Executive Summary

Karachi Neighborhood Improvement Project (KNIP) is a joint initiative of Govt. of Sindh and World Bank to enhance public spaces, urban road infrastructure, mobility, inclusion, and access to the market in targeted neighborhoods (Saddar, Malir and Korangi) in Karachi. It is a four-year project which commenced in July 2017. The three major components of the project are: 1) Public Space and Mobility Improvements in Selected Neighborhoods; 2) Support to Improved Administrative Services and City Capacity Development; and 3) Support to Implementation and Technical Assistance.

Automation of Construction Permits and business registration in Karachi is a sub-component of component 2. Under this component a Single Window Facility (SWF) has been established for “Ease of Doing Business” at the Sindh Building Control Authority (SBCA). This facility will provide all construction permit related services electronically. In this regard, a launching ceremony was held on May 11, 2019.

Ms. Sunayna Ismail (Communication Specialist) was the Master of Ceremony. She welcomed dignitaries and other guests.

Mr. Abdul Kabeer Kazi, Project Director (PD) KNIP also welcomed all the guests and explained all three components of the KNIP. He informed participants that under SWF worked was done for both soft and hard components. Computer software and other equipment were provided under soft component, while in hard component a section of the building was renovated and reconstructed. Regarding future plans, he said that KNIP will work not only with other land- owning agencies such as Karachi Development Authority (KDA) and Karachi Metropolitan Corporation (KMC), but also work with SBCA for other categories. . A documentary was screened to show SWF and its construction process.

Mr. Iftikhar Ali Kaimkhani, Director General (DG) gave a presentation about SWF. He informed participants that the Govt. of Pakistan is committed towards “Ease of Doing Business” with technical support of World Bank (WB) and its ranking has been improved. He further explained that “Ease of Doing Business” has 10 indicators and dealing with construction permit is one of them. The four operational components of SWF are: 1) E-Construction 2) E-Pay 3) E-Check and E- Registration. Under SWF, land owning agencies and authorities will be electronically communicated for land permit. All these facilities can be availed through SBCA smart mobile application. This SWF not only automized the construction permit process but also reduced the time to get a permit from 60 days to 15 days. A citizen complaint section will ensure that all the complaints related to SWF will be addressed properly. He also informed that a No Objection Certificate (NOC) requirement from Karachi Water and Sewerage Board (KWSB), Sindh Environmental Protection Authority (SEPA) and Excise and Taxation has also been waived. He also showed pre-approved building plans of category 1 plots. The category 1 covers from 60 to 399 yards plots and last year 75% of construction permits were issued for this category plots.

Mr. Muhammad Hassan Bakshi, Chairman Association of Builders and Developers in Pakistan (ABAD), Mr. Junaid Ismail, President Karachi Chamber of Commerce and Industries (KCCI), Mr. Aqeel Bilgrami, Chairman Pakistan Council of Architect and Town Planning (PCATP), Mr. Arif Changazi, President Institute of Architect Pakistan (IAP) & Mr. Noor Ahmed Khan, President, Federation of Pakistan Chamber of Commerce and Industry (FPCCI), also gave their remarks about SWF as representatives of businesses entities. They all appreciated this initiative and ensured their support for the smooth operation of SWF.

Ms. Naheed Durrani, Chairperson, Planning and Development Department, remarked that this event is a big achievement and showed institutional willingness to adopt technology and improve its’ performance and service delivery. She appreciated KNIP and SBCA team for this achievement. She informed participants about other mega projects for Karachi which will improve the quality of life of ordinary citizens. She also emphasized on collaborative work among various government institutions.

Mr. Saeed Ghani, Minister Local Government, thanked the World Bank for providing support for SWF at SBCA. He also informed participants that at this stage only Category 1 will be covered but he hoped that in future, the rest of the categories will also be covered. He said that the government wants to provide better services to its citizens. He remarked in the future the same kind of work should be done with other government departments. He also shared that some work has been started in KDA to improve its service delivery.

Melinda Good, Acting Country Director World Bank, congratulated the Chief Minister (CM), PD KNIP and DG SBCA and said it is an immense pleasure for her to attend this event. She happily shared that Pakistan’s ranking in the “Ease of Doing Business Index” has been improved after 15 years which is a great achievement. She said other cities are also demanding for the same kind of facilities like SWF and she hoped that their demands will be fulfilled, and she will see those facilities when she will visit next time.

Mr. Murad Ali Shah, CM Sindh, shared his views and said that the Sindh Government has been working with WB for a long time and it is very heartening to see that Pakistan’s ranking has improved in the “Ease of Doing Business Index” and it will attract more investors both locally and internationally. He further added that Sindh Government wants to improve the business environment and infrastructure of Karachi. He also shared the details of big mega projects of transport and infrastructure for Karachi.

At the end, Master of Ceremony, Ms. Sunayna Ismail, Communication Specialist, KNIP, gave the concluding remarks with specials note of thanks to the CM Sindh, speakers and all the guests to grace the event with their presence and making the inauguration a successful event.

Introduction of KNIP The Govt. of Sindh, with the financial and technical support of the World Bank (WB), started the Karachi Neighborhood Improvement Project (KNIP) in July 2017. It is a four-year project. The purpose of the project is to enhance public spaces, urban roads infrastructure, mobility, inclusion, and access to the market in targeted neighborhoods (Saddar, Malir and Korangi) in Karachi. The project has the following three major components. 1. Public Space and Mobility Improvements in Selected Neighborhoods 2. Support to Improved Administrative Services and City Capacity Development 3. Support for Implementation and Technical Assistance Background Under Component 2.1 of KNIP (Automation of Construction Permits and business registration in Karachi) a Single Window Facility (SWF) has been established for “Ease of Doing Business”. The purpose of this facility is to provide all construction permit related services electronically. SBCA officials, KNIP team, Contractor and Consultant work day and night to complete this assignment within the time frame.

Launch of SWF A launch of SWF was held on May 11, 2019 both at Premises of the SWF and at the Marriott Hotel Karachi. Honorable Chief Minister (CM) Sindh, Mr. Murad Ali Shah inaugurated the facility at the SBCA premises along with Ms. Naheed Durrani, Chairperson Planning and Development Department, Govt of Sindh. After that they came to attend ceremony at the Marriot Hotel. Ministers and Secretaries of various Departments, Senior Govt. Officials, Business Community Representatives and Notable Citizens attended the event. Proceedings Ms. Sunayna Ismail, Communication Specialist, KNIP who was the Master of Ceremony welcomed the honorable CM and other respectable guests. The ceremony started with the recitation of the Holy Quran. She introduced all the speakers and concluded the ceremony at par excellence. Overview of KNIP Mr. Abdul Kabir Kazi, Project Director (PD) KNIP, also welcomed all the participants and gave an overview of KNIP. He explained details of the project including its 3 major components. He said that this SWF activity is part of the Government’s “Ease of Doing Business” plan. He informed participants that this activity has both soft and hard components. Under the soft component, computers, software and other equipment were provided, while in the hard component a “Single Window Facility” has been built after dismantling of the old building at the ground floor of SBCA building. He also brought to participants’ knowledge that automation side has been completed and various equipment has been provided to various stakeholders such as SBCA, Sindh Revenue Board (SRB), Karachi Chamber of Commerce and Industry (KCCI) and Investment Department. Regarding future he said, “Now we intend to integrate other land-owning agencies in Karachi such as Karachi Development Authority (KDA) and Karachi Metropolitan Corporation (KMC). In phase 1 of KNIP we have gone in category 1 but the basic objective is ease of doing business and that will only come when we go to those high rise buildings which require commercial selling of the buildings in the market, which is a gigantic task for SBCA. From the platform of KNIP, I give full commitment and support to you for undertaking the initiative of up gradation of software and equipment which requires a lot of integration and coordination amongst various agencies which has already begun. I believe with the assistance of secretaries of all the relevant departments, we would be able to achieve our goal”. Screening of Documentary A documentary was screened that showed the process of construction of the facility along with the newly constructed state of the art building of SWF. The views of the SBCA Director General (DG), PD KNIP and citizens about this facility were also captured in the documentary. The documentary received great reviews from the audience.

Presentation by DG SBCA

Mr. Iftikhar Ali Kaimkhani gave a presentation about SWF. He said that the Government of Pakistan is committed to “Ease of Doing Business” with the technical support of the World Bank and that Pakistan’s ranking in the benchmark of the WB for “Ease of Doing Business” has improved. He highlighted that dealing with construction permits is one of the important indicators out of (10) indicators in “Easy of Doing Business”. SBCA is a regulatory authority to approve construction permits. Due to rising importance of “Ease of Doing Business”, SBCA and Govt. of Sindh have launched this automated SWF for issuance and approval of construction permits that not only includes online solutions but also cuts down time and the number of procedures. SBCA has already notified procedures for a more transparent and easy acquisition of construction permits. He informed participants that the requirement of a No Objection Certificate (NOC) from Sindh Environmental Protection Authority (SEPA), Karachi Water & Sewerage Board (KWSB) and Excise & Taxation has been waived and the approval time has been reduced from 60 days to 15 days. He further explained the procedure and said, “You just need to select your requirement and make an e-payment and get an approval. All will be done in 15 days In Shaa Allah”. He also elaborated upon the 4 components of the SWF operations, which are 1) E-Construction, 2) E-Pay, 3) E-Check (Status checking of the application and 4) E-Registration (For registering of professionals, association of town planners and builders). All these facilities can be availed through SBCA smart mobile application as well. Online system will electronically communicate with land owning agencies and authorities for land permits which includes the Board of Revenue, KDA, KMC and Co-operative housing societies. A Citizens’ complaint section has been established which will ensure that all complaints related to SWF are addressed timely. He also shared with the audience a few pre-approved building plans that come under category 1, varying from 60 to 80, 120, 240 and up to 399 square yard plots. He informed participants that last year, 4000 construction plans were approved out of which 3000 belonged to category 1, which means that approximately 75% approvals belonged to this category. Regarding the way forward he remarked, “Category 2, 3 and 4 will focus with an aim to reduce the number of procedures and time to issue construction permits. Beside this, capacity building of SBCA staff to improve the professional knowledge and skills will be conducted continuously”. In the end, he showed some pictures of the professional trainings conducted by SBCA for the staff which will be deployed at the newly constructed SWF.

Remarks by Business Entities

Chairman Association of Builders and Developers in Pakistan (ABAD) Mr. Muhammad Hassan Bakshi appreciated CM Mr. Murad Ali Shah, Mr. Saeed Ghani and Mr. Iftikhar Ali Qaimkhani for their efforts towards the launching of the SWF at SBCA and said it is the first step in the right direction. He reaffirmed that ABAD is ready to provide full support. He further added that ABAD has 1000 members out of which 800 are working in Sindh. He said Sindh is leading Pakistan’s revenue generation and in entrepreneurship. He reiterated as already suggested by ABAD, that we are ready to transfer the properties at the transaction value in Sindh which will increase revenue many folds, leading to a win win situation for all. If Sindh takes the lead on this, Punjab will also follow. Punjab had a 1:16 and 1:12 ratio for construction buildings in 2007. They were not able to bring investors and entrepreneurs. He requested SBCA’s DG to review the bylaws and bring them to international standards so that Sindh could be a leader throughout Pakistan to take this initiative. He also appreciated SRB and SBCA and said that SBCA conducted meetings for 8 hours over the weekends and their efforts must be recognized. He said now category 1 is improved and in the next few months category 2, 3 and 4 will also be improved as there is big business in these categories. He invited investors from all over Pakistan to come and work in Sindh resulting in revenue generation along with people getting houses to live.

President Karachi Chamber of Commerce and Industries (KCCI) Mr. Junaid Ismail congratulated on the launch of the SWF at SBCA. He commented that the SWF will not only lead to an ease of doing business but will also reduce the cost of doing business through the easy e-payment via mobile application. He said KNIP will continue to play an important role to ease the problem of Karachiites, businesspersons and taxpayers which they face when doing their businesses. He emphasized the sustainability of the project and said all the efforts will go in vain if the sustainability plan is not developed and implemented.

Chairman Pakistan Council of Architect and Town Planning (PCATP) Mr. Aqeel Bilgrami said he was extremely disappointed with the old procedure of SBCA for getting construction permits and approvals as it was very embarrassing. Now the first step has been taken for “Ease of Doing Business”. Currently it is for category 1 only and he hopes that in the future other categories would also be covered. He also requested the CM and Minister Local Government to waive the NOC requirements for 3, 4 and 5 story buildings from Civil Aviation Authority and Pakistan Airforce as it is a very lengthy procedure and takes a huge amount of time. At the end he congratulated the Sindh Govt. and the World Bank for the successful launch of the SWF initiative.

President Institute of Architect Pakistan (IAP) Mr. Arif Changazi thanked PD KNIP & DG SBCA for inviting him at the inauguration ceremony of SWF. He congratulated all on this excellent initiative. He remarked that the SWF will not only improve the procedure for getting construction permits easily but will also improve the overall environment of the city. He ensured full support of IAP and said that IAP has already a part of many government initiatives.

President Federation of Pakistan Chamber of Commerce and Industry (FPCCI) Mr. Noor Ahmed Khan said today’s event is very important because through SWF the construction permits can be taken electronically. Karachi is one of the biggest cities of Pakistan and is also an economic hub of the country. KNIP is a very good initiative of the Sindh Government, as it will help to improve the overall look of the city. He appreciated the launch of SWF that will tremendously reduce time and energy of the people which can be utilized in other economic activities. He ensured the full support of FPCCI to the Sindh Govt and KNIP. Remarks by Chairperson, Planning and Development Board, Govt. of Sindh

Ms. Naheed Shah Durrani said it is an immense pleasure for her to be a part of this event. This event is a big milestone in terms of institutional strengthening, institution capacity building, quality of services and eventually the performance of Government. She further said that we as government understood and acknowledged that there is a deficit in terms of infrastructure, its maintenance and the quality of services that we are provided to our citizens. The world is changing very fast and revolving around technology, which is disruptive, but it is also providing solutions. She said what we are seeing today is willingness from an institution to move towards change, adopting technology and have the right attitude towards work which would eventually convert into a better service delivery institution. She appreciated KNIP and SBCA’s team and said it is a very ambitious but highly desirable initiative. It a milestone but the bigger challenge is internalizing, using, improving and converting it into an actual service delivery for the city which is a massive revenue hub of the country that provides economic opportunities to many people. She informed participants that the Government of Sindh has done a lot of investment in the province especially in the city of Karachi over the last few years. She further added that the Government of Sindh has started many mega infrastructure projects and some of them are close to completion and becoming a reality that includes Sewerage 3, K4, road projects and most importantly the transport projects. Once these projects will be on ground and will start to provide services it will make life easy for the common citizen. The government is also negotiating and finalizing to bring in many other ambitious projects worth 1.4 billion Rupees to improve the situation of the city and provide quality services to all the citizens. She thanked the international donor agencies especially the World Bank for supporting the Government of Sindh towards achieving its goals. At the end she said that we will only able to achieve our goals when we all work together, and todays’ event is an example of it.

Remarks by Minister Local Government Mr. Saeed Ghani thanked the World Bank for providing support for the SWF at SBCA. He said that as the DG SBCA informed, currently only category 1 has been covered and number of beneficiaries of this category is almost 75% which is a very good thing, but we have to work for other categories as well because the beneficiaries of the rest of 25% are much higher than the category 1. He further added that the government wants to resolve people’s issues and is keen on providing them better services. We should not keep ourselves limited to SBCA only, but we must work in other government departments to provide better services to the citizens. He also shared that recently some work has also started in KDA to improve service delivery. He said the government wants that businesspersons should do their business with ease. He further added that unfortunately in some places Karachi has been discriminated. However, the citizens of Karachi have selected us as their government, and it is our responsibility to raise our voice if we see any discrimination against this city. He further added that we have to respect courts and their decisions but if a decision is made against our city, we should have a right to raise our voice against those decisions. If any decision comes it should not only come for Karachi but should be applicable to the whole country.

Remarks by Acting Country Director World Bank Melinda Good congratulated the CM, PD KNIP and DG SBCA and said it is a very big deal for her to attend the inauguration of a world class SWF. She said that she came to Karachi for the official launch of “Ease of Doing Business Results” of the current year and after 15 years Pakistan ranking has been improved in “Ease of Doing Business Index” and this is a big achievement. She further added that this event showed that momentum of Ease of Doing Business is continued and it will be easy for people to do business and get construction permits. She also said that since we have started “Ease of Doing Business” initiative we have learnt that most important is policy direction which the leadership here has already started many years ago and communicates to people what is going on and gets their feedback and improve things. She appreciated the online portal of SWF and a separate facility for women. She said Karachi contributes to 20 % in the National Economy which is pushing Pakistan forward to be a global leader. She said the idea is to take Ease of Doing Business to the other major cities of Sindh as they are demanding for the same kind of facilities. She hoped that next time when she comes, she will see more facilities like SWF in other cities of Sindh.

Speech by Honorable Chief Minister Sindh Mr. Murad Ali Shah said it is an immense pleasure to be present at this event. We have been working with the WB for such a long time for “Ease of Doing Business” and it is very heartening to see a successful launch of a SWF at SBCA. He commented that it will go a long way and further improve Pakistan’s ranking in the WB’s Ease of Doing Business Index. He appreciated the KNIP team, Local Govt. and the Investment Department for working very well. The WB’s Ease of Doing Business ranking is very important and other countries are also trying to improve their ranking. Pakistan’s ranking has been improved after a long time which is indeed a great achievement. Karachi has 65% weightage of the country in term of contribution in economy. If something good happens in Karachi it will increase the overall weightage of the country and if we do something wrong, the entire country would be affected. He further said that with better ranking of Pakistan in Ease of Doing Business we will be able to attract more investors both locally and internationally. He said Karachi is the only place in Pakistan where bigger projects have been undertaken such as Shaheed Millat underpass and Korangi flyover. The Sindh Government wants to improve the business environment and infrastructure of Karachi. He further said that KNIP is the project that is working in Saddar, Malir and Korangi. He informed participants that Sindh Govt. is doing consultation with WB for other projects in Karachi such as Bus Rapid Transit (BRT) Yellow line and improving the availability of water and sewerage system amongst many others. He congratulated all the stakeholders. He also endorsed the views of Minister local Govt. that category 1 for SBCA is not enough and work for including other categories is also important. He offered Sindh Government’s support in this regard. At the end, he thanked the WB team for coming for the inauguration from Islamabad.

Conclusion

Overall, it was a very successful event and a remarkable achievement in the history of the service provider government institutions. All the stakeholders were very happy and gave their positive feedback about automation of SBCA services. The efforts of SBCA and KNIP teams for SWF establishment were highly appreciated not only by CM but also by all the dignitaries.

Centre reluctant to facilitate launch of KCR, says Murad

KARACHI: Sindh Chief Minister on Saturday said Karachi Circular Railway (KCR) could only be started when the federal government agreed to hand over right of way to the provincial government.

Speaking to the media after inaugurating the one-window facility for automation of construction permits at the Sindh Building Control Authority (SBCA) under the ‘Ease of Doing Business’, he said he would implement the apex court’s order in letter and spirit once his office received the order regarding the KCR project and removal of encroachments.

The CM was accompanied by Local Government Minister Saeed Ghani, Planning and Development (P&D) chairperson Naheed Shah, home secretary Kazi Kabir, SBCA director general Iftikhar Qaimkhani and others.

About the launch of the KCR project within 30 days as directed by the Supreme Court, the chief minister claimed that the federal government was reluctant to hand over right of way to the provincial government for the project.

The 1000 Sq. M floor space was dedicated for establishing Single Window facility (SWF) under the Sindh Building Control Authority (SBCA). The idea was integrating the systems for construction permits under one roof to save time and improve business environment. The bidding process completed in January 2019 and the construction contract was awarded in January 2019. The Project was inaugurated on 11 May 2019 by CM Sindh, who appreciated the efforts to complete the Project in less than 4 months record time while 6 months was the scheduled completion time. The Project after completion has been handed over to the SBCA and is completely functional. Based on the UP&DS Performance to resolve technical issues and record time completion, the Project Director presented a Shield of Appreciation on the day of inauguration. The State of Art SWF comprises the following components; ● 16 No. Counters for customers including dedicated counters for women, senior citizens ● Waiting areas/rest rooms ● Bank Counter ● Copying and Printing facilities ● IT section and Data Center ● Library and Conference room ● Senior Staff and support staff seating for 50 persons. ● Ancillary Facilities
