With it, I deep in the understanding of why policies work, and how we can use economic incentives to attain better outcomes. My goal is to propose strategies to leverage the resources devoted to social assistance programs, without dealing with the political economy of introducing new items in the development agenda. Specifically, I concentrate in the domains of gender and education. In the domain of gender, I address the issue of intimate partner violence and its interplay with transfers that governments give to women. In the domain of education, I focus on school teachers and a strategy to select and praise the best of them. In Chapter 1, Household Decision Making with Violence: Implications for Transfer Programs, I study how intimate partner violence responds to transfers to women, and whether this response depends on the transfer being in-kind or in-cash. To this end, I develop and estimate a model of household decision making in which the husband and wife maximize a weighted sum of their utilities, and the weights of the agents are endogenously determined through violence. Only the husband can inflict violence to solve spousal disagreement and increase his relative weight. Yet violence comes at the cost of destroying female labor productivity. Under this framework, the utility gains the husband can appropriate through violence are lower when the transfers are in-kind than when the transfers are in-cash. As a result, depending on the level of disagreement, in-kind and cash transfers can have different effects. I estimate this model using data from a randomized controlled trial of the World Food Programme in Ecuador that provides transfers to women of poor families, either in-kind or in-cash. The results indicate that, on average, violence destroys 4 percent of female labor productivity, with a market value of 10 dollars or one day of female labor a month. Violence also reduces female's relative weight in the household utility by 10 percentage points. Therefore, it is as if perpetrators were willing to sacrifice one day of female labor every month to reduce their victims' say in household decisions by 20 percent. If the women beneficiaries of the program receive a cash transfer equivalent to 10 percent of the average household income, the prevalence of violence would reduce from 17 percent to 10 percent. If the same transfer were given in-kind, violence would decline by 3 additional percentage points, from 17 percent to 7 percent. These results also hold for all women receiving Ecuador's main social assistance program, Bono de Desarrollo Humano. Furthermore, the differential effect that in-kind transfers have on violence { relative to cash transfers{ amplifies as the size of the transfer increases. From a policy perspective these results imply that, with the same resources, the goverment can reduce violence against the women by targeting transfers. Chapter 2 and Chapter 3 of the thesis are joint work with Samuel Berlinski. In them, we analyze a program that rewards excellence in pedagogical practice in Chile. Similar to the United States, in Chile every year around 12 percent of the teachers transition out 1 of the school system, and 9 percent move to a different school. To prevent good teachers from leaving the profession, in 2002 the Chilean government introduced Asignaci´ona la Excelencia Pedag´ogica or AEP. This is a voluntary certification program designed to reward excellence in teaching practice, both economically and socially. Teachers who succeed on a set of assessments receive a 6 percent annual wage increase for up to 10 years; are invited to become mentors of other teachers in the Red Maestro de Maestros; and their names are announced in a ceremony with local authorities and media coverage.

Junne, Jr., University of Northern Colorado This paper will focus on history and current state of a group beginning to self-recognize as Afro-Turks. It has only been in recent years that they have begun to organize and make the public aware of their existence, although their ancestors have been in the Ottoman Empire/Turkey for hundreds of years. Some of their family histories can be traced back to African slaves of the Ottomans and more recent immigrants to the Republic of Turkey. Even in recent times they have been classed with the Roma and have had to live in Roma areas. At the end of the Ottoman Empire, many of those Africans were relocated to Izmir, in the southern part of Turkey, to work in the cotton fields and other areas while others arrived free in the 1920s through a population exchange with Crete. For the most part, they have Turkish names, speak Turkish and have adopted Turkish traditions, but many are attempting to get in touch with their roots.? Their origins are in Egypt, Sudan, Kenya and Niger. This research will present the history of these people whose freedom came to some only in the 20th century, at the end of the Ottoman Empire. Note that because we aim at providing full reviews of more than 50 nonfiction books per issue, this rundown does not include many other books that were published during the relevant period. During this three-and-a-half-year run of issues, we published (or will pub- lish) full reviews of 373 books from 97 publishers. Thirteen publishers pro- vided nine or more titles, accounting for 52 percent of the total, with Palgrave Macmillan contributing the most (27 titles). The others were University Press of Florida (24), University of North Carolina Press (24), University of the West Indies Press (21), Duke University Press (17), University of Virginia Press (15), Routledge (12), Oxford University Press (11), Liverpool University Press (10), Lexington Books (10), Ian Randle (9), University of Mississippi Press (9), and Yale University Press (9). Analizaremos la pro- ducción de esta Sección como una variante más de todas las etnohistorias que, nosotros afirmamos, existen en la actualidad y que se han ido desarrollando según las dinámicas propias de los equipos de investigación de cada país en donde el campo disciplinar se desarrolló a partir de los años ochenta. In this work we will dig into the development of Ethnohistory in the curricular space of the homonym Section from the Anthropological Institute of the Faculty of Philosophy and Letters of Buenos Aires University. We will analyze the production of this Section as a particular version of all the ethnohistories that, according to us, actually exist and that have been growing with the dynamic of their investigation teams on the countries where Ethnohistory has developed since the 1980s.   • Bolivia Olímpica Capítulos VI Al VIII
    Símbolos de los VIII Juegos y de la ODEBO. El año 1935 en la Junta encargada de preparar los festejos del Cuarto Centenario de la Ciudad de Bogotá, capital de Colombia, tuvo origen la idea de realzar tal acontecimiento histórico con una competencia deportiva extraordinaria similar a las que tenían desarrollo dentro del movimiento olímpico mundial, con la participación de los países que fueron liberados del dominio español por el insigne prócer sudamericano Simón Bolívar. Impulsor y hombre llave del proyecto fue Alberto Nariño Cheyne, Director Nacional de Educación Física de Colombia. Este dirigente se dedicó a organizar las Asociaciones Nacionales de cada uno de los deportes existentes en su patria y una vez alcanzado tan importante objetivo, fundó el Comité Olímpico Colombiano. Nariño Cheyne concibió así el plan de realizar unas justas deportivas internacionales distintas y aprovechando su concurrencia personal a la olimpiada efectuada en Berlín en 1936, este soñador americano tomó contacto, en su condición de presidente del Comité Olímpico de su país con los integrantes del Consejo Ejecutivo de la máxima entidad Olímpica Internacional, ocasión en la que presentó al conde de Baillet Latour un informe patentizando sus laudables intenciones. Los resultados fueron positivos y de carácter inmediato, ya que, el 16 de agosto de ese año, el presidente del COI le hizo entrega de un documento en el que, además de aprobar sus propósitos, aseguraba el patrocinio de la organización olímpica mundial a los Juegos Bolivarianos, reservando los mismos a la participación exclusiva de Bolivia, Colombia, Ecuador, Panamá, Perú y Venezuela, las naciones de nuestro continente, vinculadas particularmente a la lucha libertadora de 1 Bolívar, y la verificación de la primera versión en la ciudad de Bogotá el año 1938, durante los festejos conmemorativos del IV Centenario de su fundación.
