It is no wonder that we celebrate the Shipbuilder’s Day on June 29. On that day in 1667 a decree of Tsar Alexei Mikhailovich was issued on the construction of the ‘Orel’ ship in the village of Dedinovo on the Oka river. De facto, it was the first documented state order of a combat ship. The historians of shipbuilding interpret this event differently. For instance, the five-volume ‘History of the domestic shipbuilding’ under the editorship of Igor Spasskiy, a member of the Academy of Sciences, says that in line with the tsar’s decree, in June 1667, “near the tsar’s village of Dedinovo of the Kolomna district, a shipbuilding facility was established for the construction of the Russian combat fleet. The fleet was under creation in order to protect navigation on the Volga river and in the Caspian Sea. Of course, a hypothesis on the plans of Alexei Mikhailovich to build an entire fleet needs further justification. But it is quite reasonable to take the count of the Russian state shipbuilding history from that decree. Just in tens of years later a real construction of the Russian fleet began. On 30 October 1696, under the rule of the son of Alexei Mikhailovich – Peter the First, the Boyar Duma took its famous ‘The sea ships to exist!’ decision. Summary There has been a significant increase in the role of sea ferry services today as well as a significant KEY WORDS increase in the number of ferry vessels and passenger flow, which requires the development of new practical forecasting methods. The article proposes a new approach to forecasting, mathematical model which is based on the integrated interaction of the systems «passenger sea port - cruise or ferry simulation lines». This research focused on the regions of the Adriatic and the Baltic Sea and the existing ferry network network of cruise and ferry line routes. When studying this system, it was justified to use a cruise network new mathematical model based on practical simulation and models of the theory of discrete transport hub processes and systems. The proposed model is complemented by a discretization-based study marine passenger port based on the Kotelnikov´s theorem. To reflect the dynamics of changes in such a system, it is passenger intensity proposed to use new diagrams of the intensity represented by circos graphs (diagrams).
