JOB SUMMARY

The Deputy Chief County Detective has direct management and supervisory authority over the Investigators (County Detectives/Detective Sergeants, as well as those Officers/Detectives from Departments assigned to the 6 County Task Forces) assigned to the Investigative Division of the Office of the . The Investigative Division is responsible for all investigative responsibilities of the Office of the District Attorney.

REPORTING RELATIONSHIPS

The Deputy Chief County Detective has direct full supervisory authority over 15 County Detectives, a civilian analyst, and a support staff person. The Deputy Chief County Detective, along with the Chief County Detective has direct oversight of the various specialty units/task forces of the Investigative Division, to include the Lancaster County Special Emergency Response Team, the Lancaster County Drug Task Force, the Lancaster County Major Crimes and Forensic Units, the Lancaster County Auto Theft Task Force, and the Lancaster County Computer Crimes Task Force. The Deputy Chief County Detective reports directly to the Chief County Detective, as well as the District Attorney, or his designee in his absence.

ESSENTIAL JOB FUNCTIONS

The Deputy Chief County Detective, along with the Chief County Detective, is charged with a wide range of responsibilities to include, but not limited to, all aspects of Investigation Division personnel management, policy development and budgeting, criminal case management, general office security, evidence security and information security and any other duties assigned by the Chief County Detective and/or District Attorney. The Deputy Chief County Detective has discretion to delegate responsibilities dependent upon available staff unless otherwise directed by the Chief County Detective and/or the District Attorney. The Deputy Chief County Detective serves as Acting Chief when the Chief County Detective is off or otherwise unavailable. The Deputy Chief County Detective also shares on call responsibilities with the Chief County Detective, between the two of them assuring that this on call responsibility is accounted for 24 hours a day, 7 days a week and that at least one of them is available for callout at any time unless the District Attorney has been otherwise notified of their unavailability. The Deputy Chief County Detective is expected to act at all times in an exemplary fashion consistent with the Law Enforcement Code of Ethics and avoid any conduct which would bring disgrace on the Office of the District Attorney of Lancaster County and the law enforcement profession to which he has been called to serve.

OTHER SPECIFIC TASKS OR DUTIES

MINIMUM QUALIFICATIONS

The Deputy Chief County Detective is an employee with at least 10 years of experience in criminal investigation, with at least 5 years of that experience specifically in the management of criminal investigators and criminal investigations, to include Homicide Cases and other Major Case Investigations. The Deputy Chief County Detective should have at least 5 years of experience in personnel management and command level experience. The Deputy Chief County Detective should possess at least a Bachelor’s degree, preferably in the field of law enforcement or public administration or have attended the FBI National Academy (or an equivalent Police Command level school such as The Northwestern University School of Police Staff & Command) and/or a Police Executive Training Course such as POLEX. The Deputy Chief County Detective must have completed all NIMS ICS courses up to an including ICS 400: The Deputy Chief County Detective must pass a comprehensive pre-employment background investigation to include at a minimum, interviews of references, family members, neighbors, and prior employers, a review of credit history, civil actions, driving history, and criminal history. The Deputy Chief County Detective may be required to undergo a psychiatric examination and pre-employment drug test and may be required to pass a pre-employment physical if required by the Municipal Police Officers Education and Training Commission due to a lapse in certification. The Deputy Chief County Detective may also be required to take and pass a pre-employment polygraph examination.

KNOWLEDGE, SKILLS AND ABILITIES

The Deputy Chief County Detective must be an experienced police officer/investigator & investigative supervisor. The Deputy Chief County Detective must have extensive experience in organizational and personnel management and the ability to supervise a large number of employees without assistance. The Deputy Chief County Detective must have extensive experience in conducting criminal investigations and in the management of criminal investigations. The Deputy Chief County Detective must be computer literate and have a firm working knowledge of record management systems, word processing programs and data base programs.

REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES

The position of Deputy Chief County Detective is provided for pursuant to 16 P.S. §1440, The County Code. The Deputy Chief County Detective is a general police officer appointed and employed by the District Attorney of a County, and sworn by a judge of the Court of Common Pleas pursuant to County Code and certified as a police officer by the Pennsylvania Municipal Police Officers’ Education and Training Commission pursuant to 53 P.S. §2161-2171 (Act 120). The Deputy Chief County Detective must attend all training mandated for continued certification as a police officer. The Deputy Chief County Detective must possess a valid Pennsylvania Driver's License.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

While many of the duties of the Deputy Chief County Detective are sedentary in nature, the Deputy Chief County Detective is a police officer and must be physically fit and able to meet the physical requirements demanded of a police officer. The Deputy Chief County Detective must be able to affect the arrest of persons, including persons who will flee and/or resist arrest. The Deputy Chief County Detective is authorized and expected to use force, including deadly force pursuant to 18 Pa. C.S. §508 to overcome resistance or defend himself (herself) or another from bodily harm. The Deputy Chief County Detective will be armed while on duty. The Deputy Chief County Detective will have physical contact with persons who are likely to have active communicable diseases such as Hepatitis B, HIV/AIDS, and Tuberculosis.
