1. Notice callina the meeting

The notice calling the meeting of the Strathclyde Joint Police Board was held as read.

2. Strathclyde Police Personnel

The Chief Constable introduced to the Board as observers Assistant Chief Constable James Orr, Assistant Chief Constable Crispian Strachan who leaves shortly to take up the post of Chief Constable with Force, Chief Superintendents Wilson and Dale and Mr Norrie Flowers of the Police Federation.

3. Expression of conaratulations

The Convener intimated to the Board that in the New Years Honours List, Her Majesty the Queen had conferred the Queen’s Police Medal on Assistant Chief Constable George Macdonald and the MBE on Robert Dinnie the Head Commissionaire at Pitt Street Police Headquarters. The Board joined with the Convener in congratulating those individuals on the award of the decorations.

4. Correspondence

There was one matter of correspondence viz:-

A letter from COSLA inviting Board participation in a seminar entitled “Preparing for Parliament” to be held from 22-24 April 1998 in Aberdeen. In view of the importance of this seminar the Board agreed to be represented by the Convener and the two Vice-Conveners, or substitutes, and an officer of the Board.

The minutes of the Board meeting of 11 December 1997 were submitted and authorised to be signed.

6. Minutes of sub-committees

(i) the minutes of the Police (Senior Officers and Tribunals) Sub-committee of 1 1 December 1997 were submitted and noted.

(ii) the minutes of the Budget Review Sub-committee of 9 January 1998 were submitted and noted.

(iii) the minutes of the Convener’s Sub-committee of 5 February 1998 were submitted, approved where necessary and noted.

7. Revenue budget 1998/99and sett ina of precept

The Board adopted the procedure note submitted by the Clerk for the disposal of this item of business.

Thereafter there was submitted the joint report by the Treasurer and Chief Constable:

(i) intimating the level of central government grant support for the police budget in 1998199;

(ii) proposing a revenue budget strategy for 1998/99;

(iii) explaining the basis on which the net budgeted expenditure would be charged to the twelve constituent authorities; and

(iv) recommending:

(a) approval of total net police expenditure for 1998199 of E345,617,840.

(b) approval of net expenditure for Emergencies Planning Police of El 66,960.

(c) approval of a precept upon member authorities net of grant of E169,943,840 in respect of police and E44,350 in respect of emergencies planning.

The Board then heard statements by the Convener, Chief Constable and Treasurer and after discussion and having heard the Treasurer and Chief Constable in explanation of detail in the budget and in answer to members questions, Councillor Timoney, seconded by Councillor McCabe moved approval of the Police Revenue Budget for 1998199 in terms of the recommendations set out at (iv) above, the requisitions on the constituent authorities as shown in Annex 1 to this paragraph, and the requisitions on the constituent authorities for emergencies planning expenditure as shown in Annex 2 to this paragraph. The Board unanimously approved.

8. Revenue budaetary control variance report for the period 1 April 1997 - 3 Januarv 1998

The Chief Constable submitted a revenue expenditure monitoring report providing a comparison of actual expenditure for the period 1 April 1997 to 3 January 1998 against estimated expenditure. The Board having heard the Chief Constable agreed to note the report.

9. Restructur ina of operational d ivisional boundaries

The Chief Constable Submitted a report detailing his proposals for amendments to the operational divisional structure of Strathclyde Police. He advised that he has set up a Steering Group chaired by the Deputy Chief Constable whose initial remit will be to consider:-

(i) the merger of “N” and “P” Divisions to create a police division co-terminous with North Lanarkshire Council;

(ii) the transfer of “FC” Sub-division () to “Q” Division to create a police division co-terminous with South Lanarkshire Council; and

(iii) to merge “K” and “X” Divisions to create a larger and more operationally robust division to serve the communities of Renfrewshire and lnverclyde Councils.

Having heard the Chief Constable in further explanation the Board, whilst noting the report, asked him to ensure that local members are kept fully appraised of his proposals as they develop.

10. St rathclyde tr ial of CS incapacitant spray: Update

The Chief Constable submitted a report updating members on the use of the CS incapacitant spray within Strathclyde Police and an extension of the pilot trials both in terms of time and area. The Board noted that the trial, in addition to covering the entire “D” Division area, will also extend to the sub-divisions of Kirkintilloch and Springburn and that the initial six month trial period had been extended to twelve months. The Board agreed to note his report.

11. NewSub-divisional Headquarters: Sm

The Chief Constable Submitted a report providing the Board with details of the tenders received for the construction of the new sub-divisional headquarters at Saltcoats. Having heard the Chief Constable in further elaboration the Board agreed (i) to authorise acceptance of the tender submitted by Melville Dundas Ltd, Cameron Court, Hillington, Glasgow in the sum of E2,264,919.45and (ii) to instruct the Head of Strathclyde Police Legal Services to act on behalf of the Joint Police Board in concluding the contract.

12. Review of Police Su raeon fees

There was submitted a report by the Chief Constable outlining for the Board the main issues and financial implications of the revised Draft National Agreement for Police Surgeons which emerged from a recent review of Police Surgeon fees conducted by the Joint Negotiating Committee for the Fees of Doctors Assisting Local Authorities. Having heard the Chief Constable and Mr Blair the Board agreed:-

(i) to note the report;

(ii) to approve the action of the Clerk in writing to the JNC in the terms then intimated; and

(iii) to ask the Chief Constable to prepare a report for the next Board meeting suggesting a strategy as to how the Police Surgeon service, in terms of the revised proposals now brought forward by the JNC, can be made to meet the requirements of the Board whilst remaining within the approved budget.

13. Strathclyde Police Forensic Science Laboratory annual report - 1996-1997

There was submitted a report by the Chief Constable providing members with information on the publication of the second annual report of Strathclyde Police Forensic Science Laboratory. Having heard the Chief Constable the Board agreed to note the terms of the 1996/97 report and the targets set for 1997/98.

14. Grant support for Closed C ircuit Television 1997/98

There was submitted a report by the Chief Constable seeking approval from the Board for the grant of additional funding under the Grant Support for CCTV scheme 1997/98 to South Lanarkshire Council and to East Renfrewshire Council. Having heard the Chief Constable the Board agreed additional Grant Support of El0,000 to South Lanarkshire Council for the Hamilton proposal and 24,000 to East Renfrewshire Council for Giffnock Police Office. 15. G.hsgow Airport

There was submitted a report by the Chief Constable seeking the approval of the Board to conclude an Agreement with Glasgow Airport Ltd for the policing of the airport on a basis which would be cost neutral to the Board. Having heard the Chief Constable in further explanation the Board agreed:-

(i) to enter into such an Agreement between the Board and Glasgow Airport Ltd in respect of the police services to be provided at Glasgow Airport and the costs involved therein on the basis of the Statement of Service Provision agreed between the Chief Constable and the Managing Director of Glasgow Airport Ltd; and

(ii) to instruct the Head of Strathclyde Police Legal Services to act on behalf of the Board in concluding a formal Agreement in appropriate terms.

16. Pub1ic procession return: Quarterly report

There was submitted a report by the Chief Constable providing the Board with statistical information relating to public processions for the period 1 October - 31 December 1997. Having heard the Chief Constable the Board agreed to note the report.

17. Contracts accepted s ince last Board meeting

The Board noted a report by the Chief Constable providing details of all contracts accepted during the period 19 November 1997 to 23 January 1998 with an estimated value between E30,000and El 50,000. 18. There was submitted a report by the Chief Constable providing statistics on the investigation and disposal of complaints against police officers for the period 1 January - 31 December 1997. Having heard the Chief Constable the Board agreed to note the report.

19. Lease of Strathclyde House 8

There was submitted a report by the Chief Constable seeking approval from the Board to the terms narrated in his report for the lease of Strathclyde House 8 from Glasgow City Council in order to meet requirements for additional accommodation for the force. Having heard the Chief Constable in further explanation the Board agreed:-

(i) to approve that the Board take on lease the accomodation for 20 years at an initial rent of E210,OOO per annum and on the other provisional terms set out in the Chief Constable’s report for the lease of Strathclyde House 8; and

(ii) to instruct the Head of Legal Service for Strathclyde Police to conclude the transaction on behalf of the Joint Police Board.

20. Strathclyde Police - Victoria Police -Exchanae of officers

There was submitted a report by the Chief Constable advising the Board of a proposed exchange of officers between Strathclyde Police and Victoria Police, Australia. Having heard the Chief Constable the Board approved the mutual exchange of officers between Strathclyde Police and Victoria Police and noted the proposed attendance at the next Joint Police Board meeting of the Australian officer Superintendent Noel Ashby.

21.

There was submitted a report by the Chief Constable advising the Board of the successful re-accreditation of Strathclyde Police in achieving the Investors in People quality standard. The Board agreed to note the report.

22. Public survey results

There was submitted a report by the Chief Constable advising the Board of the results of a survey commissioned by Strathclyde Police to monitor public opinion and satisfaction with various aspects of service provision. Having heard Assistant Chief Constable Macdonald in further explanation the Board agreed to note the report and offered its congratulations to the Force on the excellent results of the survey.

23. Autho rities Buyina Consort ium

There was submitted a report by the Chief Constable seeking the approval of the Board to renew the Board’s associate membership of the Authorities Buying Consortium for the period from 1 April 1998 to 31 March 1999 at a fee of E18,250, excluding VAT. Having heard the Chief Constable in further explanation the Board agreed to renew the membership.

24. Measured Term Contracts for Maintenance and Minor Works 199812001 - Contract Areas 1.2.3and 4

The Chief Constable submitted separate reports on the tenders received for the Measured Term Contracts for the force contract areas 1-4. Having heard the Chief Constable the Board agreed to award the contracts on the terms and conditions specified in the Chief Constables report to Building Services, Glasgow City Council; Technical Services, South Lanarkshire Council; John Dickie Construction Ltd, Burnfield Road, Glasgow; and Building Services, Glasgow City Council respectively being the lowest tenders received in each of the four contract areas.

25. New “G”Divisional Headauarters

There was submitted a report by the Chief Constable advising members of the transfer of “G”Divisional Headquarters from Orkney Street, Glasgow to the new building at Paisley Road West, Glasgow and inviting members of the Board to view the building on a date to be arranged. Having heard the Chief Constable the Board noted the terms of the report and agreed that any members wishing to view the new building should contact the Clerks office which will make the necessary arrangements.

26. Commu nitv Safetv Strategy

There was submitted a report by the Chief Constable providing members of the Board with information on the Community Safety Strategy of Strathclyde Police. Having heard the Chief Constable the Board noted the terms of the strategy and the priority which the Force attaches to it.

27. Proposed visit to Support Service: Air Support Unit

There was submitted a report by the Chief Constable inviting members of the Board to visit Strathclyde Police Air Support Unit located at the city heliport adjacent to the SECC, Glasgow. Having heard the Chief Constable in further explanation the Board noted the terms of the report and that any member wishing to visit the Air Support Unit should contact the Clerks office which will make the necessary arrangements. ., 28. POlice Pensions Reaulations - Reinstatement of a child s pension

There was submitted a report by the Treasurer seeking the reinstatement of a child’s pension in terms of the Police Pensions Regulations 1987. Having heard Mr Blair in further explanation the Board agreed to exercise its discretion to reinstate the pension.

29. Provisiona. of Information Tech noloav

There was submitted a report by the Chief Constable providing members with details of the current situation regarding the provision of Information Technology services within the Force. There was immediately thereafter a presentation by Keith Miller the Force’s Head of Communications and Information Technology. The Convener on behalf of the Board congratulated Mr Miller on his presentation and for the wealth of information provided, and the Board otherwise noted the Chief Constables report.
