Olszański ces cOM Even though the national-level political scene in Ukraine is dominated by the Party of Regions, the west of the country has seen a progressing incre- ase in the activity of the Svoboda (Freedom) party, a group that combines tudies participation in the democratically elected local government of Eastern s Galicia with street actions, characteristic of anti-system groups. This party has brought a new quality to the Ukrainian nationalist movement, as it astern refers to the rhetoric of European anti-liberal and neo-nationalist move- e ments, and its emergence is a clear response to public demand for a group of this sort. The increase in its popularity plays into the hands of the Party of Regions, which is seeking to weaken the more moderate opposition entre for parties (mainly the Yulia Tymoshenko Bloc). However, Svoboda retains its c independence from the ruling camp. This party, in all likelihood, will beco- me a permanent and important player in Ukrainian political life, although its influence may be restricted to Eastern Galicia. NTARy Me Svoboda is determined to fight the tendencies in Ukrainian politics and the social sphere which it considers pro-Russian. Its attitude towards Russia and Russians, furthermore, is unambiguously hostile. In the case of Poland, ces cOM it reduces mutual relations almost exclusively to the historical aspects, strongly criticising the commemoration of the victims of the Ukrainian Insurgent Army’s (UPA) crimes. -

According to the United Nations Rights Office, the latter has claimed the lives of 13,000 people, including those of unarmed civilian population, and entailed 30,000 wounded (Miller 2019). The United Nations High Commissioner for Refugees adds to that 1.5 million internally displaced persons (IDPs), 100,000 refugees and asylum-seekers (UNHCR 2014). Order Code RL32691 CRS Report for Congress Received through the CRS Web Ukraine’s Political Crisis and U.S. Policy Issues Updated February 1, 2005 Steven Woehrel Specialist in European Affairs Foreign Affairs, Defense, and Trade Division Congressional Research Service ˜ The Library of Congress Ukraine’s Political Crisis and U.S. Policy Issues Summary In 2004, many observers believed that Ukraine was at a key period in its transition that could shape its geopolitical orientation for years to come, in part due to presidential elections held on October 31, November 21, and December 26, 2004. In their view, Ukraine could move closer to integration in Euro-Atlantic institutions, real democracy and the rule of law, and a genuine free market economy, or it could move toward a Russian sphere of influence with “managed democracy” and an oligarchic economy. For the past decade, Ukraine’s political scene had been dominated by President Leonid Kuchma and the oligarchic “clans” (regionally based groups of powerful politicians and businessmen) that have supported him. The oligarchs chose Prime Minister Viktor Yanukovych as their candidate to succeed Kuchma as President. The chief opposition candidate, former Prime Minister Viktor Yushchenko, was a pro-reform, pro-Western figure seen by many observers as a man of high personal integrity. International observers criticized the election campaign and the first and second rounds of the election as not free and fair, citing such factors as government-run media bias in favor of Yanukovych, abuse of absentee ballots, barring of opposition representatives from electoral commissions, and inaccurate voter lists. Nevertheless, Yushchenko topped the first round of the vote on October 31 by a razor-thin margin over Yanukovych. -

During a public meeting on 20 July between Reporters Without Borders and members of the Ukrainian parliament’s Committee of Enquiry into Freedom of Expression, parliamentarian Andrei Shevchenko deplored not only the increase in press freedom violations but also, and above all, the disturbing and challenging lack of reaction from the government. The data gathered by the organisation in the course of its monitoring of Ukraine confirms that there has been a significant increase in reports of press freedom violations since Viktor Yanukovych’s election as president in February. Together with the Institute of Mass Information, we have a unique vantage point into the challenges and opportunities for the freedom of expression in Ukraine, especially as they pertain to journalists and activists, gained through our support for training journalists and the establishment of an independent platform (Nikorupciji.org) to investigate and cover instances of corruption at the local level. Freedom House has consulted with the government of Ukraine to share our concerns about how gaps between laws and practice in protecting the freedom of expression have a corrosive effect on the prospects for democratic advancement. We look forward to continuing this engagement. PREFACE A USAID-supported activity known as the Strengthening Electoral Administration in Ukraine Project (SEAUP), administered by Development Associates, played a decidedly important role in facilitating Ukraine’s turn to democracy in 2004. The pages that follow provide evidence of that unequivocal conclusion, but just as importantly offer reflections on how the project was perceived and implemented of interest to promoters of free elections and democratization elsewhere. SEAUP’s success would have been unattainable without the unwavering support USAID gave the initiative and the trust placed in its professional staff. The Kyiv Mission granted considerable administrative flexibility that proved essential as political tensions increased and unplanned program inputs had to be devised virtually overnight to meet the challenges of a massively fraudulent vote and a court-ordered revote. The efforts of external players to foment anti-American sentiments further complicated the environment and imposed additional constraints on project implementers. USAID sponsored other implementing agencies actively supporting democratic consolidation in Ukraine, working directly with NDI, IRI, Freedom House, InterNews, and ABA/CEELI. -

The region, with its natural resources and sources of energy, has seen waves of dramatic political change over the centuries. The changing political structure of the region, the presence of never-ending conflicts, and international actors’ interest in the region are aspects of Eurasia’s complexity and dynamism. The Center for Eurasian Studies contributes to area studies conducted within USAK under the assumption that social reality is a very complex phenomenon and can only be dealt with through the use of different methods and disciplines. The main goal of the Center is to carry out a vigorous analysis of Eurasia and offer policy recommendations. To this end, the Center prepares reports and studies on the region as well as risk analyses. By organizing roundtable meetings and conferences, the Center also functions as a platform where different ideas and opinions can be expressed. Email: [email protected] This paper investigates whether and how patronage networks affect the progress of socio-political reforms at the local level in Ukraine. It contributes in three ways to the study of networks and transitions of socio-political orders: first, it provides rich empirical study using primary (interview) and secondary data; second, it focuses on the local rather than national level and analyses three understudied cases of networks (Kharkiv, Mykolaiv, and Ivano-Frankivsk); third, theoretically it relates the studies of patronage networks in post-communist setting to a broader framework of limited access orders. Our findings show that although multiplicity of networks might be a necessary condition for the opening of access to political and economic resources, it is not a sufficient one. Also, the presence of multiple networks is not necessary for high level of citizen satisfaction with public goods provision—a single dominant network might achieve a relatively high level of citizen satisfaction too. Introduction Social networks are ubiquitous in social, economic, and political life (Collier 2016, 10).
