    Numen 58 (2011) 375-403 brill.nl/nu Memory and Minority: Making Muslim Indians Anna Bigelow Department of Philosophy & Religious Studies North Carolina State University Campus Box 8103 Raleigh, North Carolina 27695 USA [email protected] Abstract In Malerkotla, the only Muslim majority town in Indian Punjab, citizens are involved in a mnemotechnical project that produces a collective identity based on inclusiveness and interreligious peace. This memory work connects the emotional resonance of love and unity to what Jan Assmann terms memory sites (the dargahs, stories of the saints, the physical territory of Malerkotla). The process involves erasures and coercive prac- tices that discipline the collective recollection of the past into a version that serves the present interest. Yet this does not wholly obscure the variant versions of history that coexist within the perpetually shifting terrain of Malerkotla’s stable collective memory system. The production of memory sites fixes in certain places and popular narratives the dominant interpretation of the past, which is most conducive to Muslim integra- tion into the contemporary Indian state. In particular this essay explores the creation of written and oral versions of the collective history that account for and justify the continued existence of a Muslim population in post-Partition Punjab. Sikhism Reinterpreted: The rC eation of Sikh Identity Abstract The iS kh identity has been misinterpreted and redefined amidst the contemporary political inclinations of elitist Sikh organizations and the British census, which caused the revival and alteration of Sikh history. This thesis serves as a historical timeline of Punjab’s religious transitions, first identifying Sikhism’s emergence and pluralism among Bhakti Hinduism and Chishti Sufism, then analyzing the effects of Sikhism’s conduct codes in favor of militancy following the human Guruship’s termination, and finally recognizing the identity-driven politics of colonialism that led to the partition of Punjabi land and identity in 1947. Contemporary practices of ritualism within Hinduism, Chishti Sufism, and Sikhism were also explored through research at the Golden Temple, Gurudwara Tapiana Sahib Bhagat Namdevji, and Haider Shaikh dargah, which were found to share identical features of Punjabi religious worship tradition that dated back to their origins.

    63 Anna Bigelow: Punjab’s Muslims Punjab’s Muslims: The History and Significance of Malerkotla Anna Bigelow North Carolina State University ____________________________________________________________ Malerkotla’s reputation as a peaceful Muslim majority town in Punjab is overall true, but the situation today is not merely a modern extension of the past reality. On the contrary, Malerkotla’s history is full of the kind of violent events and complex inter-religious relations more often associated with present-day communal conflicts. This essay is a thick description of the community and culture of Malerkotla that has facilitated the positive inter-religious dynamics, an exploration of the histories that complicate the ideal, and an explanation of why Malerkotla has successfully managed stresses that have been the impetus for violence between religions in South Asia. ________________________________________________________ When the Punjabi town of Malerkotla appears in the news, it is often with headlines such as “Malerkotla: An Island of Peace,” (India Today, July 15, 1998), or “Malerkotla Muslims Feel Safer in India,” (Indian Express, August 13, 1997), or “Where Brotherhood is Handed Down as Tradition” (The Times of India, March 2, 2002). These headlines reflect the sad reality that a peaceful Muslim majority town in Indian Punjab is de facto newsworthy. This is compounded by Malerkotla’s symbolic importance as the most important Muslim majority town in the state, giving the area a somewhat exalted status.1 During a year and a half of research I asked residents whether the town’s reputation as a peaceful place was true and I was assured by most that this reputation is not merely a media or politically driven idealization of the town.

    Pockets of high Muslim and Christian presence and growth in Punjab It is odd to mention Punjab in the context of places of high Muslim presence or growth. Punjab, like the adjoining Haryana and Delhi, faced the full fury of the communal Partition of India in 1947 and the extremely traumatic and violent transfer of populations that accompanied it. Almost no Hindus or Sikhs survived in West Punjab and nearly all Muslims had to leave East Punjab, which included the current States of Punjab and Haryana and parts of Himachal Pradesh. The share of Muslims in East Punjab of that time came down from 33.0 to 1.8 percent. Correspondingly, the share of Sikhs and Hindus in West Pakistan declined from 22.6 percent to less than 0.2 percent. Even amidst the holocaust that the Partition caused, there were two pockets in East Punjab, where the Muslims remained unharmed because of reasons of history. The population of Muslims in the then principality of Malerkotla, protected by the blessings of the tenth Guru, remained largely intact. And the Muslims of Mewat, who had fought along with first Shershah Suri and then Raja Hemu, against the invading Mughals, remained unmolested in their area that encompasses parts of Gurgaon in southern Haryana and the neighbouring Alwar and Bharatpur districts in Rajasthan. Muslim populations in these pockets have flourished since Independence and Partition. In Malerkotla tahsil, the share of Muslims has increased from 15.2 percent in 1971 to 22.5 percent now; in the recently created Mewat district of Haryana, their share has risen even more sharply, from 66.3 percent in 1971 to 79.2 percent in 2011.

    I d e n t i f 4. i Identificationc of Alternate a t i o n o f A l t e r n a t e R o u t Routese s 4.1 APPROACH METHODOLOGY he purpose of this report is to design a socio-economically acceptable route for the project corridor, utilizing the available maps, imageries, conduct the field reconnaissance & surveys and consultations along the project route which fulfils the intended T purpose of implementing agency towards the facilitation of transport communication, promote socio-economic development & economic growth and reducing poverty. Also such a route should have the least negative impacts on the environment and should also be protected from the negative effects that may be caused by the surrounding environment. The project road from Malerkotla- Lehra-Moonak-Uklana has been constructed long ago and rehabilitated several time, and currently also going under maintenace contract, and serving the minimal purpose of local people and there is no complaint against the existing road alignment,except at some bottle neck points, which reveals from the road side interview. It is worthy to mention here that “when the road is planned for further upgradation (as the case from 2 to 4/6 lane), it becomes very important to study the superiority of alternates, to improve the geometry”, however, even the project road under study does have the well define existing road, consultant critically studied the existing alignment and where felt mandatory to realign the route, taken into consideration the alternates for further study. Route options for a designated highway are defined as approximate alignments within the route corridor that are compared in order to select the preferred route.
