  • Chief Engineer's Report
REPORT OF THE CHIEF ENGINEER DELAWARE STATE HIGHWAY DEPARTMENT luly 1, 1953 to July 1, 1954 Dover, Delaware Chairman and Members State Highway Department Dover, Delaware Gentlemen: It is required by law that the Chief Engineer of the State Highway Department submit annually to the members of the Department a report covering the activities of the preceding year. In accordance with this policy, I am pleased to present my annual report on the work accomplished in the period from July 1, 1953, to June 30, 1954. During this period, the Department appointed me Chief Engineer, effective August 1, 1953, to succeed Mr. Richard A. Haber. Mr. Haber resigned to accept employment in private practice and terminated his services with the Department on October 27, 1953. In addition to my report on the activities of the De partment, I am submitting my recommendations for its future operations. At this time I wish to express to each of you my sincere appreciation for your valuable help during the past year. I especially want to thank Mr. Hugh R. Sharp, Jr., Chair man, and Mr. William P. Richardson, Vice-Chairman, for their penetrating observations and keen advice in the many intricate problems that face the Chief Engineer. No one could ask for a fuller measure of support than the Depart ment has given me; I am deeply appreciative of that support. At this time I must record also my indebtedness to the heads of the Divisions within the Department, who 11 have so ably cooperated with me in solving problems concerning our mutual responsibilities, To those assistants reporting directly to me goes the highest praise for their accomplishments during the year.

The report presented two rate options to the Board; one with a 20% contingency factor and one without. The Board accepted the report with the 20% contingency factor. This option provides the Board with the authority to assess up to $7.53 per acre annually. However, recognizing that once the Groundwater Sustainability Plan was prepared the cost of operating the Agency would be substantially less, the Board opted to restrict their ability to assess landowners into the future. Therefore, they have limited the maximum assessment to the following schedule: 2018 2019 2020 and thereafter $6.50/Acre $6.50/Acre $4.00/Acre The above schedule is consistent with the ballots sent to landowners. Please consider the revised fee approach while reviewing this Engineer’s Report.
