SECTION 11 ADVENTUROUS ACTIVITIES 11.39 USE OF EXTERNAL PROVIDERS FOR ADVENTUROUS ACTIVITIES 11.39.1. PURPOSE Purpose of this QBSI section which is aligned to the Australia Adventure Activity Standard (AAAS), is to provide guidance to Scout Queensland members, on the safe planning, doing, and reviewing of activities of an adventurous nature in accordance with industry best practice. 11.39.2. INTENT The intent of this QBSI section is to empower members with the knowledge, information, and standards to competently enable safe conduct of adventurous activities within Scout Queensland. 11.39.3. SCOPE There are many Formations, particularly in regional areas in Queensland that are unable to access Members who hold qualifications in one or multiple adventurous activity discipline/s within what could be considered a reasonable distance or time from where the Formation or Section wish to hold the activity. When and where this occurs, Formations may approach external parties such as local commercial providers, activity clubs or private individuals to determine their capability to assist with delivering a particular adventurous activity. 11.39.4. REQUIREMENTS TO BE MET BY A LOCAL COMMERCIAL PROVIDER, CLUB OR PRIVATE INDIVIDUAL For a local commercial provider, activity clubs or private individuals to assist with delivering a particular adventurous activity, we need evidence of: a. Recognised qualifications of the staff or members of the commercial provider, club or private individual; b. The holding their own professional indemnity and public liability insurance (equivalent to public liability insurance held by the Association) suitable for the activity being provided to Scouting Members; c. Any individual providing the service has a current WWCC (Blue Card); d. The external party can provide specific written and/or verbal training in and awareness of safety requirements for the activity; and e. The external party can facilitate participants through each element of the activity where required. 11.39.5. RECOGNISED QUALIFICATIONS FOR EXTERNAL PARTIES SUPPLYING ADVENTUROUS ACTIVITIES FOR MEMBERS, SECTIONS and/or FORMATIONS The following list of qualifications have been mapped against Scouts Queensland adventurous activity qualifications and are deemed to align with the Association’s competencies: a. Archery Australia Qualifications can be cross matched to support Archery Practices conducted for Scout Queensland Members b. Australian Sailing Qualifications can be cross matched to support Sailing & Boating Activities conducted for Scouts Queensland Members c. Paddle Australia / Australian Canoeing Qualifications can be cross matched to support Paddling Activities conducted for Scouts Queensland Members d. Royal Life Saving Australia and Surf Life Saving Australia Qualifications can be crossed matched to support Aquatic Activities conducted for Scouts Queensland Members e. Industry Members with Nationally Recognised Rope Access and Working Safely at Heights Qualifications can be crossed matched to support Vertical Activities conducted for Scouts Queensland Members Queensland Branch Scouting Instructions (QBSI) SECTION 11 ADVENTUROUS ACTIVITIES: CHAPTER 11.39 USE OF EXTERNAL PROVIDERS FOR ADVENTUROUS ACTIVITIES (v2 12/2020) Page 1 of 2 f. Nationally Recognised Qualifications issued from 4WD Clubs affiliated with the 4WD Council of Australia can be crossed matched to support Four Wheel Drive Activities conducted for Scouts Queensland Members g. Instructor qualifications from Academy of Surfing Instructors (ASI) in Surfing and Stand Up Paddle Boarding can be crossed matched to support Surfing and Stand Up Paddle Board Activities conducted for Scouts Queensland Members h. Cycling Australia and Mountain Bike Australia (MBTA) Qualifications can be crossed matched to support On Road and Off Road Cycling Activities conducted for Scouts Queensland Members i. Any person holding nationally recognised Outdoor Recreation Units of Competency will be given mutual recognition considerations if they are supported with a logbook with entries made into it within the last 5 years. The same applies to individuals with National Outdoor Leader Registration Scheme (NOLRS) Certification. The level of the qualification held by a provider with an external qualification with one or more of the bodies listed above, be it Level 1, Level 2, Level 3, Guide or Instructor shall be deemed equivalent to Safe Participant, Trained Participant, Guide or Assistant Leader Trainer respectively as the Scouts Australia qualification in the same discipline. The external person conducting the adventurous activity is required to hold the level of qualification in the discipline being conducted as what is outlined in QBSI for that discipline. 11.39.6. APPROVAL OF AN EXTERNAL SERVICE PROVIDER The Branch Commissioner for Adventurous Activities is authorised to give permission to suitable External Parties to conduct an adventurous activities program. 11.39.7. ACTIVITY SPECIFIC HAZARDS/RISKS AND SUGGESTED CONTROL METHODS The Leader or Youth Member leading the outdoor adventure skills activity is to seek any standard operating procedures and/or risk assessment and management plans the external party has developed for the activity. These should be cross checked by a Leader who holds a Certificate of Adult Appointment and is familiar with the activity. Any shortcomings in the standard operating procedure and/or risk assessment and management plans provided by the external party should be addressed in a separate risk assessment plan (form F31). The standard operating procedure and/or the risk assessment and management plan provided by the external party along with the additional Member’s risk assessment are to accompany the form C5 being submitted for approval.
