Response of the Representation of the to the European Union on the Public Consultation Procedure to the Strategy

The Representation of the South Moravian Region to the European Union considers the Danube Strategy to be an important step in the European regional policy. It believes that the Strategy should mainly focus on the following targets:

o Improvement of the conditions for the strengthening of combined transport. o Revitalization of water flows and elimination of water obstacles o Improvement of the conditions for the implementation of preventative measures against negative impact of future climate change most expressed in southern parts of the region (areas with worsened conditions for agriculture) o Consistent use of all options for conceptual streamlining of urban planning activities, streamlining of building activities in the territory (e.g. in the area of effusion of flood protection canals, areas of water accumulation, water reservoir protection zones etc.). o R&D internationalization – involvement of R&D teams and businesses into the 7th R&D Framework Programme. o Brownfields regeneration solutions. § Survey of sites, creation of business property supply, preparation of adequate regeneration tools. These activities will enhance living and business environment in the region. o Strengthening of cooperation of key players in rural development of the region and coordination of activities modifying rural environment (including support for community life and traditional rural crafts and trades). o Support for major and traditional cultural events and small local cultural events, essential for the maintaining of regional identity. o Support for "active aging"– events and activities for senior citizens (social, interest and physical activities). o Support for ethnic minority activities, which will help them to maintain their cultural traditions.

Regarding specific questions of the public consultation paper, the Representation of South Moravian Region to the EU believes, that the following specific projects and actions should be part of the Strategy or of its implementation.

In order to improve connectivity and communication systems (within and outside the Danube Region), the Strategy should spearhead projects of:

o Verification of linking South with Danube via waterway. § It is the first stage of the envisaged Danube – Oder – Elbe project. It is essential to connect this project with the intentions of and , ensuring its continuity in these countries. At the same time, the least environmentally harmful solution must be sought. The project counts on the construction of a port near B•eclav. Apart from water freight transport, the construction of the waterway will have a positive impact on water management, agriculture and tourism. § The project will enhance the importance of the Danube waterway for the whole region. o Completion of design preparation and start of construction of the expressway R52 (Poho•elice – – state border). § The project is part of the TEN-T network; a remaining stretch of about 20km is to be built. § The project will create a much needed motorway link between South Moravia, and the Austrian motorway network. The interconnection of the whole of region will increase. This roadway is of key importance for the South Moravian Region and its future development. o Completion of design preparation and start of construction of the expressway R55 (B•eclav – Hodonín – Moravský Písek – Hulín (Zlín Region)). § The expressway R55 will enable the connection between and the vast industrial area around the cities of and § The project will enhance the competitiveness of the whole region o Completion of design preparation and start of construction of the expressway R43 ( – Ku•im – Sebranice – Moravská T•ebová). § The project will create a north-south connection; the importance of this expressway will even grow after the completion of the – Vienna connection. o Capacity improvement of the motorway D1 on the Kývalka – Holubice stretch o Planning and design preparation of the south-west (Troubsko – Mod•ice – Chrlice) and south-east (Chrlice – Holubice) tangent roads. § These projects will relieve the inner city of Brno from heavy traffic o Fast completion of semi-finished parts and starting of the building of additional constructions on the large city of Brno. o Completion of design preparation and start of implementation of the modernization of the road I/53 Poho•elice – . o Reconstruction of the Brno railway junction, modernization of thoroughfare and first part of passenger station. § The project is part of the Baltic-Adriatic Corridor Declaration. o Planning and design preparation of the north-south light railway route in Brno. § The project is part of optimization of rail passenger transport in Brno and its hinterland o Doubling of the railway line No. 240 on the St•elice – Zastávka stretch; and its modernization and electrification on the Brno – stretch. § The project will enhance regional transport interconnections o Modernization of the railway line No. 300 Brno – P•erov (1st stage Blažovice – Nezamyslice). § The project is part of the Baltic-Adriatic Corridor o Use of telematics for the enhancement of traffic fluency on the most traffic-burdened roadways in the region. § The project will enhance traffic fluency on major roadways connecting South Moravia with other regions o Implementation of noise protection measures in traffic-burdened areas of the region (road re-routing, bypasses, noise protection barriers, construction and organizational measures). § The implementation of projects improving transport accessibility necessarily brings about the issue of increasing noise pollution for people living in the proximity of the roadways. Hence, in collaboration with the Regional Sanitation Authority, action plans and noise pollution maps are being prepared for the most affected areas. o Preparation of above-regional public logistics center in the Brno hinterland. o Increasing of the number of flights available from the Brno-Tu•any airport. o Interconnection of IDS JMK (Integrated Transport System of the South Moravian Region) with similar systems in adjacent states; a part of the initiative is a bus (or railway) connection with Laa.

To protect the environment, preserve water resources and prevent against natural risks the Strategy should, according to the view of the Representation of the South Moravian Region to the EU, support the realisation of the following projects:

o Improvement of water surfaces (natural as well as artificial) for bathing in the region o Extension of the Bata Canal for recreational cruise to the confluence of and () o Construction of sewage treatment plants and drainage in the catchment area of the Nové Mlýny water reservoir and the river basin belonging to the project Clean River Basin (•isté povodí Svratky) (over the Brno Dam) o Construction of flood protection facilities with emphasis put on the protection of settlements end retention of water in the landscape o Optimization of the immission monitoring network o Support for the protection, sustainment and improvement of favorable condition of important nature locations (namely protected areas, Natura 2000 sites, composition elements of ÚSES {Territorial System of Ecological Stability}, VKP {Important Landscape Features} and nature parks).

To reinforce socio-economic, human and institutional development the Strategy should include the following initiatives:

o Projects for the improvement of emergency management systems (e.g. for the area of natural disasters) § Necessary coordination with neighboring regions. The project will contribute to the safety improvement in the whole region. o Support for the operation and further development of the integrated rescue system § Cross-border cooperation in this area will lead to an improvement in the quality of life of people in the whole region.
