Annual Report 2009 Dear Fellow Stockholders, Once again it is time to extend a sincere welcome to all of our stockholders and thank you for your continued faith and confidence in and support of Globalstar. During 2009 we successfully met our financing challenges in a way other satellite companies are striving to replicate. 2009 was a difficult time for the Company but thanks to the perseverance and level of commitment from all of our investors and employees we have more than met these challenges. With only about 8 weeks to go before the expected delivery of the initial second-generation satellites I am pleased to provide you with a summary of our progress during 2009. MEETING THE RETAIL CONSUMER MARKET CHALLENGE One of the traditional barriers faced by the mobile satellite services industry has been the lack of mainstream retail consumer market acceptance. Globalstar is the first, and to this day the only, MSS provider to have successfully broken through this market barrier via the introduction of our revolutionary SPOT Satellite GPS Messenger™ product. Our challenge in 2009 was to continue to capitalize on, and further expand, this consumer success both domestically and around the world. We successfully met this challenge and grew our consumer market presence by expanding the mix of SPOT Satellite GPS Messenger retail products and services as well as the global distribution for our unique satellite messaging and tracking products. We introduced a new enhanced version of SPOT that is both easier to use and about 30 percent smaller and lighter than the original product. We also announced a suite of new SPOT value-added services such as our SPOT Assist Roadside and Maritime packages. -

Goliat the first Romanian satellite is approaching the launch date- less than 6 months since Romania will have its first space mission At a recent press conference, Jean-Yves Le Gall the director of ArianeSpace, shared with the public the plans of the company for 2011. Like for the last year we will have a busy schedule with not less than 12 launches (double than for 2010). As before the central point will be the veteran Ariane 5 rocket, but part of the new managerial strategy, ArianeSpace will look also for the segment of medium and small launchers meeting the demands of the worldwide customers. It is hoped that some part of the operations will be transferred gradually to these niches and thus to be over passed the record set last year when approximately 60% of the world GEO telecom satellites have been launched by ArianeSpace. The perspectives are very good with another 12 additional GEO transfer contracts being signed in 2010 (about 63% from the international commercial market). The technical procedures which make sure these flights are accomplished are also at the highest standards (proved by the last 3 launches of 2010 separated by one month each i.e. October, November and December) and the Ariane 5 rocket, because of the proven reliability has became today the preferred of the commercial launches (since December 2002 when the version ECA has been put into operation and when the inaugural flight ended by loosing the 2 satellite transported onboard-Stentor and Hot Bird 7- the rocket has an impressive record of 36 successful flights). -

OFCOM SPECTRUM REVIEW (April 2012) 1. THE IMPORTANCE OF SATELLITE ACCESS TO SPECTRUM Satellite systems and networks require hundreds of millions of Euros of investment, and years of advance planning and construction prior to deployment. Investment decisions related to development of networks are made based on the business case and require market access on reasonable terms to the countries in the footprint. Once a satellite is operational, commercial viability depends on the availability of spectrum and the applicable regulatory regimes that the satellite network will be serving. Spectrum is the essential ingredient of all wireless communications systems. As satellites are a transnational, wireless-based technology, satellite operators heavily depend upon the global spectrum allocations of the United Nations’ International Telecommunication Union (“ITU”). Satellite companies use their satellites to deliver a full range of services including among others: broadcast and other program distribution; broadband; maritime; aeronautical; government and emergency communications; telecommunications and private data networks, mobile fleet / traffic management and telemedicine. In particular, satellite has been at the forefront of digital TV & high definition television (“HDTV”) development and should also be considered as one of the best platforms for the further growth of HDTV and the development of 3-D and interactive on demand digital services in Europe. Taking advantage of the high reliability of their infrastructure, European satellite operators have also long used their networks to connect Europe and the world during the most difficult man-made and natural disasters. Furthermore, satellite is the only available means of communications able to efficiently and immediately deliver broadband to all underserved or un-served areas of Europe. -

Communiqué de presse 10/45 Evry, le 7 septembre 2010 Arianespace au Colloque Euroconsult “World Satellite Business Week” Première société de service de lancement à avoir vu le jour en 1980, Arianespace confirme au World Satellite Business Week, sa position de Numéro 1 mondial. 30 ans de succès Depuis sa création en mars 1980, Arianespace a signé plus de 300 contrats de service & solutions de lancement et a lancé 283 satellites pour 77 clients, soit plus de la moitié des satellites commerciaux actuellement en service dans le monde. Dans les mois qui viennent, le lanceur lourd Ariane 5 sera rejoint au Centre Spatial Guyanais par le lanceur moyen Soyuz et le lanceur léger Vega. Arianespace disposera ainsi d’une gamme de lanceurs, capable de lancer tous les satellites de tous ses clients. Performance technique Avec 38 succès d’affilée et plus de 7 années sans échec, Ariane 5 confirme, lancement après lancement, sa maturité technique et opérationnelle. En 2009, Arianespace a établi avec Ariane 5 un nouveau record, en effectuant 7 lancements en une année calendaire et en mettant en orbite 9 satellites commerciaux et 3 satellites gouvernementaux européens. Cette cadence de lancement se poursuit en 2010 puisque 3 lancements d’Ariane 5 ont déjà mis en orbite les satellites COMSATBw-2 et ASTRA 3B, ARABSAT 5A et COMS, NILESAT 201 et RASCOM-QAF1R. D’ici la fin de l’année, 3 autres lancements d’Ariane 5 sont prévus. Le prochain lancement aura lieu le 28 octobre avec les satellites W3B et BSAT-3b. Par ailleurs, le 19 octobre, Arianespace et sa filiale Starsem, lanceront depuis le Cosmodrome de Baikonur les six premiers satellites de la Constellation Globalstar « Nouvelle Génération ».
