Governor of , Punjab and Administrator UT Chandigarh, Prof. Kaptan Singh Solanki, Releases first Industrial Policy

Chandigarh July 01, 2015:- The first Industrial Policy was released today by His Excellency, of Punjab, Haryana & Administrator, U.T. Chandigarh, Prof. Kaptan Singh Solanki. The policy is first of its kind which will boost the employment charts of the city as well as motivate the medium and small industries. The policy has been formulated by Department of Industries after inviting suggestions from Industries Association of Chandigarh, CII and PHD Chamber of Commerce and Industry Chandigarh.

The policy has been framed in such a way that it will go along way by resolving most of the issues of the industries. A harmonious balance has been established while framing the policies. While addressing the gathering Sh. Anurag Agarwal said “This is a momentous occasion for all the citizens of Chandigarh. This policy will ensure that there is increase in industries in the city”. He mentioned about all the salient features of the policies like Promotion of Non Polluting Technology Industry, Centres of Excellence facilitating nuts, bath fittings, bolts and fasteners industry as they are the mainstream of Chandigarh industry, IT enabled services in Industrial Area of Phase I & II, Industrial warehouse in Chandigarh, online portals for setting up of new industries, strengthening the single window system, common application forms for setting up industries.

While addressing the gathering the Governor of Haryana, Punjab and Administrator UT Chandigarh, Prof. Kaptan Singh Solanki said that the Industry has an important role to play in the development of economic well being of a country. He said without the development of industry the development cannot be imagined.

Prof. Solanki said the objectives of the Industrial policy are to promote non polluting industry in Chandigarh and to maximize production, achieve higher productivity through modern and efficient work techniques and optimum utilization of available resources. He said the Endeavour of the UT, Chandigarh is to make Chandigarh a hub of pollution free and knowledge based industrial activities. Through this Industrial Policy, The Administration has made an effort to develop the existing industry as well as new industry and also the estate management procedures

Prof. Solanki said that our Hon'ble, Prime Minister ShriNarendra Modi has also emphasized the promotion of industry and has started its flagship programme 'Make in '. He said this Industrial Policy has been formulated by the Department of Industries after inviting suggestions from the Industries Associations, CII and PHD Chamber of Commerce & Industry, Chandigarh and after discussing with the concerned departments. The Administration has made efforts to make the Industrial Policy in such a way that it could meet the demands of Industry Associations. With the tremendous progress in the field of Computer Science, IT and other Knowledge based industry, a number of avenues have been opened for the budding entrepreneur, he added.

The Governor said in order to facilitate the industry the Administration is going to start Common Application Form so as to reduce the paper work through Single Window system. He said it would be the endeavour of the Administration to make functional the Common Application form system, Compatible with electronic platform by 2nd October, 2015. He said the services like water connection, sewer connection, acknowledgement under MSMED Act, 2006, power connection, CST/TIN number, and license under Factories Act would be provided in a time bound manner and if and department does not provide the services within the prescribed time limit, despite the application having no deficiency, the service would be deemed to have been approved. Coordination with the relevant departments and required updates will be provided to the entrepreneurs through this system. The Administration would start self certification under various Acts of the Labour Law and exemption would also be given from inspection there under. VAT Forms would be issued online, he added.

Prof. Solanki said it would be a matter of pride that Union Territory, Chandigarh is the first amongst all the Union Territories to start online filing of Entrepreneurship Memorandum I ( for the proposed units ) & II ( for the existing units ) w.e.f from 01.10.2014. He said as per the directions of the Ministry of MSME, the same is now issued online in a time bound manner i.e. EM-I is issued within 24 hours and EM-II is issued within 7 days. Micro & Small Enterprises Facilitation Council has already started functioning in U.T., Chandigarh which is helpful for the existing enterprises in receiving interest on their delayed payments. The Procurement Preference Policy which envisages 20 of procurement from local MSEs will also be notified shortly in U.T., Chandigarh.

He further disclosed that the Administration will set up a CENTRE OF EXCELLENCE especially for fasteners/nut screws/tractor parts and bath fitting enterprises Certain additional activities such as IT/Electronics Hardware,/Software/ITES units have been allowed in Industrial areas. The industrial plots lying vacant in Industrial Area would be allotted in accordance with the policy framed by the Chandigarh Administration.

He said that he was hopeful that this Industrial Policy would be proved a 'mile stone' in the development of Chandigarh. He said the Industrial Policy would be reviewed at periodic intervals by the Administration. He said it was a long outstanding demand of the entrepreneurs of the Union Territory, Chandigarh, which was fulfilled today.

The Sh. Vijay Dev, IAS, Adviser to the Administrator said “Harmonious balance has been created while framing the policies. These policies will ensure that the industries will grow more and more now in Chandigarh”. The Adviser motivated all the industrialists to grow more and more and make the city Industrial Hub.

The Mayor, Poonam Sharma and Kirron Kher, Member of Parliament, Chandigarh, congratulated the Department of Industries and all the citizens of Chandigarh on the launch of the policy.
