This voter’s guide is designed to assist University of North Georgia students in the May 22nd primary vote. The guide contains information on the Democratic and Republican nominees for state and federal offices. This guide is a unique benefit to UNG students as the questions reprinted here were gathered from our students. In the spring of 2018, the PSSA surveyed UNG students regarding the issues about which they are most concerned. This guide presents candidate information for the three top issues. We’ve done our best to provide as much information as possible given both space limitations and information availability. We apologize for any errors or omissions. Every effort was made to accurately represent candidate positions. Print versions of this guide and other primary information material were produced by UNG Print Services using funding from the SGA. A fair economy means investing in diverse businesses, fighting for equality in the workplace, lifting families out of poverty, and ensuring access to affordable healthcare. Fairness is the backbone of an economy that eliminates poverty and fosters prosperity for every family. • Georgia’s Advanced Energy Jobs Plan is the first in a series of economic revitalization proposals to deliver 25,000-45,000 long term, high wage jobs in Georgia – from construction, coding, sales, and installation to manufacturing and beyond. Georgia must have a bold and comprehensive economic vision to (1) ensure no person has to work more than one full-time job to make ends meet and (2) catalyze the creation of good-paying jobs in all 159 counties, at all skill levels. We must leverage our natural resources and assets, working together across sectors, to build an economy for every worker. Let’s imagine more for our state and create an economy that leads the nation in advanced energy jobs and local innovation. • Investment in Community Businesses: Small businesses employ more Georgians, and they can be started anywhere. As Governor, Stacey Abrams will direct more of our economic development dollars to our hometown businesses: the barbershop that wants to expand, the nurse who wants to launch a home healthcare company, the entrepreneur who can’t get venture capital in rural Georgia. Funds will be targeted to reach low-income communities and rural counties, and we will help Georgia businesses expand by offering access to capital. • Workplace Equality: We must demand that our workplaces never discriminate based on a person’s race, gender, disability, sexual orientation, gender identity, pregnancy, disability, or immigration status. As Governor, Stacey Abrams will promote policies to ensure pay equity and expand paid sick leave. Georgia should require a living wage in every county. Furthermore, the right to form a union and collectively bargain for fair wages and employment conditions is fundamental to workplace fairness. As Minority Leader, Stacey Abrams has never wavered in her opposition to legislation that would erode the rights of workers to bargain for fair pay and safe workplace conditions. While in the legislature, Stacey Abrams co-sponsored legislation to prohibit workplace discrimination based on sexual orientation by amending the Fair Employment Practices Act. As Governor, Stacey Abrams will continue to support a Georgia civil rights bill to protect the LGBTQ+ community, as well as immigrants, people of color, and people of faith, from discrimination in housing, public accommodation, and the workplace; create a body dedicated to enforcing these laws; and put in place

1 protections to all relevant sections of Georgia law. Stacey Abrams supports passage of hate crime legislation to protect LGBTQ+ Georgians and other communities facing discrimination. • Lift Families Out of Poverty: Moving from poverty to prosperity must be the mission of our next governor. Economic mobility improves neighborhoods and schools and decreases reliance on welfare programs and incarceration rates. As Minority Leader, Stacey defeated Republican tax plans to increase sales taxes on working families, and she opposed legislation to restore taxes on groceries. As Governor Abrams would improve tackle poverty among our working families by establishing a state Earned Income Tax Credit, bridging transition from welfare to work without immediately eliminating benefits, and expanding access to childcare tax credits and subsidies. She will also continue her fight to protect workers from misclassification as independent contractors and abusive on-call scheduling, providing families with predictable workweeks and predictable paychecks. • Access to Affordable Healthcare: Access to affordable healthcare is a right, and guaranteeing quality services improves families, communities and the workplace. As Minority Leader, Stacey worked to sign Georgians up for the Affordable Care Act and she has fought for Medicaid expansion – the only path forward for providing essential health coverage to the working poor and preventing closure of our rural hospitals and the economic collapse of surrounding communities. Stacey has spearheaded critical legislation combatting the misclassification of workers as independent contractors, which denies them Medicaid benefits they have earned. When elected governor, Stacey will work to expand Medicaid and provide coverage for 500,000 Georgians, create 56,000 jobs, stabilize our rural counties and explore pathways to universal coverage in our state. She will support reproductive freedom and access to treatment for women, regardless of ability to pay. Also, across our state, more than half of our counties lack access to OB/GYNs or pediatricians. Stacey will leverage state and federal programs to incentivize more doctors and medical personnel to locate in under-served areas, and she will work with practitioners to reduce our maternal and infant mortality rates and increase access to care. • Innovation and Green Jobs: Growing Georgia’s economy means we must diversify our jobs and support innovation across sectors. With the right policies, Georgia can lead the Southeast in advanced energy jobs. As Governor, Stacey will work with public and private partners to create new jobs in infrastructure, clean energy, biotech and agritech, as well as expand broadband to connect our communities to the Internet. We can train our students in growing fields like energy engineering, sustainability science and build an energy innovation ecosystem across the state.

Right now, it isn’t. Georgia is 40th in income inequality, 40th in high school graduation, and has the lowest minimum wage in the country. When I was growing up, there was a path to success: go to school, work hard, pay your dues. That path is vanishing. Georgians are working harder than ever, yet they are falling behind. We should not have to work two and three jobs just to cover basic human rights like food, shelter, and healthcare. This is simply immoral. Jobs that pay a meaningful wage: As Governor, I will fight for all Georgians to create the same opportunities that I had to get ahead despite facing struggles. And it starts with jobs. Not just any jobs. Jobs with a meaningful wage, jobs with benefits, jobs that allow hard-working parents to spend quality time with their children, not just see them between shifts. We must work to increase the minimum wage because everybody deserves a fair day’s pay for a hard day’s work. And no one who works full-time should live in poverty. Putting more money in the hands of the families that need it most will lift the whole state. I will fight for equal pay, affordable childcare, worker’s rights, and tax credits for working people, such as a state Earned Income Tax Credit.

2 To attract these jobs, we must invest in education… Our high schools and technical colleges can be especially valuable in providing vocational and skills training to those who will build our plants, service our roads, and maintain our power lines. That’s why I fought against the cuts to the HOPE Grant that forced thousands of students to drop out of technical colleges... We must invest in infrastructure, including a coordinated, regional mass transit system and updated roads and bridges throughout the state. And we must re-commit to rural Georgia by expanding broadband and building a commuter rail system that connects our state. We must focus on small businesses… Georgia grants billions of dollars each year in state contracts for construction, technology, and food services. These opportunities must be open to all, not just elites and friends of the powerful. Georgia-based small businesses, not out-of-state corporations, should always get first crack at state contracts. We must reduce the taxes on small businesses while also providing access to the capital necessary to grow. And any tax incentives to recruit new jobs to our state must go through a strict cost-benefit analysis to ensure that our tax dollars are being spent in a responsible way and that businesses that receive incentives are living up to their end of the bargain to create good-paying Georgia jobs. Investing in people: We must pay teachers, police, firefighters, and other service providers a fair wage in line with their contribution to the prosperity and safety of our state. And state jobs should not all [be] headquartered in Atlanta. We should spread out opportunities, and save on expensive overhead where possible.

Republican Candidates for Governor Casey Cagle – Lieutenant , https://caseycagle.com/ • Gun Control/Gun Rights: As governor, I will continue leading to protect our God-given, constitutional rights to keep and bear arms. I have earned an A+ rating from the National Rifle Association by standing against those who would diminish the 2nd Amendment, and I will continue to do so as governor. I will always protect our hunting heritage and maintain that law-abiding citizens have the right to protect themselves and their families from those who wish to do harm. • Immigration: I have led the fight to defund and outlaw sanctuary cities in Georgia. By passing one of the nation’s toughest crackdowns on illegal immigration, I led to ensure that criminal illegal aliens could not terrorize our families. This year, when Decatur announced it would not cooperate with federal immigration authorities to deport criminal illegal aliens who have committed violent crimes, I put my foot down. I will never allow local liberal leaders to disobey our laws, and I will always fight to protect our families from criminal illegal aliens. • The Economy/Job Development: I have been a businessman for 32 years, and I've been at the boardroom table negotiating with CEOs on some of the largest economic development deals in Georgia's history. As governor, I will lead on jobs by creating an economic environment that generates 500,000 new jobs in my first term. Along with keeping Georgia the No. 1 state to do business, I will ensure that we keep our taxes low, reduce burdensome regulation and maintain a fair tort system. I will fight for infrastructure investments -- like the Port of Savannah -- that allow Georgia Grown goods, from agriculture to manufacturing, to move quickly to the global marketplace. My administration will work with Georgia companies -- small and large -- to ensure they have the tools and workforce they need to grow and expand. And we will capitalize on emerging industries by cementing Georgia as the Silicon Valley of the South, expanding Georgia's prospering film industry, and growing hubs of technological innovation in every region of our state.

3 Amendment is a recognition that the right to self-defense is a God-given right. It is also the right that protects all other rights, and you can rest assured I will always fight the liberal left and their anti-gun agenda. • Immigration: First and foremost, my priority as your Governor is keeping Georgians safe from harm. I stand with President Trump. I am opposed to sanctuary cities that harbor illegal immigrants from being deported. We will hold those who break our laws accountable. As Governor, if a city in Georgia decides to harbor illegal immigrants, they won’t receive a nickel of state funding. • The Economy/Job Development: We all want to help people, so let’s do it! The government has been spending billions of dollars attempting to lift people out of poverty for years, and it’s not working. It’s not working because poverty cannot be fixed with money alone. We have spent billions driving our citizens further into poverty and further away from the American dream, self-government, and personal responsibility. I will address this! We are going to stop pushing people to depend on the government to change their lives because simply put, it doesn’t work. It also pulls tax dollars away from initiatives in which taxpayers expect the government to deliver results. As Governor, I will lead on prioritizing education, public safety, and transportation in our state budget, and we will cut wasteful spending. Ministries, non-profits, families, and communities change lives for the better - not the government.

Brian Kemp – Secretary of State of Georgia, http://www.kempforgovernor.com/ • Gun Control/Gun Rights: (no information available) • Immigration: Sanctuary cities are dangerous, unlawful, and defy our Georgia values. As governor, our state will respect the rule of law and put the well-being of Georgians - not illegal immigrants - first. Our borders are broken and America’s immigration system is in complete disarray. As governor, I will work to make Georgia #1 for small business. Through regulatory reform, targeted economic development, and enhanced connectivity, we can ensure that businesses on Main Street can compete, grow, and thrive.

Clay Tippins – Consulting Firm Executive, https://claytippins.com/ • Gun Control/Gun Rights: I am an unabashed supporter of the Second Amendment. It is our constitutional right to keep and bear arms. I will defend that right as Governor. • Immigration: There is no place in Georgia for sanctuary cities and I will prevent them from receiving state funds. Our law enforcement agencies must collaborate with each other – not against each other – to fight illegal immigration. That process begins by stopping the release of illegals from county jails and sharing intelligence like I did to take down ISIS. • The Economy/Job Development: It’s time we start living within our means. Right now, the state of Georgia looks to be in pretty good shape on paper; but with the federal debt so large it’s like having a $20 bill in your left pocket and a $200 IOU in your right. Every Georgian owes $1 million dollars in government debt* on top of their credit card, car, and house. If we don’t start rethinking how we run our government, we won’t have the money we’ve had in previous years to fight crime, build roads, or educate our children.

I would be breaking my "oath" if I did so. We must do a better job with enforcing the laws of Georgia and the United States Constitution. Georgian's come first!!! • The Economy/Job Development: I believe businesses should have an incentive to help students succeed, and earn a job. My “Business-Student Income Tax Credit” will provide immediate help. Example: A business in Georgia loans a student fifty thousand dollars, only to help pay for their classes. The business gets to write this off on their taxes. The student goes to work for the business and their loan is paid back through employer deductions. Results: The business hires the employee they want, who they believe will do a great job. The business gets to write the fifty thousand dollars off as a tax credit. The employee is very happy to get the job and pay no interest on the loan. Our “Business-Student Income Tax Credit” will streamline the loan process and set a precedent for companies to hire excellent employees. Students and companies of Georgia will thrive. I will work with the State Legislature to finalize this process.

We pay for healthcare, plus a great salary. Guided by my faith, I put my own money into Jack Cooper to save jobs during difficult times. What I see too often is politicians will come to us with the false choice between growth and prosperity. I’ve proven that we can do both–and Georgia can do the same.

The only people who should be working in Georgia are those who came here legally. As Lt. Governor, I won’t hesitate to enforce immigration laws and shut down sanctuary cities. • The Economy/Job Development: Rural Economic Development – Rural Georgia has different needs and priorities than Atlanta. Both are important: Atlanta is the state’s economic driver, home to 15 Fortune 500 companies and 26 in the Fortune 1000, and the world’s busiest airport. Rural Georgia is a different kind of economic engine and we must not forget that agriculture and agribusiness are the largest sector of Georgia’s economy. Savannah, Macon and other population centers have different needs from port infrastructure in Savannah to manufacturing and logistics in Macon.

I wholeheartedly welcome those who follow the rules and come to America legally. But history teaches us that nations which lose control of their borders cease to be nations. The federal government has a duty to protect our national border and enforce our immigration laws. I oppose any grant of government benefits to illegal aliens. • The Economy/Job Development: … I have fought to eliminate wasteful spending and reduce taxes and I led the effort to pass zero based budgeting so that every dollar of government spending is justified. I support a cut in the premium tax, which will not only cut the insurance premiums we all pay but encourage more insurance companies to locate here in Georgia, with good paying jobs that do not pollute the environment. To make ourselves competitive with Florida and other states without an income tax, I support the phased elimination of the income tax. I sponsored a constitutional amendment to prevent an increase in the maximum income tax rate, effectively capping it. I believe that passage of this measure by the people of this state is a first step to end income taxation in Georgia. As a matter of principle, I believe that government revenue should be raised from taxing consumption, not productivity. I support the Fair Tax proposed by Congressman John

6 Linder. When times are tough, I believe that government should cut spending, not raise taxes. I support a constitutional amendment that would require voter approval of any future tax increase.

25 THE POLITICAL SCIENCE STUDENT ASSOCIATION was founded in February 1994 by students majoring in Political Science for the purpose of:  providing an organized forum for undergraduate students majoring in political science at North Georgia College and State University to discuss their mutual interests and concerns;  providing an official structure to represent and advocate the interests of said students; and  conducting activities and sponsor programs which promote the spirit of scholarship in political science and which provide opportunities for social activity. Membership in the PSSA is open to majors and non-majors alike. Any student interested in promoting political awareness and activity is welcome to join.

THE AMERICAN DEMOCRACY PROJECT For Civic Engagement is a national, multi-campus initiative that seeks to foster informed civic engagement in the United States. The project seeks to create a greater intellectual understanding and commitment to participate in the civic life of the United States. Focused on undergraduates at public colleges and universities, the American Democracy Project has created a collaborative network of 166 public colleges and universities, representing more than 1.5 million students that are member institutions of the American Association of State Colleges and Universities (AASCU). The three-year project, sponsored by AASCU in collaboration with The New York Times, will provide opportunities for participating campuses to engage in activities and projects designed to increase the number of undergraduate students are committed to meaningful civic actions.
