SHRI RAJESH VERMA: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state : (a) the number of youths of backward classes/extremely backward classes benefited under the skill development scheme across the country during the last three years; (b) the details thereof along with the number of youths of backward classes/ extremely backward classes benefited under this scheme particularly in Sitapur district of Uttar Pradesh; (c) the total number of skill development centres opened so far in Uttar Pradesh; and (d) the details thereof, district-wise? ANSWER MINISTER OF STATE IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI R.K. SINGH) (a) Under Ministry of Skill Development and Entrepreneurship (MSDE’s) flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY 2.0) 2016-20 as on 17 th January, 2020, more than 73 lakh candidates have been trained across the country out of which more than 21 lakh candidates belong to OBC category. Year wise details of number of OBC candidates trained/oriented, certified and placed under PMKVY are at Annexure-I. Further, in long term training imparted through Industrial Training Institutes (ITIs), there is a provision for reservation of seats for training of candidates belonging to OBCs. During last three years (2017-19), a total of 18,22,787 OBC candidates have been imparted training through ITIs in various trades across the country. Ministry of Social Justice and Empowerment through National Backward Classes Finance and Development Corporation (NBCFDC) also facilitates skill development training to its target group including OBCs. Year-wise details of OBC candidates trained by Ministry of Social Justice are placed at Annexure-II. (b) Under PMKVY (2016-2020), as on 17 th January, 2020, a total of 2848 OBC candidates have been trained in Sitapur district of Uttar Pradesh. Year wise details of number of OBC candidates trained/oriented, certified and placed under PMKVY in Sitapur district of Uttar Pradesh are at Annexure-III. During last three years (2017-19), a total of 2610 OBC candidates have been imparted training through ITIs in Sitapur district of Uttar Pradesh. (c) & (d) Under PMKVY as on 17 th January 2020, 1721 training centres were imparting training in the State of Uttar Pradesh. There are 3229 ITIs in the State of Uttar Pradesh. Laboratory Services 8.1 Haemoglobin Test ‐ State level As can be seen from the graph, hemoglobin test is being carried out at almost every FRU studied However, 10 percent medical colleges do not provide the basic Hb test. Division wise‐ As the graph shows, 96 percent of the FRUs on an average are offering this service, with as many as 13 divisions having 100 percent FRUs contacted providing basic Hb test. Hemoglobin test is not available at District Women Hospital (Mau), District Women Hospital (Budaun), CHC Partawal (Maharajganj), CHC Kasia (Kushinagar), CHC Ghatampur (Kanpur Nagar) and CHC Dewa (Barabanki). 132 8.2 CBC Test ‐ State level Complete Blood Count (CBC) test is being offered at very few FRUs. While none of the sub‐divisional hospitals are having this facility, only 25 percent of the BMCs, 42 percent of the CHCs and less than half of the DWHs contacted are offering this facility. Division wise‐ As per the graph above, only 46 percent of the 206 FRUs studied across the state are offering CBC (Complete Blood Count) test service. None of the FRUs in Jhansi division is having this service. While 29 percent of the health facilities in Moradabad division are offering this service, most others are only a shade better. Mirzapur (83%) followed by Gorakhpur (73%) are having maximum FRUs with this facility.     Dynamics of inter-religious and inter-caste marriages in India Kumudin Das, K. C. Das, T. K. Roy and P. K. Tripathy Abstract Caste and religion are integral components of Indian society since the time immemorial. These two systems create water tight compartment between communities and bring division, hatred and tension among various social groups. Marriages within the same caste and same religion is the norm of the Indian society. To think of marriages between different castes and different religions is a difficult and socially unacceptable proposition. Recently the process of modernization, democratization and development has brought lots of positive changes in Indian society. The major objectives of the present paper is to understand the spatial patterns and determinants of inter-caste and inter-religious marriages in India. The study uses the data of third round of National Family Health Survey( 2005-06)) having sample size of 43102 ever married couples. It is found that about 10 percent of the total marriages in India takes place between different castes while only 2.1 percent marriages are inter-religious. Key Words : Caste, religion, marriage, India Introduction The concept of caste system and religious discrimination are like a bane on the path of India's progress. For centuries Indian society has been divided on the basis of caste system and religion (Malhotra et al, 1977). The problem of caste system was so deep rooted that it took years for the Indians to come out of that idea. Even today also India is struggling to come out of this social menace. History reveals that efforts have been made by various social reformers and individuals whose name doesn't appear in the pages of history to make India free from the clutches of caste system, untouchability and race discrimination.

WELFARE SCHEMES FOR OBCs An Overview The Second Backward Classes Commission, commonly known as the Mandal Commission, constituted under Article 340, submitted its Report in 1980. In the light of this Report, the Government of India had, vide O.M. dated 13 August 1990 of the Department of Personnel & Training, issued an order providing 27% reservation in Central Government posts for persons belonging to the Socially and Economically Backward Classes, also referred to as “Other Backward Classes” or OBCs. With the amendment of Article 15 of the Constitution in January, 2006 [Nothing in this article or in sub-clause (g) of clause (1) of article 19 shall prevent the State from making any special provision, by law, for the advancement of any socially and educationally backward classes of citizens or for the Scheduled Castes or the Scheduled Tribes in so far as such special provisions related to their admission to educational institutions including private educational institutions, whether aided or unaided by the State, other than minority educational institutions referred to in clause (1) of article 30] and the enactment of the Central Educational Institutions (Reservation in Admissions) Act in January, 2007, listing of Other Backward Classes has become relevant for admission in Central Educational Institutions also.

Evaluating India's Quota System Alexander Lee∗ October 15, 2020 Abstract This paper examines two common critiques of ethnic quota policies in government hiring and education: that they do not benefit the target group, and that any benefits are unevenly distributed within the target group. It focuses on the effects of educational and hiring quotas for Other Backward Class (OBC) castes in India, using difference-in-difference and triple difference designs that take advantage of the gradual introduction of these quotas. The results provide little support for these critiques: affirmative action is associated with small increases in educational attainment and government employment among eligible age cohorts, though the increases in government employment may be a result of other social and political trends. Several districts in the eastern region of the state including Bahraich, Srawasti, Sitapur, Basti, Siddhartnagar, Barabanki, Lakhimpur, Mahrajganj and Gonda are flooded. As per newspapers (Dainik Jagarn and Hindustan 7 August 2018) 228 villages of the above-mentioned districts have been hit by the floods of which 83 are totally submerged and the villagers have been shifted to safer places. (SCT) Government of India Ministry of Personnel, Public Grievances and Pensions (Department of Personnel & Training) --------- New Delhi, the 13 th August, 1990 OFFICE MEMORANDUM Subject: Recommendations of Second Backward Classes Commission (Mandal Report)—Reservation for Socially and Educationally Backward Classes in services under the Government of India In a multiple undulating society like ours, early achievement of the objective of social justice as enshrined in the Constitution is a must. The Second Backward Classes Commission called the Mandal Commission was established by the then Government with this purpose in view, which submitted its report to Government of India on 31.12 1980. 2. Government have carefully considered the report and the recommendations of the Commission in the present context regarding the benefits to be extended to the socially and educationally backward classes as opined by the Commission and are of the clear view that at the outset certain weightage has to be provided to such classes in the services of the Union and their Public Undertakings. Accordingly orders are issued as follows:-- (i) 27% of the vacancies in civil posts and services under the Government of India shall be reserved for SEBC. (ii) The aforesaid reservation shall apply to vacancies to be filled by direct recruitment. Detailed instructions relating to the procedure to be followed for enforcing reservation will be issued separately. (iii) Candidates belonging to SEBC recruited on the basis of merit in an open competition on the same standards prescribed for the general candidates shall not be adjusted against the reservation quota of 27%.
