and to that end a bibliography of sources is included. The creation of a separate Black History in Bermuda Timeline is intentional due to the absence of substantive Black history in the vast majority of published literature, educational curricula and texts readily available to date. Contemporary books by Black historians have filled a massive research void left by earlier historians who focused on select descriptions of Bermuda’s colonial history, while omitting and thus erasing the Black narrative. -
