    ANNUAL REPORT 2019 FOREWORD Carlow is a progressive, vibrant County which is attractive, inclusive and accessible. Carlow County Council is committed to providing the highest quality public services for local residents, visitors and for new and existing companies, from multinationals to entrepreneurs and SMEs. Creating an environment for economic growth and driving quality of life for all is a priority for this Council. We are pleased to introduce the Carlow County Council Annual Report 2019, which outlines the work of the Council in delivering important public services during the year, all of which contribute to making County Carlow an attractive place in which to work, live and do business. 2019 has seen the strengthening of the Council’s role in economic development and community development and this is welcomed by all. It must be acknowledged that the changing economic climate both at national and local levels have made a defining influence on the extent to which our services are delivered. Despite the reduction in human and financial resources in recent years, Carlow County Council continues to deliver a high standard of service. The Council welcomes the easing of financial restrictions and the improving economic position. Our staff, with the support and leadership of the elected members, continue to maintain and deliver quality services as referenced in our Corporate Plan, whilst also keeping the Council on a firm financial standing. Similar to all local authorities in the country, Carlow County Council relies heavily on government funding. It follows that a reduction in overall funding can profoundly impact on our capacity to deliver our services and any increase in funding enables the Council to leverage these monies to provide additional and enhanced services.

    “Ordinary Man”: Christy Moore and the Irish Protest Ballad MIKE INGHAM Introduction: Contextualizing the Modern Ballad In his critical study, The Long Revolution, Raymond Williams identified three definitions of culture, namely idealist, documentary, and social. He conceives of them as integrated strands of a holistic, organic cultural process pertaining to the “common associative life”1 of which creative artworks are an inalienable part. His renowned “structure of feeling” concept is closely related to this theoretical paradigm. The ballad tradition of popular and protest song in many ethnic cultural traditions exemplifies the core of Williams’s argument: it synthesizes the ideal aesthetic of the traditional folk song form as cultural production, the documentary element of the people, places, and events that the song records and the contextual resonances of the ballad’s source and target cultures. Likewise, the persistence and durability of the form over many centuries have ensured its survival as a rich source for ethnographic studies and an index of prevailing socio-political conditions and concerns. As twentieth-century commentators on the Anglophone ballad form, such as A. L. Lloyd, have observed, there is an evident distinction between the older ballad tradition, tending toward a more impersonal and distanced voice and perspective, and the more personal style of ballad composed after the anthropological research of ethnomusicologists such as Cecil Sharp, Alan Lomax, and others during the first half of the twentieth century. The former derives from a continuous lineage of predominantly anonymous or unattributed folk material that can be said to reside in the public domain, and largely resists recuperation or commodification by the music industry.

EAMON KANE In the third week of August 908 AD, the Battle of Ballaghmoon was fought between High King, Flann Sinna, Máele Sechnaill (879–916 AD); the King of Leinster, Cerball mac Múirecáin, Uí Dúnlainge, Ui Faeláin and Cathal, son of Conchobhar, king of Connaught. Opposing these were Bishop Cormac mac Cuilennáin, Eóganacht Chaisil, King of Munster (902-908 AD); Flaithbertact, son of Inmainén, abbot of Inis Cathaig and Cellach mac Cerbail, King of Osraige (905-908 AD). Ballaghmoon is a townland in the barony of Kilkea and Moone situated in south Kildare. All that remains of an important post reformation church and rec- tory are ruins standing in a walled graveyard containing ancient and extant graves. The Foundation provides a means for participation for members of the Protestant Churches in the Irish health Supporters and Donors 30 services and welcomes support from all who value the voluntary tradition of the Foundation’s commitment to healthcare since 1839. The Adelaide Health Foundation is the business name for the Adelaide Hospital Society which is incorporated as a Company Limited by Guarantee (No. 224404) and is a recognised charity (Charity No: 11153), with its registered office at Tallaght Hospital, Tallaght, Dublin 24. TThe Pale (An Pháil in Irish) or the English Pale (An Pháil Shasanach or An Ghalltacht) was the part of Ireland that was directly under the control of the Eng- lish government in the late middle ages. It had been reduced by the late 15th cen- tury to an area along the east coast stretching from Dalkey, south of Dublin, to the garrison town of Dundalk. The inland boundary went to Naas and Leixlip around the Earldom of Kildare, towards Trim and north towards Kells. In this district, many townlands have English or French names. Dublin Castle was built upon the site of the previous Viking settlement in Dublin. The Castle was the site of many historic events concerning the ruling of Ireland since it was established under orders from Norman King John of England in the early 13th century. The medieval fortress had four corner towers linked by high curtain walls which were built around a large central enclosure. It had a moat supplied with water diverted from the River Poddle and a draw bridge. Its secu- rity was never breached. It was adjacent to the site of Dubh Linn or black pool, a water source from which the capital city has derived its name.
