Proposed amendments to Minutes of the SPC meeting dated 12th March 2020

61/20 Parking Issues: Following an incident concerning parking at a recent event in the church, local residents complained to the group using the church and to the VHC. The residents were invited to attend VHC meeting but were unable to attend. Although the event involved was a church (not a VH) function, the VHC discussed the problem at length and suggested several solutions to alleviate parking problems; these will be forwarded to the residents concerned to ascertain if any of the proposals are acceptable. Detailed parking guidelines are already issued to all groups hiring/using the VH.

64/20 Noel Sharp will be working one day a week for Transition Stroud, he will be supporting new groups and sharing good practice.

61/20 To receive a� �pdate on the Village HaU committee {VHC)meeting and agree actions Cciunci.llorWidgery gave the following report: Sec6ndi11y glazirig:Threequotes were considered, and the cheapest was deemed to be the b·estllilithsliding Windows likely to provide the best seal. It is expected that all work should be completed and invoiced by 31 May in order to comply with UBB Grant requirements. He.alth and Safeiv: Fire inspection (23/01.2020) found 'a satisfactorystandard offire safe'ty' to be evident. All alarms and extinguishers are in working order and in date. Lettings: Consistent. ERFA has booked 19 training sessions in 2020/21 Charging point: VHC interested in accessing a possible grant for a charging point in the VHC car park. This was felt to be in line with their Environmental Policy. Water Supply: Chair, Nigel Mattfield, to contact Severn Trent to find out if they can supply the VH and the possible cost. Broadband: Gigaclear has no plan to run cables to the hall or to Standish Court. CouncillorWidgery was asked to speak to the Council regarding this. Website/Social Media/Publicity:Two pages have been added to the village website. One for information about local events and regularbookings at the hall and one for local news so that it is visible.

62/20 To receive an update on the installation of faster broadband in Standish CouncillorWidgery asked on behalfof the Village Hall committee if there was a likelihood of broadband connection to the hall from Gigaclear. Councillor Kellie confirmed that Standish Court and the Village Hall are both in Fastershire Roll Out Phase 3 and thereby should be connected byGigaclear.. It was agreed thatthe Gigaclear statement, thatthey do not plan to connect these properties, would betaken up with Fastershire.

63/20 Toreceive an update on the installation of the defibrillator and agree any actions After due discussion it was agreed to authorise,Councillor Hartley in consultation with the village hall committee to agree tl)elocation for the cabinet and arrange for the electrician to install. The Clerk informed members that an lnvilice has been sent to UBB for reimbursement of the cost of the defibrillator and the c,abinet.

64/20 To discuss Climate Change and agreeactions CouncillorWidgery gave a brief report from the Climate Action Group (CAG) Forum she attended on March 2"'. \ Noel Sharp will be working on� pay a'weekforTransition Stroud. He is the new paid person supportingnew groups �hd sharing good practice. Rachel Brain .(Strouc;IDistrict Couh·sil's Carbon 1\1.eutralOfficer) talked about the ActionPlahbeingprepared bySDCtrat will be out for consultation in late spring 2020.. There are riewgrouf)sbeing formed influding Standish, and they are hoping further groups will be established in the Severn Vale. Transition Stro�d haye created a 'MapJam' https://carbonneutralmap.org.uk/. This is an ()nl.inernappi_ng project where local community-based initiatives towards Carbon reduction are mapped across the area. There are over30 projects listed on '\ -_,, the map, these include.tree planting,plastic reduction projects, composting and · gardening events and clothes sales. Discussion took place about how to measure the Carbon reduct'ions as only a few projects have listed the possible savings. As yetthere have been no volunteers that have come forward to join the proposed group i� Standish, but as things evolve there will be information on the website and ways of engaging with the residents of Standish to help contribute towards the Council's aim of being carbon neutral.

65/20 To receive the Handy person's report and agree any actions A litter pick in Standish Lane had resulted in six bags of rubbish being collected. He had contacted Councillor Knights regarding a bad smell coming from the brook in Horsemarling Lane. Councillor Knights has visited the area and submitted photographs to the Clerk. The Clerk confirmed that she has contacted Two Rivers Housing Association and is awaiting a response from them. She had also spoken to the Clerk ofStonehouse Town Council who is regularly visiting the site.

ACTION: Clerk to advise Council when response received and to contact the Clerk at Stonehouse Town Council to requestto meet with him at the next site visit inspection.

At the meeting held with the applicant and a retired architect, the Council noted the proposed application and would wait for the formal application when it would be discussed at the Council meeting.

It is noted that at Standish Gate, there have been two notices placed, one on the railings beside the stone bus shelter on the B4008, and another on the brick wall at the furthest entrance on Horsemarling lane, into Standish Gate. Both say 'Private No Public Access'

TEMPORARY CLOSURE OF FOOTPATHS MST 1 1 MST 2 & EST 6A (STONEHOUSE AND STANDISH PARISHES) STROUD DISTRICT

NOTICE is hereby given that Secretary of State for Transport has extended the Order to close temporarily under Sections 14, 15 and 16 of the Road Traffic Regulation Act, 1984 (as amended) part of Public Footpaths MST 1, MST 2 and EST 6A as described in the Schedule below.

The closures are necessary for safety reasons as the footpaths run through a construction site.

This temporary closure Order came into force on the 4th December 2019 and it was anticipated that works would be completed by 4th June 2020. However, works have not been completed so a request was made to the Secretary of State for Transport for an extension. The Secretary of State has granted an extension until 4th December 2021 or until the works are complete, whichever is earliest.

After this date if the closure is still required it will be necessary to apply to the Secretary of State for a further extension of time.

Proposed alternative route; There is no proposed alternate route due to the movement of heavy plant back and forth across the construction site.

Pedestrian access to properties and emergency access will be maintained for the duration of the works.

The Schedule

Public Footpath MST 1 (Stonehouse) is to be closed from its junction with Public Bridleway MST 4 at Ordnance Survey Grid Reference (OSGR) SO 79919/06204 east-south-east of property known as Oldends Farm and then extends in a generally northerly direction for a distance of approximately 305 metres to the Parish Boundary where it continues as Public Footpath EST 6A (Standish) in the same direction then north-easterly for a distance of approximately 220 metres to its junction with Public Footpath EST 6 at OSGR SO 80101/06693 north-north-east of property known as Oldends Farm and shown on the attached plan by a solid black line marked A to C to B.

Part of Public Footpath MST 2 (Stonehouse) is to be closed from its junction with Public Footpath MST 1 (also closed) at OSGR SO 79928/06250 north-east of property known as Oldends Farm and then extends in a generally north-easterly direction for a distance of approximately 287 metres to the east side of the railway line at OSGR SO 80152/06417 north-east of property known as Oldends Farm and shown on the attachedplan by a solid bold black line marked C to D.

Agenda Item 9: Neighbourhood Development Plan

The draft plan is now complete. Stroud District Council has shared legal advice advising against entering the Regulation 14 consultation phase during lockdown, on the basis that copies of the draftplan cannot be made available in public places. Our consultant, Andrea Pellegram, thought this objection could be overcome by offering hard copies to those who requested them by post, which was what we had planned. Andrea sought further, informal, advice from Locality, which was that there was no precedent for this situation and "it could be unwise for the group to proceed without the LPA in agreement that the way forward is in keeping with the Regulatory requirements". On this basis, Andrea advised us against proceeding with the consultation.

I propose that we make the draft plan available on the website at this stage, so that local residents who wish to can read it at their leisure. We will need to be proactive in ascertaining when the advice changes and we can proceed with the Regulation 14 consultation.

UPDATE: 1410512020

The Parish Council has now been advised that it can proceed with the Reg 14 consultation, so, hopefully, the meeting on 2110512020 will be able to confirm detailed arrangements and the timeline forthe consultation period.

The Parish Council's response to the draft L TP was submitted by the 26th March deadline. I propose that we publish the response on the website. I also propose that we send a further letter to Cllr Vernon Smith (copied to other interested county cllrs) in the light of the Secretary of State for Transport's announcement of a £2bn package forwalking and cycling, highlighting the benefits of the proposed cycleway from Standish/Stonehouse boundary to Jn 12.

The Handyperson has reported that during the month of April, he has cut back branches and bramble, removed litter from the bus stops, and strimmed and removed litter at the bus shelters. He has also removed litter from around the railway bridge. This resulted in 3 bags in total. No photographs have been provided.

Agenda Item 20: Fly tipping

A couple of weeks ago, an old cooker was dumped on the bank of the Arie Brook in Standish Lane. A few days later a pile of rubbish including old carpets appeared by the oak tree opposite New Moreton Farm. I reported these to Neighbourhood Warden, Katie Markwick (also mentioning the old TV still on the bank) but was advised that nothing could be done at the present time. Subsequently, I was contacted by Andy Beamish who was making a visit nearby and able to assess the flytipping. The cooker, which was in danger of slipping into the brook, had already been removed and stored by community-minded local resident, Chris Adlam, on the basis that help was not expected from SOC. After discussion with Andy, Chris lifted the TV from the bank to make it available for removal. The following day, the TV, and carpets etc were removed by UBICO staff. Thanks to Neighbourhood Wardens and UBICO for excellent and timely service. It is definitely worth continuing to refer flytipping incidents to the Neighbourhood Wardens who will help promptly if they can or make a record for action as soon as possible.

Agenda Item 21: Public Access Defibrillator (PAD)

The PAD is now installed on the front wall of the Village Hall and available for use. Once lockdown is over, ERFA will organise a training session for anyone in the village who wants to attend. In the meantime, I have circulated guidance notes on its use to the PC and VH Committee. These can also be circulated on the village email list, once we have access to it via the VH Committee Chair. I have asked the Interim Clerk to add the PAD to our assets list for insurance purposes.

Darrell Johnson of ERFA has completed, on our behalf, the form to advise the SW Ambulance Service that the PAD has been installed at the Village Hall. He also offeredto carry out a monthly check on the PAD - an offer which I have gratefully accepted on behalf of SPC.

The PAD was installed by the VH's regular electrician, so they will receive his invoice for the work. Depending on the cost, the VH may invoice SPC for payment in due course.

I would like SPC to formally thank both ERFA and the VH Committee for their help and support in getting the PAD installed and maintained. Thanks also to the Urbaser Community Fund for the grant.

Agenda Item 22: Transition Stroud Update

TS www.transitionstroud.org has continued to produce monthly newsletters circulating useful links. Following the Coronavirus Pandemic outbreak, the newsletters have including information about mental health support resources, neighbourhood support groups, community shops, local deliveries, availability of grants, seed bank activity, wild gardens as well as research and data. TS mentioned Stroud Civic Imagination Centre where the local community are encouraged to 'dream up new possibilities for a positive future'.

A virtual Local Climate Action Group Forum (29/4/2020) organised by TS discussed local community responses to the Coronavirus Pandemic, reflecting on whether, at some time, it might be appropriate to use this experience to aid building resilience to climate change. (/ was unable to attend the meeting - the following notes are taken from circulated meeting notes) It was noted that many activities are both climate friendly and helpful during the pandemic.

Information from Climate Outreach was shared that reinforced the need for sensitivity and care when communicating information about Climate change during the pandemic. Climate Outreach findings suggest that at some stage a 'Window of Engagement' may open up for wider conversation about how we may live differently in the future. https://climateoutreach.org/ It was suggested that groups should seek to develop approaches that address mitigation, adaptation and resilience in ways that are appropriate to their local area. Stonehouse Climate Action Group A virtual meeting is due to take place at 3pm on 21 st May - a verbal report on any relevant issues will be given at the SPC meeting on 21 st May.

The following forms a simple suggested framework for responding to the consultation in respect of the extension of Public Spaces Protection Orders (PSPOs) for up to 3 years. However, your responses are welcomed in any alternative formats that you may prefer to utilise.

1. The activities carried on in a public place must have a detrimental effect on the quality of life of those in the locality or it is likely that they will do so; and

Review of Stroud District Council's Existing Public Spaces Protection Orders.

Stroud District Council please seeks your views as part of a review of Its existing Public Spaces Protection Orders (PSPOs) In respect of control of dogs.

Background:

In 2012, Stroud District Council made 4 Dog Control Orders to address Issues relating to dogs. in 2017, these Orders transitioned Into PSPOs unchanged. These PSPOs remain In force and the table below summarises the Orders for your Information:-

PSP02 Failure to put a dog on a lead when directed to do so by an authorised officerof the Council, If such restraint Is necessary to prevent a nuisance, behaviour likely to cause annoyance or disturbance to a person or the worrying or disturbance of any animal or bird. This also applies to all land within the District which Is open to the air and to which the oubllc has a riaht of access.

PSP03 Permitting a dog to enter land from which dogs are excluded which applies (where signed at the entrance) to any fenced, hedged or walled children's play area, bowlinggreen, croquet lawn, tennis court, skateboard park, cycle enclosure, putting green or other sporting or recreational facllltv. Exemntions exist for assistance doas.

PSP04 Not keeping a dog on a lead in a designated area. This applies to all allotments, cemeteries, car parks, canal towpaths and designated cycle tracks as well as specified footpathsroutinely used to access any oriman, secandarv or hiah school or collene.

PSPOs can apply for a maximum of 3 years, at which time a process of review and consultation must be undertaken to assess the need for the Order to be extended by up to a further 3 years. There Is no limit on the number of times that a PSPO may be extended. The current PSPOs would therefore effectively"expire" In October 2020 without extension.

Thus, this correspondence please seeks to formally consult you on your views on the extension of the 4 current PSPOs. A brief summary of the current position and a recommendation for each of the existing Orders Is set out below for your consideration.

PSP01 - Fouling: With respect to the need to require the removal of dog faeces, fouling in an area Is clearly detrimental, both in terms of the unpleasantness of Its appearance, its odour

and its health Impact and disease transmission potential.

Dog fouling remains a significant problem across the whole District and was the subject of 203 complaints from members of the public In 2018/19. While the great majority of dog owners are responsible and clear up after their dogs, there remains a significant minority who disregard the law.

The power to serve Fixed Penally Notices and/or prosecute Identified offenders is vital in seeking to address the issue alongside a toolkit of more educational approaches. To not retain these powers would send out entirely the wrong message In respect of how the Council views this Irresponsible, anti-social behaviour and, were that the case, one would expect the situation to deteriorate further. Thus, It ls proposed to retain the powers contained in this PSPO for a further 3 years.

PSP02 - Dog on Lead when Directed to Do So: This second PSPO relates to persons being required to put a dog on a lead when directed to do so by an authorised officer of the Council, where this is required to prevent nuisance, disturbance or animal worrying. It is clear that dogs that are not under proper control can prove alarming and Intimidating to both adults and children.

The abilityto require dogs to be put on a lead allows a targeted approach to tackle Individuals that allow their dogs to run out of control, without negatively Impacting on the vast majority of dog owners. Officerson the ground report that this power Is a useful backstop to ensure compliance with such Interventions. Thus, it is proposed to retain the powers contained In this PSPO for a further 3 years.

PSP03 • Permitting a Dog to Enter Land from Which it is Excluded: The third PSPO relates to the exclusion of dogs from designated signed areas, for example fenced, hedged or walled children's play areas, bowling greens, croquet lawns, tennis courts, skateboard parks, cycle enclosures, putting greens or other sporting or recreational facilities.

Once again there is a clear need for this provisionto ensure that dogs do not enter areas where there is a clear conflict between their presence and that of other users. Their exclusion also greatly reduces the potential Issue of fouling, thus enabling safe and clean access for people, especially those with young children. Compliance is reported as excellent as the rationale for the exclusion appears to be widely understood and supported and clear slgnage has proven effective In highlighting the requirement. However, any loss of the exclusionary powers could reasonably be expected to lead to an Increase In problems to users of the areas. Consequently, It ls proposed to retain the powerscontained in this PSPO for a further 3 years.

PSP04 - Dogs on Leads In SpecifiedAreas: The fourth □co relates to a requirementto keep dogs on a lead in designated areas such as allotments, cemeteries, car parks, canal towpaths and designated cycle tracks.

Complaints from the public in respect of these matters are relatively rare. Addltlonally, officersreport that enforcement of this PSPO In relation solely to the canal towpaths and cycle tracks has proven to be very difficultand has led to obstruction of officers in the form of refusing to provide details as well as threats to officers. This resistance appears to stem from a perceived unfairness among dog

owners In respect of having to put dogs on leads in what are regarded as "shared spaces" when they may be clearly walking to heel and, as such, are largely under control. Exercising off the lead is accepted as an Important benefit for dogs and a requirement for dogs to be on leads on many miles of track or towpath provided for leisure and recreation Is perceived as disproportionately prohibitive.

Given that uncontrolled behaviour, where Identified, may be addressed by utilising other PSPOs, for example by directing that dogs be put on a lead, It Is proposed to remove cycle tracks and canal towpaths from this Order. This would represent a logical, proportionate and targeted approach to Identified problems. Additionally, other powers can be utilised to tackle specific problem owners and behaviours, for example Community Protection Notices, rather than taking a blanket approach. However, it is proposed to retain the other exclusion areas, for example cemeteries, In a slightly amended Order for a further 3 years.
