References.......................................................................................................................225 North Island Straits Coastal Plan iii iv North Island Straits Coastal Plan Letter from the Minister Dear Reader: Re: Approval and Implementation of the North Island Straits Coastal Plan As Minister of Sustainable Resource Management and Minister responsible for Land and Water British Columbia Inc. (LWBC), I am very pleased to give my approval to the North Island Straits Coastal Plan. This plan is developed pursuant to provincial jurisdiction over coastal and foreshore areas of British Columbia’s coast. It will assist LWBC and other provincial agencies when considering applications for coastal tenure. It will also assist local coastal communities and participating First Nations by identifying opportunities for future development, conservation and recreation. It will be valuable to individual development proponents and the public by identifying in advance the opportunities, constraints and limitations to various types of Crown land and marine uses that may be contemplated. This plan and the process used to develop it satisfy the draft governance principles for sustainability that are being developed by our ministry on behalf of government. I am very pleased that this plan has the support of the Regional District of Mount Waddington, representing the area’s local communities. As a living document, this plan will require regular monitoring and will likely be subject to variations and amendments as circumstances change and new information is made available. In the meantime, I look forward to seeing this plan play a strong role in generating new opportunities to achieve sustainable land and resource use in the North Island. Yours truly, A Stanley B. A comparison is made with the inlets of southeast Alaska, the mainland coast of British Columbia and Vancouver Island. It is shown that the general level of intensif yy of secondary undulations is highest for Vancouver Island inlets, and least for those of Chile and Alaska.

The Lights in the Bay of Fundy and on the southern and eastern coasts of Nova Scotia, those required for the winter passage of either steamers or ice boats to Prince Edward Island, the Light on the south-west point of St. Paul Island, and all the Lights in British Columbia, are exhibited all the year round. Ail other lights under the control of the Department of Marine and Fisheries are maintained in opera- tion whenever the navigation in the vicinity is open. Lights used sole as harbour lights are not exhibited when the harbour is closed, although the general navigation may remain open. Fishing lights are main- tained only during the fishing season. In any case where there is reasonable doubt whether the light is required it is kept in operation. All the Lightships in the River St. Lawrence below Quebec leave Quebec each spring for their stations as early as ice will permit.

(consultant) ASSESSMENT ROLL NUMBER: not applicable PARCEL IDENTIFIER NUMBER: not applicable LEGAL DESCRIPTION: Crown land covered by water being part of the bed of Chatham Channel, Coast District OFFICIAL COMMUNITY PLAN: Regional Plan Bylaw No. 890, 2015 ZONING BYLAW: Regional District of Mount Waddington Zoning Bylaw No. 21, 1972 PURPOSE The Regional District of Mount Waddington (hereafter “RDMW”) is in receipt of a Development Application submission on behalf of the Tlowitsis Nation, by its consultant and agent, Bernie Taekema (hereafter “Applicant”), to request consideration of a zoning bylaw amendment with respect to an 85.6 hectare Crown land marine site (hereafter “subject property”) located adjacent to the mainland on the west side of Chatham Channel east of Minstrel island in Electoral Area ‘A’ (see location maps on pages 3 and 4). The subject property is currently included in the Marine Zone (MAR-1) in accordance with RDMW Zoning Bylaw No. 21 and the request is to change the applicable zoning category to permit finfish aquaculture. This initiative is part of a partnership agreement that the Tlowitsis Nation has with Grieg Seafood BC Ltd. to establish and operate a finfish aquaculture facility at this location. REGULATORY JURISDICTION Part 14 - Planning and Land Use Management of the Local Government Act addresses local governments’ roles regarding zoning bylaws.
