(2020) 32 SAcLJ 458 THE COURTS AND THE ENFORCEMENT OF HUMAN RIGHTS This article examines how the Malaysian courts have dealt with substantive human rights issues in the cases that have come before them, focusing particularly on the last ten years. It highlights cases where the courts demonstrated greater willingness to review executive action and parliamentary legislation and test them against constitutional provisions that protect fundamental liberties such as the right to life, and freedom of expression, association and assembly. It also looks at cases which have taken a less flexible approach on these issues. The article also touches on the issues of access to justice, locus standi and justiciability of cases involving human rights issues before the Malaysian courts. The centralization of executive power has also absorbed the function of the chairman, so that the chairman acts partisanly in parliamentary debates. Also, the chairman has developed into an institution that carries out agenda-setting within the framework of the parliament. This raises the conceptual question of whether legislation in Malaysia is still performed independently by the parliament. The observed patterns require an attempt to re-conceptualize the roles as well as the assigned meaning of various expressions of parliamentary routine, including those that are unwritten and informal, for instance those which can also be termed “subjective forms of rule” at one's own discretion. In my doctoral thesis, I apply an interdisciplinary analytical framework that relates to accountability studies, as well as micro- sociological direct interaction, the interpretations of procedural interactions in conversation, as well as studies of political discretion in parliamentary operations. My main research question asks how the Speaker of Parliament fulfils his responsibilities by disrupting ongoing parliamentary debates. -

The way individuals engage with social media in their everyday lives and what encourages them to communicate and participate provides continual challenges for social movement activists. My study uses Foth and Hearn’s (2007) notion of ecology as a foundation to explain the interdependencies of citizens, place, and technology in the context of a social movement. A communicative ecology model sees social media as an environment and argues that communication and information should not be studied alone because there are different people, media, activities, and relationships involved (Tacchi, 2004; Foth & Hearn, 2007; Strate, 2017). -

2 GEOLOGY OF PENINSULAR MALAYSIA 2.1 INTRODUCTION Peninsular Malaysia has traditionLlly been subdivided into NNW-SSE longitudinal belts on the basis of stratigraphy, mineralisation, geological structure, geological history and tectonic evolution . Scrivenor (19:;8) subdivided the Peninsula into three elongate belts on the basis of mineralisation: a western tin belt, a central gold belt and an eastern tin belt. Hutchison (1977) divided the Peni isula into four major tectonic subdivisions on the basis of different tectonic histories; the '1Vestern Stable Shelf, the Main Range Belt, the Central graben, and the Eastern Belt. Fo ) (1983) divided the Peninsula into four zones on the basis of differences in stratign phy. Khoo and Tan (1983) proposed a threefold subdivision; a Western Belt, Central Belt and an Eastern Belt on the basis of differences in stratigraphy and geological histoi y within Peninsular Malaysia. Within this threefold subdivision, Khoo and Tan (1983' further divided the Western Belt into two regions: a northwest sector and a Kinta-Ma acca sector. Tjia and Harun (1985) recognised four structural domains within the Peninsula. They defined Northwest, West, Central and Eastern structural domains. Within all the above subdivision schemes, the boundary between the eastern and central "belts" is taken as the Lebir Fault 2 one, and the boundary between the central and western "belts" is the Bentong-Raub line of Hutchison (1975). It suggests that blogs perform three main functions, which help make a democracy more meaningful: blogs as fifth estate, blogs as networks, and blogs as platform for expression. First, blogs function as the fifth estate performing checks-and-balances over the government. This function is expressed by blogs’ role in the dissemination of information, providing alternative perspectives that challenge the dominant frame, and setting of news agenda. The second function of blogs is that they perform as networks. This is linked to the social-networking aspect of the blogosphere both online and offline. Blogs also have the potential to act as mobilizing agents. The mobilizing capability of blogs facilitated the mass street protests, which took place in late- 2007 and early-2008 in Malaysia.
