The Dominican Republic
INTRODUCTION: The Dominican Republic (D.R), part of the Hispaniola island alongside the nation of Haiti, is the second largest island of the Greater Antilles; it’s total area, including adjacent islands, is 48,670 km ². The coastline extends some 1,668 km. and has an exclusive economic zone covering 238,000 km ². The littoral zone is defined as a public asset, and includes a strip of 60 meters from high tide. In the D.R. there is a close relationship between the socio-economic aspect and the coastal marine area. Historically, coastal areas have been the primary focus of urban development and tourism. These areas are the most populous and economically productive of the country; 70% of Dominican cities with over 10,000 inhabitants, and 75% of industries are located in coastal marine areas. Out of the 31 provinces, including the National District, 17 have coasts. Since the mid-60's D.R. has focused the economic and social development towards the use of their coasts for the development of the tourism industry, which is the most important economic activity of the country. Clearly, the future of D.R depends on the conservation and rational management of natural resources in these areas. The Dominican coasts are characterized by the high biodiversity that is offered by the different coastal marine ecosystems. These diverse ecosystems generate goods, and services that upkeep the socio-economic activities of the respective coastal communities, and therefore it is essential that they are carefully managed. The National System of Protected Areas (SINAP) is governed by the Protected Areas Sector Act of 2004 (law 202-04). -

\. / '• ,-') HHHaitiHaaaiiitttiii # l~- ~~- J;,4' ). ~ History ' • The native Taino Amerindians inhabited the island of Hispaniola when discovered by Columbus in 1492 and were virtually annihilated by Spanish settlers within 25 years. • In the early 17th century, the French established a presence on Hispaniola, and in 1697, Spain ceded the western third of the island to the French which later became Haiti. • The French colony, based on forestry and sugar-related industries, became one of the wealthiest in the Caribbean, but only through the heavy importation of African slaves and considerable environmental degradation. • In the late 18th century, Haiti's nearly half million slaves revolted under Toussaint L'Ouverture. After a prolonged struggle, Haiti became the first black republic to declare its independence in 1804. The poorest country in the Western Hemisphere, Haiti has been plagued by political violence for most of its history. • After an armed rebellion led to the departure of President Jean-Bertrand Aristide in February 2004, an interim government took office to organize new elections under the auspices of the United Nations Stabilization Mission in Haiti (MINUSTAH). Continued violence and technical delays prompted repeated postponements, • Haiti inaugurated a democratically elected president and parliament in May of 2006. • Immigration: Immigrants to the US encounter the problems and difficulties common to many new arrivals, compounded by the fact that the Haitians are "triple minorities": they are foreigners, they speak Haitian Creole that no one else does, and they are black. • Results from Census 2000 show 419,317 foreign-born from Haiti live in the U.S., representing 1.3 percent of the total foreign-born population of 31.1 million and 0.1 percent of the total population of 281.4 million. -

Haitian Revolution
The Haitian Revolution The Haitian Revolution was a social and political upheaval in the French colony of Saint-Domingue (which shared the island of Hispaniola with the Spanish colony of Santo Domingo) during the period from 1791 to 1804. In 1791, slaves and gens de couleur libres (“free people of color”) rebelled against French rule, and in 1804 declared their country’s independence under the original Arawak name of Haiti. The Haitian Revolution was, along with the American Revolution, one of the most significant and dramatic challenges to European colonialism in the New World, and historians widely regard it as a milestone in the history of Africans in the Americas. The Haitian Revolution is, in fact, the only successful large-scale slave insurrection in history, and it is often seen as initiating the decline of the slave trade. Causes of the Haitian Revolution The colonial economy was export driven, dominated by agriculture and trade. Saint- Domingue, with its tropical climate, was developed as a coffee- and sugar-producing colony, and sustained many large and profitable plantations. By the second half of the 18th century, sugar and coffee were two of the world’s most traded commodities, and Saint-Domingue produced over 60 percent of the world’s coffee and 40 percent of the world’s sugar. This made Saint-Domingue France’s most profitable plantation colony. To meet the growing needs of this plantation system, Saint-Domingue’s colonists continuously expanded the number of slaves. Thus, the colonial economy fueled the social imbalance that led to the revolution. Colonial society, a racist society, was at fault, in part through its own rigidity. -

In particular, I will examine their critically acclaimed novels, Díaz’s The Brief Wondrous Life of Oscar Wao (2007) and Alvarez’s How the García Girls Lost Their Accents (1991), and how the authors’ personal lives are reflected in these novels. Through the novels, I will examine the acculturation of Dominicans immigrating to the United States and consider how their narratives relate to the idea of a new Dominican-American identity. I will analyze how displacement, economics, and national expectations affect the characters’ behaviors as they search for a new identity. The migration of Haitians within Latin America: significance for Brazilian law and policy on asylum and migration Andrea Pacheco Pacifico, Erika Pires Ramos, Carolina de Abreu Batista Claro and Nara Braga Cavalcante de Farias his chapter deals with an issue of great topical importance for migration and asylum law and policy in Latin America: recent migratory flows of Haitians towards Brazil in the aftermath of the 2010 earthquake and theT permanent residency for humanitarian reasons scheme that was introduced by the Brazilian government as a response. This increase in Haitian migration exemplifies global geographical shifts in the pattern of migration from south- north to an increasing south-south element. This chaotic and unexpected flow of migrants led the Brazilian government to create an important precedent in the protection of persons fleeing from humanitarian disasters outside the framework of refugee law. This chapter begins by describing and explaining the relevant features of the migratory flow of Haitians that has taken place between 2010−13. Addressing the Brazilian government’s particular policy response, the authors here attempt to show how it unfolded in relation to, and was shaped by, a wider Brazilian migration law and policy context devoid of clear parameters. The result is a policy that, although innovative, is fundamentally ad hoc in nature and unable to guarantee properly the rights of Haitians once in Brazil. The authors equally aim to show how factors other than humanitarian ones impacted on such legal and policy development. In particular, economic interests and a focused political desire to secure Brazil’s international reputation on the world stage play an important role. -

Rabe INTRODUCTION In the mid-1970s, in the aftermath of the Watergate scandals, journal ists, legislators, and scholars inquired into the Cold War activities of the Central Intelligence Agency. Among the most significant of the studies was the report, Alleged Assassination Plots Involving Foreign Leaders, issued by the Select Senate Committee charged to study intelligence activities and chaired by Senator Frank.Church, Democrat of Idaho.1 The committee concluded that, during the Eisenhower and Kennedy administrations, U.S. officials plotted to kill Fidel Castro of Cuba and Patrice Lumumba of the Congo. The senators also found that officials supplied weapons to Dominican dissidents whose aim was to assassinate Rafael Trujillo. Finally, they agreed that in 1963 the Kennedy administration had encour aged South Vietnamese generals to overthrow Ngo Dinh Diem and that in 1970 the Nixon government encouraged Chilean military officers to block Salvador Allende from assuming the office of President of Chile. Those plots led to the death of Diem and his brother, and General Rene Schneider, the Chilean Commander-in-Chief of the Army and a constitu tionalist opposed to military coups. Though the Church Committee found no evidence that U.S. officials favored the assassinations of the Diem brothers or Schneider, as a result of these findings, the U.S. Congress made assassination of foreign leaders illegal. While the senators determined that the United States had plotted against foreign leaders, they could not agree on who authorized the assas sination plots. The system of executive command and control, they noted, "was so ambiguous that it is difficult to be certain at what levels assassina tion activity was known and authorized." The CIA may have acted without explicit authorization from the presidents. -

ENTANGLED BORDERS: PERFORMANCE ON THE EDGE OF NATIONS IN HAITI AND THE DOMINICAN REPUBLIC A Dissertation Presented to the Faculty of the Graduate School of Cornell University In Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy by Elena Herminia Guzman May 2019 © 2019 Elena Herminia Guzman ENTANGLED BORDERS: PERFORMANCE ON THE EDGE OF NATIONS IN HAITI AND THE DOMINICAN REPUBLIC Elena Herminia Guzman Ph.D. Cornell University 2019 Within the last 20 years over 70 border walls have been built around the world in the name of sovereignty and global security. Not only are border walls being built but the sovereign power these walls assume are expanding beyond their coordinates. As technological innovations rapidly develop, borders are hindering the movement of people across borders. Despite these technological innovations people continue to create strategies and tactics that reimagine and negotiate the borders of nations. This particular work is an ethnography of the border between Haiti and the Dominican Republic. This dissertation is based on 16 months of ethnographic research in Anse-à-Pitres, Haiti and Pedernales, Dominican Republic. My overall argument is that performance acts as a vehicle by which people subvert, solidify, and reimagine the borders of their nations. I explore how performances such as national celebrations of identity and the religious Lenten festivals of Rara on the border provide an avenue by which people perform the nations ideological and political borders. In Haiti and the Dominican Republic, these performances demonstrate the deep historical ties between the two countries that illuminate sites of collaboration within structures of anti- Haitianism and xenophobia.
