Notice callina the meeting The notice calling the meeting of the Strathclyde Joint Police Board was held as read. 2. Strathclyde Police Personnel The Chief Constable introduced to the Board as observers Assistant Chief Constable James Orr, Assistant Chief Constable Crispian Strachan who leaves shortly to take up the post of Chief Constable with Northumbria Police Force, Chief Superintendents Wilson and Dale and Mr Norrie Flowers of the Police Federation. 3. Expression of conaratulations The Convener intimated to the Board that in the New Years Honours List, Her Majesty the Queen had conferred the Queen’s Police Medal on Assistant Chief Constable George Macdonald and the MBE on Robert Dinnie the Head Commissionaire at Pitt Street Police Headquarters. The Board joined with the Convener in congratulating those individuals on the award of the decorations. 4. Correspondence There was one matter of correspondence viz:- A letter from COSLA inviting Board participation in a seminar entitled “Preparing for Parliament” to be held from 22-24 April 1998 in Aberdeen. In view of the importance of this seminar the Board agreed to be represented by the Convener and the two Vice-Conveners, or substitutes, and an officer of the Board. 5. The minutes of the Board meeting of 11 December 1997 were submitted and authorised to be signed. 6. Minutes of sub-committees (i) the minutes of the Police (Senior Officers and Tribunals) Sub-committee of 1 1 December 1997 were submitted and noted. (ii) the minutes of the Budget Review Sub-committee of 9 January 1998 were submitted and noted. (iii) the minutes of the Convener’s Sub-committee of 5 February 1998 were submitted, approved where necessary and noted. (iv) the minutes of the Physical Resources Sub-committee of 10 February 1998 were submitted and noted. STRATHCLYDE JOINT POLICE BOARD - MINUTES OF MEETING ON 19 FEBRUARY 1998 -3- 7. Revenue budget 1998/99and sett ina of precept The Board adopted the procedure note submitted by the Clerk for the disposal of this item of business. Thereafter there was submitted the joint report by the Treasurer and Chief Constable: (i) intimating the level of central government grant support for the police budget in 1998199; (ii) proposing a revenue budget strategy for 1998/99; (iii) explaining the basis on which the net budgeted expenditure would be charged to the twelve constituent authorities; and (iv) recommending: (a) approval of total net police expenditure for 1998199 of E345,617,840. (b) approval of net expenditure for Emergencies Planning Police of El 66,960. (c) approval of a precept upon member authorities net of grant of E169,943,840 in respect of police and E44,350 in respect of emergencies planning. The Board then heard statements by the Convener, Chief Constable and Treasurer and after discussion and having heard the Treasurer and Chief Constable in explanation of detail in the budget and in answer to members questions, Councillor Timoney, seconded by Councillor McCabe moved approval of the Police Revenue Budget for 1998199 in terms of the recommendations set out at (iv) above, the requisitions on the constituent authorities as shown in Annex 1 to this paragraph, and the requisitions on the constituent authorities for emergencies planning expenditure as shown in Annex 2 to this paragraph. The Board unanimously approved. Revenue budaetary control variance report for the period 1 April 1997 - 3 Januarv 1998 The Chief Constable submitted a revenue expenditure monitoring report providing a comparison of actual expenditure for the period 1 April 1997 to 3 January 1998 against estimated expenditure. Restructur ina of operational d ivisional boundaries The Chief Constable Submitted a report detailing his proposals for amendments to the operational divisional structure of Strathclyde Police. He advised that he has set up a Steering Group chaired by the Deputy Chief Constable whose initial remit will be to consider:- (i) the merger of “N” and “P” Divisions to create a police division co-terminous with North Lanarkshire Council; (ii) the transfer of “FC” Sub-division (Rutherglen) to “Q” Division to create a police division co-terminous with South Lanarkshire Council; and (iii) to merge “K” and “X” Divisions to create a larger and more operationally robust division to serve the communities of Renfrewshire and lnverclyde Councils. Having heard the Chief Constable in further explanation the Board, whilst noting the report, asked him to ensure that local members are kept fully appraised of his proposals as they develop. 10. St rathclyde tr ial of CS incapacitant spray: Update The Chief Constable submitted a report updating members on the use of the CS incapacitant spray within Strathclyde Police and an extension of the pilot trials both in terms of time and area. The Board noted that the trial, in addition to covering the entire “D” Division area, will also extend to the sub-divisions of Kirkintilloch and Springburn and that the initial six month trial period had been extended to twelve months. The Board agreed to note his report. 11. NewSub-divisional Headquarters: Sm The Chief Constable Submitted a report providing the Board with details of the tenders received for the construction of the new sub-divisional headquarters at Saltcoats. Having heard the Chief Constable in further elaboration the Board agreed (i) to authorise acceptance of the tender submitted by Melville Dundas Ltd, Cameron Court, Hillington, Glasgow in the sum of E2,264,919.45and (ii) to instruct the Head of Strathclyde Police Legal Services to act on behalf of the Joint Police Board in concluding the contract. Review of Police Su raeon fees There was submitted a report by the Chief Constable outlining for the Board the main issues and financial implications of the revised Draft National Agreement for Police Surgeons which emerged from a recent review of Police Surgeon fees conducted by the Joint Negotiating Committee for the Fees of Doctors Assisting Local Authorities. Having heard the Chief Constable and Mr Blair the Board agreed:- (i) to note the report; (ii) to approve the action of the Clerk in writing to the JNC in the terms then intimated; and (iii) to ask the Chief Constable to prepare a report for the next Board meeting suggesting a strategy as to how the Police Surgeon service, in terms of the revised proposals now brought forward by the JNC, can be made to meet the requirements of the Board whilst remaining within the approved budget. 13. Strathclyde Police Forensic Science Laboratory annual report - 1996-1997 There was submitted a report by the Chief Constable providing members with information on the publication of the second annual report of Strathclyde Police Forensic Science Laboratory.
