In parallel, the institutional capacity to manage efficiently rural roads programs is to be established. The Second Rural Access Project's specific development objective is to enable selected parts of the poor rural population to better reach markets and access social and administrative services, and to formulate strategies and programs to improve efficiency in key areas of the transport sector.
