Officers Reports 13 March 2007 STEAMFEST 2007 - TEMPORARY ROAD CLOSURES File No: 122/944/2 Responsible Officer: Chris James Group Manager Assets Author: Ken Splatt Traffic Officer EXECUTIVE SUMMARY This report details the application made by Hunter River Country Tourism (now Maitland Tourism) to temporarily close various roads in Maitland for “Steamfest 2007”. The application was advertised for comments and the Local Traffic Committee has recommended the closures proceed subject to the traffic management arrangements contained in this report. OFFICER'S RECOMMENDATION THAT Council approve the temporary road closures, traffic management arrangements and other requirements as detailed in this report for ‘Steamfest 2007’ to be held from Friday 20 April 2007 to Sunday 22 April 2007. REPORT “Steamfest 2007” is to be held from Friday 20 April 2007 to Sunday 22 April 2007 and the Hunter River Country Tourism has applied for the temporary road closures. The Local Traffic Committee considered Hunter River Country Tourism application at its meeting on Thursday 1 February 2007. The Committee has recommended the following temporary road closures: a) For setup and presentation of Steamfest stalls and amusements midnight Thursday 19 April – midnight Sunday 22 April 2007 i. Maitland Railway Station sealed car park ii. Maitland Railway Station gravel car park b) For setup and presentation of stalls and amusements and setup of Steamfest 2007 Saturday 21 and Sunday 22 April 2007 - 7.00am to 5.00pm i. Church Street between Ken Tubman Drive and Les Darcy Drive ii. Elgin Street between Olive Street and Railway Line (buses excepted) iii. Olive Street between Church Street and Elgin Street iv. Railway Street between Church Street and Elgin Street (buses excepted on specific route) v. Station Street between Elgin Street and cul-de-sac (taxis excepted) vi. Athel D’Ombrain Drive between Elgin Street and Victoria Street (taxis excepted) vii. Allan Walsh Drive between Ken Tubman Drive and Church Street (taxi’s excepted) viii. Bulwer Street between High Street and Ken Tubman Drive e) For presentation of Steamfest 2007 Train Rides on South Maitland Railway Line 7.00am Friday 20 April 2007 – 5.00pm Sunday 22 April 2007 i. Junction Street Telarah between Simpson’s Lane and Mount Dee Road (Railway Crossing) Note: Friday (periodic closure of railway gates by manned guardsmen only). Weekend is full closure f) For presentation of Steamfest 2007 “Show and Shine” Sunday 22 April 2007 – 7.00am to 5.00pm i. Walker Street between New England Highway roundabout and Elgin Street ii. Internal road through Maitland Park between Main Entrance and Swimming Pool The event and associated temporary road closures were advertised for public comment in the Maitland Mercury for the statutory 28-day period ended Friday 12 January 2007. No submissions were received. The Local Traffic Committee has recommended the following traffic management arrangements for ‘Steamfest 2007’: 1. "No Parking" restrictions be installed in Olive Street, both sides, from Elgin Street to Catherine Street; 2. "No Parking" restrictions be installed in Church Street, both sides, from Ken Tubman Drive to Steam Street; 3. "No Parking" restrictions be installed in Walker Street, on both sides, from Les Darcy Drive to Elgin Street; 4. "Bus Zone" restrictions be installed on the eastern side of Church Street at the roundabout corner at Railway Street, to accommodate bus movements near the railway station; 5. "Taxi Zone" restrictions be installed in Allan Walsh Drive, north side, just west of the Church Street roundabout; Page 2 Officers Reports 13 March 2007 STEAMFEST 2007 - TEMPORARY ROAD CLOSURES (Cont.) 6. "No Parking" restrictions be installed in Allan Walsh Drive, both sides, from the "Taxi Zone" (north side, at Church Street) and south side from Church Street, to Ken Tubman Drive; 7. "No Parking" restrictions be installed across the frontage of No. 87 Elgin Street; 8. "No Stopping" restrictions be installed on both sides of the New England Highway from Church Street to the Trezecinski Bridge, and on both sides of Cessnock Road for 100m from the roundabout. These restrictions to be reinforced by the installation of para-webbing barriers. 9. Access for emergency vehicles be available via all closure points at all times; 10. All temporary road closures be affected by easily movable/removable barricades and be manned by trained personnel; 11. Maitland Police be requested to patrol the closure area to ensure that emergency access is available; 12. Suitable signs be placed in Les Darcy Drive and Cessnock Road on the approaches to the Church Street roundabout and in Les Darcy Drive on the approaches to the High Street intersection to inform motorists of the altered traffic conditions; 13. Suitable signs be placed at Maitland Railway Station showing the direction to the "Taxi Zone” and “Bus Zone”; 14. Access to Maitland Railway Station for State Rail passengers be via the Cessnock Road/Les Darcy Drive/Church Street roundabout. Motorists wishing to enter, for set-down purposes only, are to present a valid rail passenger ticket to closure supervisors at the roundabout; 15. Australia Rail Track Corporation works staff be permitted access to the ARTC works yard at the southern end of Elgin Street during emergency call-outs only; Other standard requirements for ‘Steamfest 2007’: 16. Public Liability insurance (with a co-insured clause) in the minimum amount of $10 million be taken out for the event, with the policy to be sighted prior to the closures coming into effect; 17. Any damage to the Mall infrastructure / fittings / furniture as a result of the Saturday evening activities be the responsibility of the applicant to repair / replace to Council's satisfaction. FINANCIAL IMPLICATIONS This matter has no direct financial impact upon Council's adopted budget or forward estimates. POLICY IMPLICATIONS This matter has no specific policy implications for Council.
