NBA Court Realty Dan Cervone (New York University), Luke Bornn (Simon Fraser University), and Kirk Goldsberry (University of Texas) The Court is a Real Estate Market Throughout a basketball possession, teams fight to control valuable court space. For example, - being near the basket or in the corner 3 areas leads to high-value shots - having the ball at the top of the arc keeps many pass options open - being open and undefended anywhere on the court eases ball movement and minimizes turnovers. Using only patterns of ball movement such as passes, we are able to infer which regions of the court teams value most, and quantify the effects of controlling such regions. This leads to new spatial characterizations of team/player strategy, and value quantifications of positioning and spacing. For instance, we can compare the value of the space the ballcarrier controls with the value of the space his teammates control to better understand how different lineups manage on- and off-ball resources. Above: Map of NBA court real estate values during 2014-15 season. Just like New York City (right), property values vary Read the full paper: dramatically by neighborhood. Valuing property investments based on exchanges: When players pass the ball on offense, the team exchanges property investments. The patterns of these transactions allow us to infer the value of each player's real estate investment porfolio. For instance, in the figure on the left, if a pass between players A and B is equally likely to go A → B as B → A, we'd think A's and B's investment 1.

233 Wilshire Boulevard Suite 150 Santa Monica, CA 90401 310.451.4488 phrn·i;:, 310.451.5279 fax November 20, 2017 Ms. Lisa Trifiletti Trifiletti Consulting, Inc. 1541 Wilshire Boulevard, Suite 560 Los Angeles, CA 90017 Subject: ESA's Statement of Qualifications for the Proposed Clippers Arena in the City of Inglewood, California Dear Ms. Trifiletti: The City of Inglewood's continued revitalization is tied in part to its emerging role as a sports and entertainment destination. This transformation began with the opening of the newly renovated Forum Arena in 2014, continued by the current construction of the Rams/Chargers Stadium, soon to be the largest in the nation, and would culminate with development of the Clippers Arena. From the perspective of the Clippers, a new arena in Inglewood will eliminate the scheduling challenges posed by sharing the Staples Center with the Lakers, Sparks, and NHL Kings. Further, by building a state-of-the-art, privately funded arena, the Clippers can influence every aspect of the game-day experience, including parking, logistics, food, seating, commerce, broadcasting, and much more. While a new arena will have benefits to both the Clippers and the City, this project will be pursued under the extremely watchful eye of the owners of the Forum, who see th is as direct competition to their operations; nearby private business, who would be required to give up land forthe arena; and local residents, who have voiced concerns about gentrification and rising rents. Accordingly, both the City and the Clippers require an environmental consulting firm who has an unmatched portfolio of preparing Environmental Impact Reports (El Rs) for high-profile sports stadiums and arenas, and an outstanding track-record for legal defensibility.

The Mission Bay Alliance objects to approval of this Project and certification of this EIR for the reasons stated in this letter. This letter incorporates by reference, as comments on the DSEIR, all of the comments on the DSEIR contained in the July 23, 2015, letter report authored by traffic engineer Dan Smith (attached as Exhibit 1), and the July 21, 2015, letter report authored by traffic engineer Larry Wymer (attached as Exhibit 2). I. THE DSEIR IS NOT SUFFICIENT AS AN INFORMATIONAL DOCUMENT WITH RESPECT TO TRANSPORTATION IMPACTS. A. The DSEIR Fails to Assess the Project Traffic Impacts on the Entire Affected Environment. The DSEIR studies Project-induced increases in congestion and delay, for both incremental and cumulative impacts, at twenty-two (22) intersections and six (6) freeway ramps, as shown in Table 1.
