(i) PREFACE I, the Chairman of the Department-related Parliamentary Standing Committee on Home Affairs, having been authorized by the Committee to submit the report on its behalf, do hereby present this Two Hundred Twenty-fourth Report on Demands for Grants (2020-21) relating to the Ministry of Home Affairs (MHA). 2. The Committee at its meetings held on 18th and 19th February, 2020 heard the Home Secretary and other officers thereon and considered the Demands for Grants (2020-21) of the Ministry of Home Affairs. 3. The Committee in its sitting held on 4th March, 2020 considered and adopted the Report. 4. The Committee while making its observations/recommendations has mainly relied upon the following documents:- (i) Speech of Finance Minister on 1st February, 2020 while presenting the Union Budget 2020-21; (ii) Annual Report of the MHA (2019-20); (iii) Detailed Demands for Grants of the Ministry of Home Affairs for the year 2020-21; (iv) Output, Outcome, Monitoring framework of the Ministry 2020-21; (v) Detailed Explanatory Note on Demands for Grants of the Ministry of Home Affairs for the year 2020-21; (vi) Details of under-utilization of the allocations made under different heads during the last three years; (viii) Written replies furnished by the Ministry to the Questionnaires sent to them by the Secretariat; (ix) Presentations made by the Home Secretary and other concerned officers; and (x) Written clarifications furnished by the Ministry, on the points/issues raised by the Members during the deliberations of the Committee. 5. SHRI VISHNU DAYAL RAM: Will the Minister of PETROLEUM AND NATURAL GAS पेट्रोलियम और प्राकृ तिक गैस मंत्री be pleased to state: (a) the details of the percentage of families to whom Piped Natural Gas (PNG) is available in comparison to the consumers of LPG in the States of Bihar and Jharkhand; (b) whether the Government has taken/proposed to take any steps to increase the availability of Piped Natural Gas in the States of Jharkhand and Bihar; and (c) if so, the details thereof and if not, the reason therefor? ANSWER MINISTER OF PETROLEUM AND NATURAL GAS (SHRI DHARMENDRA PRADHAN) (a) There are 5,400 PNG domestic connections and 164.45 lakh LPG connections in Bihar and the percentage of PNG connections in comparison to LPG consumers is about 0.03%. Jharkhand has no PNG domestic connections as of now and has 51.69 lakh LPG consumers. The percentage of PNG connections to LPG consumers is zero. However, infrastructure has been created for connecting 2,800 consumers with PNG. (b) & (c) PNGRB has authorized 228 Geographical Areas (GAs) for development of CGD Network across country including Bihar and Jharkhand. Out of which, total 15 GAs has been authorized for development of CGD networks in the States of Bihar and Jharkhand. The details are at Annexure. WILLISy yScott Polar Research Institute, University of Cambridge, Cambridge, UK (Received 29th November 2016) The Ladakh Range is a liminal zone of meteorological conditions and glacier changes. It lies between the monsoon-forced glacier retreat of the Himalaya and Zanskar ranges to the south and the anomalous stability observed in the Karakoram to the north, driven by mid-latitude westerlies. Given the climatic context of the Ladakh Range, the glaciers in the range might be expected to display intermediate behaviour between these two zones. However, no glacier change data have been compiled for the Ladakh Range itself. Here, we examine 864 glaciers in the central section of the Ladakh range, covering a number of smaller glaciers not included in alternative glacier inventories. Glaciers in the range are small (median 0.25 km2; maximum 6.58 km2) and largely distributed between 5000-6000 m above sea level (a.s.l.). 657 glaciers are available for multitemporal analysis between 1991 to 2014 using data from Landsat multispectral sensors. We find glaciers to have retreated -12.8% between 1991{2014. Glacier changes are consistent with observations in the Western Himalaya (to the south) and in sharp contrast with the Karakoram (to the north) in spite of its proximity to the latter. We suggest this sharp transition must be explained at least in part by non-climatic mechanisms (such as debris covering or hypsometry), or that the climatic factors responsible for the Karakoram behaviour are extremely localised.
