Chen, APSN‘s Emeritus President 2 Dand Pioneer Founding Member passed away on 6 October 2016. Since the establishment of the 1 Association, Dr Chen spearheaded fundraising activities and planned the curriculums and frameworks for the association from scratch. His 40 years of dedication helped build APSN from its humble beginnings to where it stands today. Dr Chen is fondly remembered for his passion, resilience and his belief in creating a haven where people with mild intellectual disabilities is valued and equipped with skills and knowledge to become an independent individual. 4 3 Mr M.K. Wong 1929-2016 r M.K. Wong, one of APSN’s Founding MMembers, passed away on 27 November 2016. Mr Wong was honoured for his long service and dedication to APSN at the APSN 40th Anniversary Gala Dinner. He was awarded the Pingat Bakti Masyarakat in 1987 for his 5 contribution to Special Education in Singapore. Gazetting of New Designated Car-Lite Areas
Circular No : LTA/DBC/F20.033.005 Date : 22 Jun 2020 CIRCULAR TO PROFESSIONAL INSTITUTES Who should know Developers, building owners, tenants and Qualified Persons (QPs) Effective date 1 August 2020 GAZETTING OF NEW DESIGNATED CAR-LITE AREAS 1. In Nov 2018, LTA announced the new Range-based Parking Provision Standards (RPPS) and the new parking Zone 4 for car-lite areas, which came into force in Feb 2019. The areas classified as “Zone 4” in the RPPS will be planned with strong public transport connectivity, walking and cycling travel options. Vehicle parking provision for development applications within these areas will be determined by LTA on a case-specific basis. Five car-lite areas were gazetted on 1 Feb 2019. They are Kampong Bugis, Marina South, Jurong Lake District (JLD), Bayshore and Woodlands North. 2. The car-lite boundary of JLD will be expanded in view of the potential synergies between the JLD area gazetted as Zone 4 in Feb 2019 and the adjacent development areas. In addition, 5 new areas will be gazetted for development as car-lite areas. These are Jurong Innovation District (JID), one-north, Punggol Digital District (PDD), Springleaf, and Woodlands Central. Please refer to Appendix 1 for details on the boundaries of these car-lite areas. These 5 new car-lite areas and the expanded boundary of JLD will be gazetted as Zone 4 with effect from 1 Aug 2020. 3. The Zone 4 vehicle parking requirement will apply to all new development proposals within the car-lite areas highlighted in paragraph 2, submitted to LTA from 1 Aug 2020 onwards. -

Two More Therapeutic Gardens Open to Improve Mental Well-Being With Singapore’s ageing population, the number of dementia-at-risk seniors and persons with dementia is expected to increase. The National Parks Board (NParks) has developed therapeutic gardens in public parks that are not only designed with elderly-friendly features, but also alleviate the onset of dementia through therapeutic horticulture. Seniors enjoying Therapeutic Garden @ Bishan-Ang Mo Kio Park On 19 September, NParks opened two new therapeutic gardens in Bishan-Ang Mo Kio Park and Tiong Bahru Park. Minister for Health Mr Gan Kim Yong, who was the guest-of-honour, officiated the opening of the two new therapeutic gardens at an event in Bishan-Ang Mo Kio Park, together with Mr Desmond Lee, Minister for Social and Family Development and Second Minister for National Development. Mr Kenneth Er, CEO of NParks, introducing Therapeutic Garden @ Bishan-Ang Mo Kio Park to Minister Gan Kim Yong and Minister Desmond Lee Minister Gan Kim Yong and Minister Desmond Lee touring Therapeutic Garden @ Bishan-Ang Mo Kio Park Woh Hup (Private) Limited, one of Singapore’s largest private construction groups, donated $500,000 through the Garden City Fund for the development of the Therapeutic Garden @ Bishan-Ang Mo Kio Park and its programmes. NParks will continue to partner with the community to develop a network of therapeutic gardens in parks across Singapore. This includes an upcoming garden in Choa Chu Kang Park which will be completed in 2018.
