Proposal for Queen’S Park Stadium PROPOSAL WELCOME Community Forum: Whitecaps FC USL PRO Proposal for Queen’s Park Stadium PROPOSAL Evaluate the feasibility of establishing a game day venue for a USL PRO soccer franchise in New Westminster at Queen’s Park Stadium. Team to be affiliated with Vancouver Whitecaps FC and owned by Whitecaps FC and other private parties. Upgrade Queen’s Park Stadium to accommodate the new team. Proposed changes being studied include: Conversion of stadium field to soccer use only Rehabilitation of existing concrete grandstand Replacement of existing wooden bleachers Increase overall stadium seating capacity to 3,500 (from current 2,000) Addition of spaces for team locker rooms and related support areas Development of a new synthetic turf field (with lights) to the immediate east of the stadium Relocation of baseball facilities to an alternate location within the City of New Westminster OUR HISTORY OUR TRADITION 1974 1978 Vancouver is awarded a Bob Lenarduzzi (current WFC NASL franchise, debuting at president) is named North Empire Stadium in front of American Soccer Player of 18,000 fans. the Year. 1979 1983 The Whitecaps capture The Whitecaps move to BC the NASL Soccer Bowl Place Stadium and debut in Championship over the front of more than 60,000 fans. They believed that damaging practices—cheating, bullying, violence, aggressive parental behaviour, and even doping—were beginning to undermine the positive impact of community sport in Canada. The first step they took in turning back this negative tide was the signing of what is now known as the London Declaration, an unprecedented affirmation of positive sporting values and principles. The Canadian Centre for Ethics in Sport conducted a nationwide survey in 2002, which made clear the important role that sport plays in the lives of Canadians, as well as Canadians’ strong desire to uphold a model of sport that reflects and teaches positive values like fairness, inclusion, and excellence. In September of 2003, leading sports officials, sports champions, parents and kids from across Canada came together through a symposium entitled “The Sport We Want.” Several strong messages emerged from this gathering.

Abstract This paper examines the interrelated issues of time and money in club and international football. Specifically, the focus is on small Caribbean countries and territories that are rich in talent, but poor in opportunities. In the past decade, several professional teams in the Caribbean have played in the minor league system in North America, but have been stifled by several factors. This paper argues that the creation of a ‘Caribbean division’ that plays in either the North American Soccer League (NASL) or United Soccer League (USL)-Pro league would enrich and develop teams and players from all parties involved, and they would be more competitive in FIFA World Cup qualifying. The key ingredient is correctly timing such a venture. Keywords: Caribbean, soccer, North America, USL-Pro, NASL RASAALA, Vol. 5, No. 1 (2014) 2 Introduction Confederation of North, Central American and Caribbean Association Football (CONCACAF), the regional governing body of soccer in North America, Central America, and the Caribbean, sends three and a half teams to the quadrennial FIFA World Cup. The fourth-placed CONCACAF team plays a home and away playoff series against a team in another region, either in Asia, South America or Oceania, depending on the rotation. On every occasion since the number of berths was expanded to three in 1998, the United States and Mexico have taken two of the berths.
