STATEMENT ON CABINET DECISIONS OF 11/11/2009

On Wednesday, 11 November 2009, a Cabinet meeting chaired by the President of the Republic, His Excellency , was convened at Village Urugwiro.

1. Cabinet started with a warm welcome to its new member, Dr GATARE Ignace, Minister in the President’s Office in charge of ICT and wished him success in his functions.

2. Cabinet approved decisions taken in its earlier meetings of 14 and 28 October after minor amendments

3. Cabinet approved the following draft laws:

. A Draft law establishing the new boundaries of Akagera National Park;

. A draft law determining compensation for damages caused by wildlife.

. A Draft law determining the organisation and functioning of the guarantee fund for civil liability insurance for accidents caused by motor vehicles and animals;

. A Draft law authorising ratification of the loan agreement between the Republic of Rwanda and BADEA relating to the loan of ten million US Dollars (USD 10,000,000) for the project to enhance Electricity Access;

. A Draft law authorising ratification of a Grant Agreement between the republic of Rwanda and International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA) of a grant of US $ 35,000,000 to speed up education for all strategies;

. A Draft law amending and complementing Law n°26/2006 of 27/05/2006 determining and establishing consumption tax on some imported and locally manufactured products;

. A draft law authorising ratification of the International Convention on Cluster Munitions signed in OSLO on 03/12/2008.

4. Cabinet approved the following orders:

. A Prime Minister’s Order on calculation of compensation and other indemnities to be paid to persons injured by or whose property has been spoiled by animals;

. A Draft Prime Minister’s Order transferring immovable and fixed assets of Gisovu Prison from the State Public Property to State Private Property;

. Prime Minister’s Orders authorising the following employees to suspend their service for unspecified period of time. These include :

1. Mr. KAMURASE Laurent, Head of Production Management Department in OCIR CAFE; 2. Mr. MUGIRANEZA Jean Paul, former National Decentralisation Implementation Secretariat (NDIS) Coordinator in MINALOC ; 3. Mr. AFRIKA Fulgence, former Director of Planning and Programme Coordination Department within the National Aids Control Commission; 4. Mr. BENIMANA Pérez, former Director of Finance and Internal Resources in MINIRENA;

. A Draft Ministerial Order determining the amount of registration fees for imported and already registered vehicles in Rwanda;

. A Draft Ministerial Order modifying and complementing Ministerial Order no 004/07 of 09/05/2007 governing the implementation of Law no 16/2005 of 18/08/2005 on direct taxes on income;

. A Draft Ministerial Order governing the implementation of Law n°50/2008 of 09/09/2008 determining establishment and functioning of an assets disposal evaluation committee to set value for state private assets to be sold, exchanged, donated or completely destroyed.

5. Cabinet approved a Cooperation Agreement between the Government of Rwanda and African Parks Network in the management and financing of Akagera National Park.

6. Cabinet reminded the public that annual festivities to mark the National Heroes Day on the 1st February will be held next year in the City of Kigali. The theme of the day reads:

- Dukomeze ubutwari mu mihigo yo guteza imbere u Rwanda

- “Let us emulate our heroes in developing Rwanda”

7. Cabinet approved Mr. Yatiman Bin YUSOF to be the Singapore’s Ambassador to Rwanda with residence in Singapore.

8. Cabinet received and accepted the resignation tendered by Mr. Murekeraho Joseph from his post as Director of Mwalimu Sacco.

9. Cabinet removed Mr. Rubagumya George from the RDB Board membership.

In A.O.B.:

A) Cabinet renewed its appeal to all stakeholders concerned to speed up construction of classrooms under the Nine Year Basic Education Programme.

B) The Minister of Culture and Sports informed Cabinet that

1. The Management of the National Olympic Committee has been suspended; 2. Last week in the Africa Cycling Competition held in Namibia, Rwanda ranked 4th out of 15 participating countries and that the next year’s edition in November 2010 will be held in Rwanda; 3. Tour du Rwanda, a Cycling Competition is scheduled to take place in Rwanda from 16 to 24 November 2009; 4. A football match between Rwanda and Zambia will be played on 14 November in Kigali;

C) The Minister of Natural Resources informed Cabinet that the Week of Tree Planting and Forest Conversion will start on 16 November. At national level the week will start in Nyabihu District to be closed on 21 November in Huye District. The Community development work umuganda will be performed on that same day throughout, the country.

D) The Minister of Youth informed Cabinet that the Youth Itorero will be organised from 20 November in all Districts to be closed on 15 December at Amahoro National Stadium while the official opening ceremony will be held on 24 November in all Districts countrywide.

E) The Minister of Gender and Family Promotion informed Cabinet that

1. The National Children Summit will be held on 12 November to be attended by 420 children including those from EAC member countries;

2. The 16 days period recurring annually dedicated to combating all forms of violence against women will begin on 25 November and end on 10 December 2009.

F) The Minister of Agriculture and Animal Resources informed Cabinet that a mechanism for informing the public on market prices for foodstuffs using mobile phones will be officially launched in Muhanga District;

G) The Minister of Infrastructure informed Cabinet that

1. On 7 December will be held in Kigali a Conference of Ministers from Countries of the Northern Corridor (Mombasa – Kigali via Southern and road; 2. An Inter-ministerial meeting on the Multinational Railway will be held in Kigali Serena Hotel on 8 December 2009.

H) The Minister of Health informed Cabinet that the number of persons infected with the Swine Flu has reached 226 of whom 70.5% were successfully treated and that grassroots administrative entities were instructed to sensitise Rwandans on how to protect themselves against the influenza. All Rwandans are requested to abide by these directions;

I) The Minister of Trade and Industry informed Cabinet of a Tourism Exhibition held from 6 to 10 November in London, England, where Rwanda won the First Award in the Category of service delivery and business facilitation. This exhibition saw thousands of visitors among whom 600 were shortlisted only to be outperformed by Rwanda.

J) The Minister of Internal Security informed Cabinet that Sierra Leone detainees have arrived in Rwanda where they will serve their prison sentences and are now doing well;

K) The Minister in charge of Cabinet Affairs informed Cabinet of

1. an International Conference to be held in Kigali on 9 December to discuss both achievements of Gacaca Courts and the unity and reconciliation process, 2. the National Dialogue Conference set for 10 and 11 December 2009 in Rwanda.
