    Financial Year 1 April 2017 – 31 March 2018 TDBC implemented the Community Infrastructure Levy on 1 April 2014. This Report details CIL monies received and spent from 1 April 2017 – 31 March 2018. CIL MONIES RECEIVED TO MARCH 2018. This table identifies each CIL payment received and shows how it is apportioned in accordance with the Community Infrastructure Regulations 2010 (as amended). These regulations state that 5% of the CIL collected over the period of years one to three may be applied to administrative expenses. 15% of each CIL payment is passed on to the Parish in which it was collected. This Parish payment is capped at £100 per existing council tax dwelling within the Parish. If a Parish has a Neighbourhood Plan in place this payment increases to 25% of each CIL payment and is uncapped. The Neighbourhood Development Plan must have been adopted BEFORE the planning consent was granted. In the case of Outline and Reserved Matters applications the Plan must have been adopted BEFORE the Reserved Matters application is approved. It was felt that the developers need to ensure there are sufficient land drains installed. Another resident brought up the issue of the prior discussion that the parish council had with the developer and the view expressed by the parish council that there is a need for low cost housing in the village. The resident commented that Ilton already has a disproportionate amount of low cost housing and it needs more higher banded properties to ensure it receives sufficient council tax which would also give Ilton a louder voice. Another resident commented that the low cost housing which is included in the new development on the edge of the playing field is not selling, some bungalows remain on the market for a long time and that Ilton does not need more low cost housing. The resident asked why the parish council felt that the village needs more low cost housing and where is the evidence.

This end of year report explains where the money came from and how it was spent. It also gives information about projects that have been delayed or had their funding moved to other activities. These details have been provided because the SRA wants people to know what it has achieved across the county – and it wants to be properly accountable. The SRA raises extra money to deliver extra work. Schemes are prioritised for SRA funding on the basis of the main objectives in Somerset’s 20 Year Flood Action Plan, which was developed in response to the floods of winter 2013-14. This report is divided into two sections. Performance covers delivery overall and by funding source, plus a table summarising 2016-17 finance; Progress gives more details about major projects, and smaller actions grouped according to SRA workstream – Dredging & River Management, Land Management, Urban Water Management, Resilient Infrastructure and Building Community Resilience.     PARISH OF WAMBROOK 1881 CENSUS RG11/2385 The census was carried out on the night of 3rd April 1881 and closely followed the format of the previous censuses taken between 1851 and 1871. The head of the family had to be defined as did the relationship to the head of each person staying in the house that night. The gender of each person was also recorded. Accurate ages were required throughout and were taken from the person’s last birthday. For infants under one year, the age was recorded either in months (m), weeks (w) or days (d). The rank, profession or occupation of each person was recorded and “Where Born” had to be completed by giving the county and town or parish of birth.
