Introduction NAVIGATION is the process of directing the movement of a craft from one place to another. The root of the word comes from the Latin word Navis meaning ship. Because of this, many have suggested that the term for flying should. be "avigation" (avis is bird); however, modern air naviga- tion has little to do with the instinct of a bird, and tl?e same princif,les of navigation apply to both ships and air- craft. Thus, Air Navigation has become the accepted terin.`, Air navigation can. be defined as "the process of deter- mining the geographical position and of maintaining the desired direction of an aircraft- relative to the surfate of the earth." ,Any,movement in this universe ultimately in- volves an intention to proceed to a definite point. From the known position, you must decide in which direcgon you will travel. In traveling, by automobile, you are restricted to the highways, a limitation,not found in flying. You decide that your general. direction will be south. If you were flying, you ,would figure your heading and flyit.In an automobile, you must select a highway pointing in that general direction. To verify this,you must check the distance. This is the third element of the navigation problem. Distance is also needed to solve time, the fourth ele- ment. To find the distance, you ,could add up all the little mile- ages between towns, a tedious chore at best. On the other hand, you could go to the map scale and find how many miles are depicted by an inch on the map (Fig 3)In our example, you find that ,one inch equals approximately 20 miles. Onthe map, almost seven inches represent the distance fromMontgomery to, Fort Walton Beach. Therefore, it is approximately 140miles. At an average speed Of 50 miles per hour (mph), you will take 2 hours and 50 minutes driving time.

The concept is almost as old as the airways themselves. The first flight inspectors flew war surplus open-cockpit biplanes, bouncing around with airmail pilots and watching over a steadily growing airway system predicated on airway light beacons to provide navigational guidance. The advent of radio navigation brought an increased importance to the flight inspector, as his was the only platform that could evaluate the radio transmitters from where they were used: in the air. With the development of the Instrument Landing System (ILS) and the Very High Frequency Omni-directional Range (VOR), flight inspection became an essential element to verify the accuracy of the system.

GPS provides reliable positioning, navigation, and timing services to users on a continuous worldwide basis. The satellite system was built by the United States, but its services are freely available to everyone on the planet. For anyone with a GPS receiver, the system provides location and time. GPS provides accurate location and time information for an unlimited number of people in all weather, day or night, anywhere in the world. The GPS is made up of three parts: satellites orbiting the Earth; control and monitoring stations on Earth; and the GPS receivers (either stand–alone devices or integrated sub–systems) operated by users. GPS satellites broadcast continuous signals which are picked up and identified by GPS receivers. Each GPS receiver then provides three–dimensional location information (latitude, longitude, and altitude), plus the current time. Equipped with a GPS receiver, any user can accurately locate where they are and easily navigate to where they want to go, whether walking, driving, flying, or boating. GPS has become an important part of transportation systems worldwide, providing navigation for aviation, ground, and maritime operations. Disaster relief and emergency service agencies depend upon GPS for location and timing capabilities in their life–saving missions. Everyday activities such as banking, mobile phone operations, and even the control of power grids, are facilitated by the accurate timing provided by GPS. Farmers, surveyors, geologists and countless others perform their work more efficiently, safely, economically, and accurately using the free and open GPS signals.

As such, DORIS was proposed in support of POSEIDON oceanographic altimetric experiment and was embarked on the TOPEX satellite (launched in August 92). DORIS is then part of the scientific payload, and is a primary sensor for the orbit determination which requires an accuracy in the order of 2 to 3 cm to achieve the large scale ocean monitoring needed for the altimetric mission.     Chapter 2 En Route Operations Introduction The en route phase of flight is defined as that segment of flight from the termination point of a departure procedure to the origination point of an arrival procedure. The procedures employed in the en route phase of flight are governed by a set of specific flight standards established by 14 CFR [Figure 2-1], FAA Order 8260.3, and related publications. These standards establish courses to be flown, obstacle clearance criteria, minimum altitudes, navigation performance, and communications requirements. 2-1 fly along the centerline when on a Federal airway or, on routes other than Federal airways, along the direct course between NAVAIDs or fixes defining the route. The regulation allows maneuvering to pass well clear of other air traffic or, if in visual meteorogical conditions (VMC), to clear the flightpath both before and during climb or descent. Airways Airway routing occurs along pre-defined pathways called airways. [Figure 2-2] Airways can be thought of as three- dimensional highways for aircraft. In most land areas of the world, aircraft are required to fly airways between the departure and destination airports. The rules governing airway routing, Standard Instrument Departures (SID) and Standard Terminal Arrival (STAR), are published flight procedures that cover altitude, airspeed, and requirements for entering and leaving the airway.     i ii Preface This Instrument Flying Handbook is designed for use by instrument flight instructors and pilots preparing for instrument rating tests. Instructors may find this handbook a valuable training aid as it includes basic reference material for knowledge testing and instrument flight training. Other Federal Aviation Administration (FAA) publications should be consulted for more detailed information on related topics. This handbook conforms to pilot training and certification concepts established by the FAA. There are different ways of teaching, as well as performing, flight procedures and maneuvers and many variations in the explanations of aerodynamic theories and principles. This handbook adopts selected methods and concepts for instrument flying. The discussion and explanations reflect the most commonly used practices and principles. Occasionally the word “must” or similar language is used where the desired action is deemed critical. The use of such language is not intended to add to, interpret, or relieve a duty imposed by Title 14 of the Code of Federal Regulations (14 CFR). All of the aeronautical knowledge and skills required to operate in instrument meteorological conditions (IMC) are detailed. Chapters are dedicated to human and aerodynamic factors affecting instrument flight, the flight instruments, attitude instrument flying for airplanes, basic flight maneuvers used in IMC, attitude instrument flying for helicopters, navigation systems, the National Airspace System (NAS), the air traffic control (ATC) system, instrument flight rules (IFR) flight procedures, and IFR emergencies. Clearance shorthand and an integrated instrument lesson guide are also included. This handbook supersedes Advisory Circular (AC) 61-27C, Instrument Flying Handbook, which was revised in 1980.
