ECONOMICS AND GOVERNANCE COMMITTEE 2021 ESTIMATES PRE-HEARING QUESTION ON NOTICE No. 1 THE ECONOMICS AND GOVERNANCE COMMITTEE ASKED THE MINISTER FOR TOURISM INDUSTRY DEVELOPMENT AND INNOVATION AND MINISTER FOR SPORT (HON S HINCHLIFFE) ― QUESTION: With reference to page 4 of the Department of Tourism, Innovation and Sport Service Delivery Statements, and the reference to promoting long term growth to the tourism industry, will the Minister provide an update on the Year of Indigenous Tourism? ANSWER: On 19 July 2020, the Honourable Annastacia Palaszczuk MP, Premier and Minister for Trade, extended the Year of Indigenous Tourism to 2021 due to the impacts of COVID-19. The Palaszczuk Government is investing $10 million over two years for Indigenous tourism development and growth as part of the Year of Indigenous Tourism. Aboriginal and Torres Strait Islander tourism experiences are an iconic part of Queensland’s tourism sector and a strong economic driver, as the sector supported $505 million in visitor expenditure and employed nearly 2500 people on a full-time basis before the COVID-19 pandemic. Key initiatives of the Year of Indigenous Tourism include: • $7 million Growing Indigenous Tourism in Queensland Fund • Our Country Tourism Business Development Service • Advance Queensland One Business program, for Indigenous business innovators and entrepreneurs • Indigenous experience, marketing, festivals and events • The scoping of the potential to establish a peak Indigenous tourism body. Under the Growing Indigenous Tourism in Queensland Fund, 24 businesses received funding of up to $25 000 to develop business concepts and feasibility studies for new growth of Indigenous tourism product or experiences, while nine businesses received funding of up to $1 million to deliver a new tourism attraction, experience or built infrastructure. The Our Country Indigenous Tourism Development Service assists Indigenous tourism operators to identify services and sources of funding to grow the Indigenous tourism industry. Since the commencement of the Year of Indigenous Tourism, the Our Country Indigenous Tourism Development service has connected with over 150 Indigenous tourism businesses. This includes dozens of emerging businesses and 10 fully established accredited Best of Queensland Indigenous-owned tourism enterprises across Queensland. The emerging Indigenous tourism experiences are broad, with arts, cultural heritage, educational and eco-tourism products leading the way. The Advance Queensland One Business program has trained Aboriginal and Torres Strait Islander peoples as trainers, with these trainers having already delivered 18 online webinars and started face-to-face services in Townsville. 122 participants have registered to participate across different locations. The Tourism and Events Queensland Year of Indigenous Tourism Festivals and Events Fund is investing $200 000 to provide strategic support for existing Queensland events and festivals that showcase Aboriginal and Torres Strait Islander cultures in 2021. Tourism and Events Queensland’s $300 000 Year of Indigenous Tourism Destination Support Program provides funding to 12 Regional Tourism Organisations to deliver experience development projects that grow the number of Indigenous tourism experiences and events in their destination. This includes projects like Brisbane’s Relationship Building Program launched recently and the Yuwi Aboriginal Cultural Tourism Experience Tour with Mackay Tourism Limited in July 2021. The Year of Indigenous Tourism program is being delivered in partnership with Tourism and Events Queensland, the Queensland Tourism Industry Council, TAFE Queensland and Tourism Tropical North Queensland, as well as other key partners. ECONOMICS AND GOVERNANCE COMMITTEE 2021 ESTIMATES PRE-HEARING QUESTION ON NOTICE No. 2 THE ECONOMICS AND GOVERNANCE COMMITTEE ASKED THE MINISTER FOR TOURISM INDUSTRY DEVELOPMENT AND INNOVATION AND MINISTER FOR SPORT (HON S HINCHLIFFE) ― QUESTION: With reference to page 5 of the Department of Tourism, Innovation and Sport Service Delivery Statements, and the reference to driving economic growth and job creation through innovation, will the Minister provide an update on the Agtech Hub? ANSWER: Through Advance Queensland, the Palaszczuk Government is supporting a new, multi-million-dollar Agtech and Logistics Hub in Toowoomba. Following a competitive tender process, Agrifood Connect Limited was awarded the contract to establish and operate the Hub under a three-year pilot period, with the Hub officially launched in May 2021. A consortium has been established, led by Agrifood Connect Limited, to deliver the objectives of the Hub. Foundation partners include FKG Group, the University of Queensland, the University of Southern Queensland and Toowoomba and Surat Basin Enterprises. The Hub brings together industry, startups, small and medium enterprises, agribusinesses, training providers and supply chains including manufacturers and investors with the aim to drive productivity and the commercialisation of technology; create jobs; and stimulate the economy in the Darling Downs and more broadly across Queensland’s regions. The Agtech and Logistics Hub is a world-class initiative designed to tackle agriculture’s biggest challenges, develop cutting edge technology and products, and ensure our agribusinesses and workforce are skilled and productive, now and into the future. A Hub Manager and Community Manager have now commenced work and at least nine companies have already moved into the Hub, with a schedule of industry events and activities underway. ECONOMICS AND GOVERNANCE COMMITTEE 2021 ESTIMATES PRE-HEARING QUESTION ON NOTICE No. 3 THE ECONOMICS AND GOVERNANCE COMMITTEE ASKED THE MINISTER FOR TOURISM INDUSTRY DEVELOPMENT AND INNOVATION AND MINISTER FOR SPORT (HON S HINCHLIFFE) ― QUESTION: With reference to page 6 of the Department of Tourism, Innovation and Sport Service Delivery Statements, and the reference to promoting healthier, more active lifestyles, through supporting and encouraging participation in sports and recreation, will the Minister provide an update on the Activate! Queensland Strategy? ANSWER: Activate! Queensland 2019–2029 (Activate!) was launched in July 2019 to enrich the Queensland way of life through physical activity. During the 2020/2021 financial year, continuing delivery of initiatives under Activate! included: - continuing to roll out sport and recreation infrastructure projects worth nearly $28 million which were approved in 2019/20 under Active Communities Infrastructure Kickstart and Active Communities Infrastructure Round 1, including two community use of schools projects. - Continuing the delivery of a $40 million investment in Queensland Active Precincts capital projects to inspire physical activity with places and spaces that invite an active lifestyle - more than 54 700 FairPlay vouchers totalling more than $8.1 million redeemed to support children and young people who require the most support to be active - $10.8 million provided under the Active Industry Fund to state level sport and active recreation organisations and industry peak bodies to secure the future of community physical activity including to support return to play through COVID-19 - working with industry peak bodies, including QSport, Outdoors Queensland, Fitness Australia and the Queensland Aquatic Alliance, to develop some of the first Industry COVID-Safe Plans - releasing the COVID Safe Guide for Professional and Elite Sport, helping organisations demonstrate how they will protect the health and wellbeing of the Queensland community when coordinating events or competitions. - continued support for Queensland athletes’ preparations for the 2020 Summer Olympic Games being held in Tokyo in 2021 - in partnership with Health and Wellbeing Queensland, the department has invested $4.18 million across 39 projects under the ActiveKIT (Knowledge, Innovation and Technology) program to support innovative solutions to enable more Queenslanders to be physically active more often, and to strengthen the capability of organisations in the Active Industry. The Department of Tourism, Innovation and Sport (DTIS) will continue to deliver on its Activate! initiatives throughout the remainder of 2021 and into 2022, as well as continuing to work with, and support, the sport and active recreation industry and professional sporting organisations to deliver activities throughout Queensland. In the second half of 2021, DTIS will lead the development of the second three-year action plan under Activate! Queensland, with an anticipated launch in mid-2022. ECONOMICS AND GOVERNANCE COMMITTEE 2021 ESTIMATES PRE-HEARING QUESTION ON NOTICE No. 4 THE ECONOMICS AND GOVERNANCE COMMITTEE ASKED THE MINISTER FOR TOURISM INDUSTRY DEVELOPMENT AND INNOVATION AND MINISTER FOR SPORT (HON S HINCHLIFFE) ― QUESTION: With reference to page 4 of the Department of Tourism, Innovation and Sport Service Delivery Statements, and the reference to promoting long term growth to the tourism industry, will the Minister provide an update on the Queensland Destination Events Program? ANSWER: The Queensland Destination Events Program (QDEP), administered by Tourism and Events Queensland (TEQ), is designed to create a growth pathway for events across Queensland that play an important role in attracting visitors to the region and promoting the host destination. The program delivers on TEQ's remit to deliver value in terms of attracting visitors and economic benefit and the profiling of destinations through
