DETAILS TO BE SUBMITTED IN THE COVERING LETTER 12 OF THE APPLICANT (ANNEXURE-V) 2 Notice Inviting Expression of Interest for: ‘Commercial Development of CMRL Land Parcels through PPP Model’ Expression of Interests (EOI) are invited by General Manager (Planning & Business Development), on behalf of CHENNAI METRO RAIL LTD, Admin Building, CMRL Depot, Poonamallee High Road, Koyambedu, Chennai – 600 107 for ‘Commercial Developments of CMRL Land parcels through PPP Model’ 1 Chennai Metro Rail Limited (CMRL) 1.1 Introduction/ Background Chennai Metro Rail Limited (CMRL) is a joint venture of the Government of India (GoI) and the Government of Tamil Nadu (GoTN) for the construction of Metro Rail in the Chennai city with loan assistance from Japan International Co-operation Agency (JICA). The total length is 45 km (Phase 1 of the Chennai Metro Rail Project). Chennai Metro Phase 1 comprises of two corridors — Corridor 1 from Washermenpet to Airport covering a distance of 23.05 kilometers and the Corridor 2 from Central to St.Thomas Mount covering 22.50 kilometers. There will be 32 stations of which 19 will be underground and 13 will be elevated. 2 PPP Model 2.1 Objective Development of Commercial Properties adjacent/near to Metro Stations is being proposed all along the Metro Corridor I & II of Phase I. These developments are proposed to utilise the full potential of land resource available and make the transit hub more commuter friendly. In order to meet the above challenge, CMRL is considering proposal of development of its land parcels commercially under PPP model. It is proposed that the developer/company/firms etc submit their proposals to CMRL with details of mode of development, financials and tenure details. The applicant may be a Government organisations/ banks/developer/companies/financial institutions etc registered in India and engaged in Major Commercial/ Infrastructure Projects in India with experience of minimum period of 5 years ending 31.12.2016. ENVELOPE – I: containing development proposal. ENVELOPE – II: containing all other Documents along with Application form. 5.6 All future communication/ changes/ additional information with respect to this website advertisement shall be notified through e-mail and hard copy. 5.7 Since the CMRL proposes for development of its properties commercially, similar developments are desirable, but not mandatory. 5.8 All Annexures duly completed should be submitted. Incomplete applications will be summarily rejected. 5.9 CMRL reserves the rights to accept or reject any or all applications without assigning any reason. CMRL reserves the right to call off process of Commercial Development of Land parcel under PPP model at any stage without assigning any reason. 5.10 CMRL shall not be responsible for any delay/ loss of document or incorrect filling of Application form & Annexure of the Application form. Also, CMRL shall not be responsible for delay/ loss/ non-receipt of filled-in Application form along-with documentary proofs sent by post. 5.11 CMRL reserves the right to modify the criteria and take its own decision if so required. 5.12 CMRL also reserves the right to no take up any of the proposals/ examine this further. 5.13 CONFLICT OF INTEREST 5.13.1 An ‘Applicant’ (Sole Proprietor Firm or Any member of the Consortium) shall not have a conflict of interest, as defined hereunder that may affect the Selection Process. 5.13.2 If at any time during evaluation of proposals, any Applicant is found to have a Conflict of Interest, he shall be disqualified. In the event of disqualification, CMRL shall forfeit and appropriate the Bid Security compensation and damages 5 payable to CMRL for, inter alia, the time, cost and effort of CMRL including consideration of such Applicant’s Proposal, without prejudice to any other right or remedy that may be available to CMRL hereunder or otherwise. 5.14 Any clarification required by applicant firms on the invitation of EOI, shall be sent by their official e-mail only, and addressed to [email protected] It may be noted that all queries should be in writing/ e-mail, and CMRL shall respond only to those, as per schedule. Queries received after the mentioned scheduled dates shall not be responded to.
