3.0 Affected Environment and Environmental Consequences
3.0 AFFECTED ENVIRONMENT AND ENVIRONMENTAL CONSEQUENCES 3.1 INTRODUCTION This section presents the analysis topics included in the Hetch Hetchy Communication System Upgrade Environmental Assessment/Initial Study (EA/IS). Topics were selected based on federal and state laws and regulations, Executive Orders, National Park Service (NPS) Management Policies, United States Forest Service (USFS) Policies, and concerns expressed by the public, NPS and USFS staff, or other agencies during scoping and comment periods. Twenty separate resource topics are discussed in detail in this section. This section also provides a discussion of four topics that were dismissed from further analysis. To conduct an environmental analysis under the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA), the “baseline” or “affected environment” must first be described. This section provides information on the existing natural, cultural, and social conditions relevant to the Proposed Action. The planning context is also presented in Section 1.9.3. The information provided on existing conditions forms the basis for considering the potential impacts, or environmental consequences of the Proposed Action, and mitigation measures, if needed. The major elements of the impact analysis under NEPA, including specific National Park Service requirements that are common to all resource topic areas are described. Following this introduction, an analysis of impacts within each resource area is provided, starting at Section 3.8. Within the resource sections, NEPA/National Park Service/US Forest Service analysis is presented first for the Proposed Action, followed by the analysis for each of the project alternatives under consideration. A discussion of cumulative impacts is provided within each resource topic. -

Plants of Hot Springs Valley and Grover Hot Springs State Park Alpine County, California Compiled by Tim Messick and Ellen Dean This is a checklist of vascular plants that occur in Hot Springs Valley, including most of Grover Hot Springs State Park, in Alpine County, California. Approximately 310 taxa (distinct species, subspecies, and varieties) have been found in this area. How to Use this List Plants are listed alphabetically, by family, within major groups, according to their scientific names. This is standard practice for plant lists, but isn’t the most user-friendly for people who haven’t made a study of plant taxonomy. Identifying species in some of the larger families (e.g. the Sunflowers, Grasses, and Sedges) can become very technical, requiring examination of many plant characteristics under high magnification. But not to despair—many genera and even species of plants in this list become easy to recognize in the field with only a modest level of study or help from knowledgeable friends. Persistence will be rewarded with wonder at the diversity of plant life around us. Those wishing to pursue plant identification a bit further are encouraged to explore books on plants of the Sierra Nevada, and visit CalPhotos (calphotos.berkeley.edu), the Jepson eFlora (ucjeps.berkeley.edu/eflora), and CalFlora (www.calflora.org). The California Native Plant Society (www.cnps.org) promotes conservation of plants and their habitats throughout California and is a great resource for learning and for connecting with other native plant enthusiasts. The Nevada Native Plant Society nvnps.org( ) provides a similar focus on native plants of Nevada. -

The projects are known as the Donner Summit Public Utility District’s Wastewater Treatment Plant Upgrade Project and the Soda Springs Irrigation Disposal Expansion Project. Two parcels of approximately 10 acres and 25 acres will be effected by the proposed facilities upgrade and both are located within Section 22 of the Soda Springs USGS 7.5’ quadrangle map in Nevada County, California. Both are within the watershed of the South Yuba River at elevations between 6,500 and 7,000 feet (1,981 to 2,133 meters). The first parcel, APN #47-021-04, is at the location of the Donner Summit Public Utilities District (DS PUD) office at 53823 Sherrit Lane, north of Interstate 80 and the Norden exit road. -

Zeh, Ph.D., Dean, Graduate School August, 2016 i Abstract Starch residue analysis, ground stone, and use-wear analysis on milling equipment from High Rise Village and the White Mountain Village sites reveals a subsistence system that included geophyte processing at high elevation. High altitude residential use is little understood in North America and has often been thought to relate to intensive pine nut exploitation. This research indicates that this is not the case, and that geophytes were a targeted resource at high elevation. A closer look at the archaeological record in the two regions reveals that root processing was a common occurrence in nearby lowland regions and that high altitude villages may fit into this broader regional pattern of geophyte processing, a fact that has been overlooked by archaeologists and ethnographers alike, and something starch residue analysis is well suited to demonstrate.
