Ia fa’amanuia le Ātua ia te outou uma lava (God bless you all). v Abstract The two Sāmoan-led pro-nationalist movements, Mau a Pule and Mau, have dominated Sāmoan historiography. The word Mau represented a firm “opinion” of Sāmoans against both Germany and New Zealand’s colonial regimes. Before the two recognized movements, Sāmoan clergymen successfully protested in various maus of their own against the London Missionary Society (L.M.S.), and challenged European mission leadership, which resulted in multiple reforms and the Sāmoanization of the L.M.S. At the start of the 20th century, Sāmoans experienced a peaceful period, and had proven their potential ability to govern themselves politically, economically, and religiously. Despite Sāmoa’s move toward modernization, the L.M.S. church and colonial institutions attempted to limit agency in leadership, implement colonial policies against fa’a-sāmoa (Sāmoan customs and traditions), and disregard Sāmoa’s nonviolent attempts to instigate changes. Although intense at times, the different mau movements reflected a Christian society under the authority of titled chiefs or matai who maintained peace. The aim of this study is twofold. The first is to investigate whether a hybridity between fa’a-sāmoa and the civilizing mission by missionaries and colonizers produced a civil society within the colonial context that organized nonviolent protests to effect reforms within the foreign institutions. The second is to explore the link between the Mau movements and the L.M.S. While there has been plenty of research on the Mau movements, few studies have focused on the mau protests within the L.M.S., or their response to the Mau a Pule and Mau.     Community Integrated Management Plan Faleata East - Upolu Implementation Guidelines 2018 COMMUNITY INTEGRATED MANAGEMENT PLAN IMPLEMENTATION GUIDELINES Foreword It is with great pleasure that I present the new Community Integrated Management (CIM) Plans, formerly known as Coastal Infrastructure Management (CIM) Plans. The revised CIM Plans recognizes the change in approach since the first set of fifteen CIM Plans were developed from 2002-2003 under the World Bank funded Infrastructure Asset Management Project (IAMP) , and from 2004-2007 for the remaining 26 districts, under the Samoa Infrastructure Asset Management (SIAM) Project. With a broader geographic scope well beyond the coastal environment, the revised CIM Plans now cover all areas from the ridge-to-reef, and includes the thematic areas of not only infrastructure, but also the environment and biological resources, as well as livelihood sources and governance. The CIM Strategy, from which the CIM Plans were derived from, was revised in August 2015 to reflect the new expanded approach and it emphasizes the whole of government approach for planning and implementation, taking into consideration an integrated ecosystem based adaptation approach and the ridge to reef concept. The timeframe for implementation and review has also expanded from five years to ten years as most of the solutions proposed in the CIM Plan may take several years to realize. The CIM Plans is envisaged as the blueprint for climate change interventions across all development sectors – reflecting the programmatic approach to climate resilience adaptation taken by the Government of Samoa. The proposed interventions outlined in the CIM Plans are also linked to the Strategy for the Development of Samoa 2016/17 – 2019/20 and the relevant ministry sector plans.

Instead, he follows them down divergent paths that run the gamut from rejecting German citizenship en masse in favor of South African papers in the former German Southwest Africa to embracing the new postwar era’s ostensibly more liberal and humane version of imperialism supervised by the League of Nations to, of course, trying to make their way in or even support Nazi Germany. The resulting well-written, nuanced examination of a unique German national identity, that of colonial Germans, integrates the German colonial experience into Weimar and Nazi history in new and substantive ways.

Travels through Central America, the Andes and Iceland followed by 17 years in Indonesia gave him a good understanding of volcanology, a boon to later educational tourism when explaining Savai'i to overseas visitors and student groups. His 2014 report on Samoa's Geological History was published in booklet form by the Samoa Tourism Authority as a Visitor's Guide - a guide summarising the main geological events that built the islands but with little coverage of individual natural attractions. This present article is an abridgement of the 2014 report and focuses on Savai'i. It is in three sections; an explanation of plate movement and hotspot activity for visitors unfamiliar with plate tectonics; a brief summary of Savai'i's geological history then an island tour with some geologic input when describing the main sites. It is for nature lovers who would appreciate some background to sightseeing. It provides a snapshot of the information collected from the Population Questionnaire and some highlights of the Housing Questionnaire.   • Assessment of Persistent Organic Pollutants in Samoa
    POPs Assessment for Samoa Executive Summary Samoa signed the Stockholm Convention on Persistent Organic Pollutants (POPs) in 2001 as part of its national and international commitment to the reduction and elimination of persistent organic and toxic substances. Since signing the Convention, Samoa has received an Enabling Activity Funding from the Global Environment Facility to facilitate the development of its National Implementation Plan (NIP) for POPs. Part of the activities for the development of the NIP includes conducting a National Assessment of POPs produced, imported, used and disposed in Samoa. Furthermore, the National Assessment is to identify the priority chemicals and set objectives for the development of the NIP. From the various studies undertaken on POPs in Samoa, it has been identified that eight of the 12 POPs chemicals identified in the Convention are either produced or imported into the country. Of the eight chemicals, three are pesticides (aldrin, dieldrin, and DDT) used as insecticides for taro and banana plantations and chlordane and heptachlor are used as termiticides in homes. One industrial chemical (PCB) was imported as part of electric transformers while two chemicals (dioxins and furans) are produced and released unintentionally from incomplete combustion. An additionally six POPs and persistent toxic substances (TBT, TPH/PAH, lindane, and CCA/PCP) are also present in Samoa. Of all the chemicals currently present in Samoa only dioxin and furans are still being released from unintentional production while the rest are either non-consented for import or alternatives have been found. All the pesticides and industrial chemicals are no longer imported, with the last known stockpiles disposed by the Agricultural Store in the mid 1990s.

    Criminal Justice in Contemporary Settler Colonialism: Tauri Criminal Justice as a Colonial Project in Contemporary Settler Colonialism Juan Marcellus Tauri Ngati Porou University of Wollongong Abstract This paper offers an Indigenous-centred, critical perspective on the Colonial Projects (Thomas, 1994) employed in settler-colonial contexts to negate, or at the very least nullify, the negative impact of two inter-related ‘wicked problems’ that are deemed peculiar to these jurisdictions: the high levels of Indigenous over-representation in the criminal justice system, and the impact of Indigenous resistance to the hegemony of the imposed, criminal justice systems deployed by settler-colonial states. The paper is comprised of three inter-related parts; the first two outline the construction and deployment of Colonial Projects in the colonial and neo-colonial contexts, wherein it is argued that the matrix of criminal justice was foundational to the state’s attempted eradication of, and eventual socio-economic marginalisation of Indigenous peoples. The final part offers an argument that the continued success of criminal justice as a (neo)colonial project, stems from its parasitic relationship with the discipline of criminology. Together, these supportive colonial projects deployment against Indigenous peoples demonstrates that structural violence continues to be a significant component of social control in the neo-liberal, neo-colonial context. Introduction The challenge of ‘being Indigenous’, in a psychic and cultural sense, forms the crucial question facing Indigenous peoples today in the era of contemporary colonialism – a form of post-modern imperialism in which domination is still the Settler imperative but where colonizers have designed and practiced more subtle means (in contrast to the earlier forms of missionary and militaristic colonial enterprises) of accomplishing their objectives (Alfred & Corntassel, 2005: 297-289).

    Late Holocene Landscape Evolution and Land­ Use Expansion in TutuilaJ American Samoa FREDERIC B. PEARL THIRTY-FIVE YEARS AGO, A STUDY OF OXYGEN-ISOTOPE RATIOS from a spe­ leothem (cave formation) in New Zealand demonstrated that a rapid temperature drop occurred in southern Polynesia in the fourteenth century. Wilson et al. (1979) proposed that the violent climatic conditions accompanying this tempera­ ture drop would not only have resulted in increased latitudinal temperature variants but would also have had catastrophic effects on agriculture. At the same time, the more violent climate would have made long-distance voyages inher­ ently more dangerous. More recently, Bridgeman (1983), based on an extensive review of previously published climatological data, proposed that climatic change may have contrib­ uted to a general collapse in Polynesian migrations after A.D. 1350. These studies have received renewed discussion since 1995 when Nunn (1995, 1998, 1999, 2000) published sea level data synchronized to climate change, proposing his own theory that changing climatic conditions had a profound regional effect on Poly­ nesian culture. A better understanding of climate-induced landscape change is necessary in or­ der to better model human response to dynamic ecosystems. Climate change may result in systematic environmental adjustlTlents in an alluvial catchment. Because archaeological sites are found within Holocene-age sediments, it is necessary to understand the late Quaternary history of the region in order to understand pre­ historic settlement patterns and the completeness of the archaeological record. In order to determine the extent to which changes in the late Holocene geo­ logical record correlate with climate and ecological changes over the same period, geoarchaeological explorations were undertaken in A'asu on the remote northern shores of Tutuila Island, American Samoa (Fig.
