SOMMAIRE Un territoire « trait d’union » entre le cœur de l’agglomération P. 4-5 parisienne et les espaces à l’est de la région Ile-de-France Dans le top 10 des départements français les plus peuplés mais aussi P. 6-7 le moins dense de la région Une croissance démographique qui ralentit mais qui reste la plus P. 8-9 forte d'Ile-de-France Une population vieillissante mais des jeunes toujours aussi présents P. 10-11 Une natalité forte et des mères jeunes P. 12-13 Un département qui reste attractif malgré un déclin du solde P. 14-15 migratoire D'ici 2050, une population qui continuerait à croître et à vieillir P. 16-17 Un territoire « trait d’union » entre le cœur de l’agglomération parisienne et les espaces à l’est de la région Ile -de -France Département atypique en Ile-de-France avec un territoire s’étendant sur plus de de 5 900 km² , la Seine-et-Marne représente la moitié de la superficie de la région . Il s’agit du département détenant le plus grand nombre de départements limitrophes situés da ns cinq régions différentes (Seine-Saint-Denis, Val-de-Marne, Essonne, Val-d’Oise, Aisne, Oise, Marne, Aube, Yonne et Loiret). La Seine-et-Marne est totalement intégrée au cœur des réseaux d’échanges franciliens et européens puisque le territoire bénéficie de nombreux atouts en termes de mobilité (un aéroport international, une dizaine d’aérodromes, deux gares TGV, des autoroutes structurantes et un potentiel pour le fret fluvial). Marqué par une succession de plateaux entrecoupés de vallées, le territoire seine-et-marnais est constitué de trois ensembles naturels majeurs : - Au Nord, autour de Meaux, les régions de l’Auxois, de la Goële et du Multien ; - Au Centre, le secteur Brie-Montois aux alentours de Melun et de Provins ; - Au Sud, le secteur du Gâtinais près de Nemours.

Et L’Université de Cergy-Pontoise dont le siège est sis au 33 boulevard du Port – 95011 Cergy-Pontoise Cedex, désignée ci-après « L’Université », représentée par Président François GERMINET. CE QUI SUIT PREAMBULE Par délibération du 23 novembre 2012, le Département a accordé une subvention de 150 000 ¤ au Pôle de Recherche et d’Enseignement Supérieur Université Grand Ouest (PRES UPGO) destinée à financer : - l’installation du siège du PRES (équipements mobiliers, informatiques, audiovisuels, d’exposition, de reprographie et d’impression, véhicule utilitaire) ; - l’étude de programmation pour l’implantation de l’Institut d’Etudes Politiques sur le site de l’ex-IUFM à Saint-Germain-en-Laye, composante du PRES. Depuis, outre la disparition du PRES UPGO, remplacé par la Communauté d’Université Paris Grand Ouest par application de la loi sur l’enseignement supérieur et la recherche du 22 juillet 2013, le Ministère de l’Enseignement Supérieur a décidé de créer l’Institut sous la responsabilité de l’Université de Cergy-Pontoise. Par un courrier du 28 novembre 2013, co-signé de l’Université de Cergy-Pontoise et la Communauté d’Université Paris Grand Ouest, ceux-ci informent le Département de leur souhait de voir réallouée une partie de la subvention initialement attribuée au PRES, pour ce qui concerne la réalisation de l’étude de programmation, soit 50 000 euros, au bénéfice de l’Université.
