CHAPTER 58. An Act for the Redistribution of into Electoral Districts.

IS MAJESTY, by and with the advice and consent of the Legis­ H lative Assembly of the Province of British Columbia, enacts as follows:—

1. This Act may be cited as the "Redistribution Act, 1902." Short title.

'&. Sections 5 and 6, of Chapter 67 of the " Revised Statutes," and Repeal Clauses, sections 3 to 18, both inclusive, and 20 and 21 of Chapter 38 of the Statutes of 1898, are hereby repealed.

3. For the returning the number of Members of the Legislative Electoral Districts. Assembly of the Province of British Columbia fixed by the " Consti­ tution Act," there shall be and there are hereby created and established the following Electoral Districts, the names and boundaries whereof shall be those hereinafter described and defined in the following sub­ sections, and which Districts shall severally return to the Assembly the number of Members prescribed by the said sub-sections, that is to say:—

VICTORIA CITY ELECTORAL DISTRICT. (1.) That tract of land comprised within the municipality of the Victoria City. limits of the City of Victoria, including all that piece or parcel of land described and defined as follows:— Commencing at a point on the shore line of Foul Bay at the southern end of an accommodation road; thence northerly along the centre of said road to its intersection with the southern boundary line of section 68; thence easterly along said boundary line to the south-east corner of section 68; thence northerly along the eastern boundary lines of sections 68, 74, and 76 to the south-east corner of section 25; thence 217 CHAP. 58. westerly along the southern boundary line of section 25 to the centre of Mount Tolmie Road; thence northerly along the centre of Mount Tolmie Road to its intersection with the southern boundary line of section 26; thence westerly along said boundary line to the south-west corner of section 26; thence northerly along the western boundary lines of sections 26 and 27 to the north-west corner of section 27; thence westerly along the southern boundary lines of sections 34 and 42 to the south-west corner of section 42 ; thence northerly along the western boundary line of section 42 to the south-east corner of section 62; thence westerly along the southern boundary lines of sections 62, 63, and 7 to the intersection of the southern boundary line of section 7 with the centre of Burnside Road; thence north-westerly along the centre of Burnside Road to the centre of Harriet Road; thence southerly along the centre of Harriet Road to Victoria Arm; thence south­ westerly across Victoria Arm to the point where the centre of Arm Street intersects the southern shore of Victoria Arm; thence southerly along the centre of Arm Street to the centre of Oraigflower Road; thence easterly along the centre of Craigflower Road to the centre of Morgan Road; thence southerly along the centre of Morgan Hoad to the north-west corner of section 32; thence along the western boundary line of section 32 to the shore of Victoria Harbour; thence south-easterly across the Victoria Harbour to Shoal Point on the Straits of San Juan De Fuca; thence along the shore line of the Straits of San Juan De Fuca, including all wharves, jetties, and build­ ings along said shore line, to the point of commencement, shall consti­ tute one Electoral District, to be designated " Victoria City Electoral District," and return four members.

SAANICH ELECTORAL DISTRICT. Saanich. (2,) All those tracts of land other than and except Victoria City Electoral District, hereinbefore mentioned, comprised within the Victoria, Lake, and South Saanich Districts, as defined on the official maps of those Districts now deposited in the Land Office, Victoria, and which maps are designated respectively " Official Map, 1858," "Lake District," "South Saanich Official Map, 1859," shall constitute one Electoral District, to be designated " Saanich Electoral District," and return one member.

ESQUIMALT ELECTORAL DISTRICT. Eaquimalt. (3.) That tract of land comprised within the following boundaries, viz.:— Commencing at a point on the west shore of Saanich Inlet, being the south-east corner of Shawnigan District; thence due west along the southern boundary of Shawnigan District and on a line in continua­ tion thereof to its intersection with the shore line of the west coast of Vancouver Island; thence in an easterly direction following the shore 218 1902. CHAP. 58. line of the said island to Maclaughlin Point, at the entrance to Victoria Harbour, including Race Islands; thence due east to the western boundary of Saanich Electoral District, as hereinbefore defined; thence following the said western boundary of Saanich Electoral District to its intersection with Tod Creek; thence along the shore line of Tod Creek, Finlayson's Arm, and Saanich Inlet to the place of commence­ ment, shall constitute one Electoral District, to be designated "Esquimalt Electoral District," and return one member.

COWICHAN ELECTORAL DISTRICT. (4.) That tract of land contained within the following boundaries, Co-wichan. viz.:— Commencing at a point on the west shore of Saanich Inlet, being the south-east corner of Shawnigan District; thence in a northerly direction following the coast line to a point on Stewart Channel, about one mile north of Horseshoe Bay, being the north-east corner of Chemainus District; thence due west along the northern boundary of Chemainus District, and on a line in continuation thereof, to its inter­ section with the western boundary of the Esquimalt and Nanaimo Railway Company's land grant; thence to a point where the said westerly boundary of the said Esquimalt and Nanaimo Railway Com­ pany's land grant crosses the Nitinat River; thence westerly along the Nitinat River and Nitinat Lake and the coast line to its intersection with the northern boundary of Esquimalt Electoral District; thence due east along the said northern boundary of the said Esquimalt Electoral District to the place of commencement, shall constitute one Electoral District, to be designated the " Cowichan Electoral District," and return one member.

THE ISLANDS ELECTORAL DISTRICT. (5.) All that tract of land comprised within North Saanich District, The Islands, as defined on the official map of that district now deposited in the Land Office, Victoria, and designated " North Saanich, 1859," together with Salt Spring, Galiano, Mayne, Pender, Samuel, Saturna, Tumbo, Moresby, Portland, Prevost, Narrow, Sidney, James, Kuper, Thetis, Valdes, Gabriola and DeCourcy Islands, and all Islets adjacent thereto not being comprehended within any other Electoral District, shall constitute one Electoral District, to be designated the " Islands Elec­ toral District," and return one member.

NEWCASTLE ELECTORAL DISTRICT. (6.) That tract of land, other than and except Nanaimo City Elec- Newcastle, toral District hereinafter described, contained within the under­ mentioned boundaries, viz.:— Commencing at a point on the east coast of Vancouver Island, being the north-east corner of Mountain District; thence westerly to the 219 CHAP. 58. north-west corner of Dunsmuir District; chence southerly along the eastern boundary of Alberni Electoral District as hereinafter defined, to its intersection with the western boundary line of the Esquimalt and Nanaimo Railway Company's land grant; thence due east along the northern boundary of Cowichan Electoral District to a point on the east coast of Vancouver Island ; thence northerly following the coast to the north-west corner of Cedar District; thence south along the west boundary of Cedar District for two and a quarter miles; thence west for two miles; thence north to the north boundary of Cranberry District; thence west to the south-east corner of Mountain District; thence north to the point of commencement, shall constitute one Elec­ toral District, to be designated " Newcastle Electoral District," and return one member.

NANAIMO CITY ELECTORAL DISTRICT. Nanaimo City. (7.) That tract of land, including Nanaimo City, contained within the following boundaries, viz.:— Commencing at the north-east corner of Mountain District; thence south-easterly, following the shore line of Vancouver Island to the east boundary of Cranberry District; thence south along the east boundary of Cranberry District for two and a quarter miles ; thence west for two miles; thence north to the north boundary of Cranberry District; thence west to the south-east corner of Mountain District; thence north to point of commencement, including Newcastle and Protection Islands, shall constitute one Electoral District, to be desig­ nated " Nanaimo City Electoral District," and return one member.

ALBERNI ELECTORAL DISTRICT. Alberni. (8.) That tract of land contained within the following boundaries, viz.:— Commencing at a point on the east coast of Vancouver Island, being the north-east corner of the Mountain District; thence due west on a right line to the north-west corner of Dunsmuir District; thence south-westerly following the western boundary of Dunsmuir and Cowichan Districts to the mouth of Nitinat Lake ; thence north­ westerly following the coast line, and including all islands, to the mouth of Cache Creek in Township 35, Rupert District; thence on a right line to the north-west arm of Quatsino Sound; thence following the centre of the west and south-east arms of Quatsino Sound to the southern extremity of said south-east arm ; thence on a right line to the south-west end of Comox Lake; thence on a right line to the west end of Home Lake ; thence following Home Lake and Qualicum River to the Straits of Georgia; thence northerly to the south end of Harwood Island ; thence south-easterly through Malas- pina Strait and Middle Channel of Departure Bay to the point of com­ mencement, and including all the islands within the said boundary 220 1902. REDISTRIBUTION. CHAP. 58. lines, shall constitute one Electoral District, to be designated " Alberni Electoral District," and return one member. COMOX ELECTORAL DISTRICT. (9.) That tract of land contained within the following boundaries, Comox. viz.:— Commencing at the mouth of the Qualicum River; thence follow­ ing that river to Home Lake ; thence along the north shore of Home Lake to the north-eastern boundary of Alberni Electoral District; thence in a north-westerly direction following the north-easterly boundary of Alberni Electoral District to the mouth of Cache Creek, in Township 35, Rupert District; thence north-easterly on a right line to the point of intersection of the 128th meridian with the 51st parallel of latitude ; thence due east along said parallel of latitude to the 124th meridian; thence due south along said meridian to its intersection with Jervis Inlet; thence on a line following the centre of the channel down Jervis Inlet to a point opposite Scotch Fir Point, Malaspina Strait; thence on a line following the centre of the channel between Texada Island and the Mainland to the southern end of Harwood Island; thence to the south-east end of Hornby Island ; thence to the point of commencement at the mouth of Qualicum River, and includ­ ing all the islands within the said boundary lines, shall constitute one Electoral District, to be designated " Comox Electoral District," and return one member.

DELTA ELECTORAL DISTRICT. (10.) That tract of land contained within the limits of the Munici- Delta, palities of Delta, Surrey and Langley, including Barnstone and McMil­ lan Islands, shall constitute one Electoral District, to be designated " Delta Electoral District," and return one member. CHILLIWHACK ELECTORAL DISTRICT. (11.) That tract of land contained within the following boundaries, Chilliwhaok. viz. :— Commencing at the north-east corner of the Municipality of Langley; thence due south following the eastern boundary of the Municipality of Langley to the 49th parallel; thence east along the 49th parallel to the south-east corner of Section 5, Township 28, ; thence due north on a right line to its inter­ section with the main channel of the Fraser River; thence westerly following the centre of said channel to the point of commencement, shall constitute one Electoral District, to be designated " Chilliwhack Electoral District," and return one member. DEWDNEY ELECTORAL DISTRICT. (12). That tract of land contained within the following boundaries, Dewdney. viz:— Commencing at the north-east corner of Chilliwhack Electoral Dis­ trict ; thence north on a right line to its intersection with the parallel 221 CHAP. 58. passing through Lytton; thence due west to a point due north of the north arm of Burrard Inlet; thence south on a right line to the north arm of Burrard Inlet; thence south and east, following the said arm of Burrard Inlet to the eastern boundary of the Municipality of Burnaby; thence south to the Fraser River; thence east, following the channel of the Fraser River to the point of commencement, shall constitute one Electoral District, to be designated " Dewdney Electoral District," and return one member.

RICHMOND ELECTORAL DISTRICT. Richmond. (13.) That tract of land contained within the following boundaries, viz:— Commencing at a point on the Fraser River, being the south-east corner of the Municipality of Burnaby; thence due north to Burrard Inlet; thence west and north along the north arm of Burrard Inlet to the northern extremity of said north arm; thence due north on a right line to the north-west corner of Dewdney Electoral District; thence northerly to the north-west corner of Lillooet Lake; thence following the divide between the Lillooet and Birkenhead Rivers in a north­ westerly direction for a distance of fifteen miles; thence due west, to the intersection of the eastern boundary of Comox Electoral District; thence southerly, following Jervis Inlet to a point south of Scotch Fir Point; thence south-easterly, through the centre of Malaspina Strait and the Straits of Georgia, to a point opposite the main channel of the Fraser River; thence following the main channel of the Fraser River to the point of commencement, except those portions of the said district next hereinafter denned as "New Westminster City Electoral District" and " Vancouver City Electoral District," respec­ tively, shall constitute one Electoral District, to be designated " Rich­ mond Electoral District," and shall return one member.

NEW WESTMINSTER CITY ELECTORAL DISTRICT. New Westminster (14.) That tract of land comprised within the municipal limits of the City of New Westminster, as defined below, viz:— Commencing at a point on the right hand of the North Arm of the Fraser River, and in the centre of the street which is the south-west boundary of suburban block nine (9), as shown on the map of the Suburban lots of New Westminster City, British Columbia; thence north-westerly along the centre of the street which forms the westerly boundary of suburban blocks nine (9) and twelve (12) to the centre of the street which forms the northerly boundary of suburban lot twelve (12); thence in a north-easterly direction along the centre of the street which forms the northerly boundary of suburban blocks twelve (12), fourteen (14), and four (4), and its production to its intersection with the Brunette River; thence in a southerly direction, following the right bank of the Brunette River, to a point where the prolongation in a 222 1902. REDISTRIBUTION. CHAP. 58. northerly direction of the easterly boundary of suburban lot 7, block 8, would intersect the said right bank of the Brunette River; thence in a southerly direction along the said prolongation and the easterly bound­ ary of said lot 7, block 8, to the right bank of the Fraser River; thence southerly along a prolongation of said easterly boundary of said lot 7, block 8, to a point being 350 feet below high water mark; thence follow­ ing a line parallel to the shore line of said right bank of Fraser River, and being 350 feet below high water mark, to a point 350 feet below high water mark, and on the production southerly of the centre of the street forming the westerly boundary of suburban blocks nine (9) and twelve (12); thence in a north-westerly direction to place of begin­ ning. Also, all that other piece or tract of land which may be described as follows:—Beginning at a point at which the west line of lot 4, group 2, New Westminster District, produced northerly, inter­ sects the southern boundary of the City of New Westminster, and thence southwardly along the said west line of lot 4 produced, and the said west line of lot 4, thirty-three chains, more or less, to a point on the said west line of lot 4, distant three chains from the southern shore of the Fraser River; thence eastwardly and at right angles to the said west line of lot 4 thirty chains, more or less, to a point on the east line of lot 2, group 2; thence northwardly along the said east line of lot 2 to the southern shore of the Fraser River; thence westwardly along the said shore line of the Fraser River to a post on the west line of said lot 2; thence northwardly along the west line of the said lot 2 and the west line of the said lot 2 produced, thirty-three chains, more or less, to intersection of the southern boundary of the City of New Westminster; thence westwardly along the southern boundary of the City of New Westminster to the place of beginning. Also that portion of the easterly end of Lulu Island known and described as a Govern­ ment Reserve; also an island in the North Arm of the Fraser River lying between Lulu Island and the City of New Westminster, known and described as Poplar Island, shall constitute one Electoral District, to be designated "New Westminster City Electoral District," and return one member.

VANCOUVER CITY ELECTORAL DISTRICT. (15.) That tract of land comprised within the Municipal limits of the Vancouver City City of Vancouver, as they exist at the passing of this Act, shall con­ stitute one Electoral District to be designated " Vancouver City Electoral District," and return five members.

ATLIN ELECTORAL DISTRICT. (16.) That tract of land comprised within the following boundaries, Atlin. viz:— Commencing at a point being the north-west corner of the Province; thence due east along the 60th parallel to its intersection with the 223 CHAP. 58. REDISTRIBUTION. 2 ED. 7

128th meridian; thence south along the said meridian to its intersec­ tion with the 57th parallel; thence following the height of land south­ westerly between the Stikine and ISTaas rivers and their tributaries to a point on the International Boundary Line near Borough Bay; thence north-westerly along said boundary line to the point of commence­ ment, shall constitute one Electoral District, to be designated " Atlin Electoral District," and return one member.

SKEENA ELECTORAL DISTRICT. Skeena. (17.) That tract of land comprised within the following boundaries, viz:— Commencing at the south-west corner of the Atlin Electoral Dis­ trict ; thence north-easterly following the southern boundary of said district to the south-east corner of said district on the 57th parallel; thence due east along the 57th parallel to its intersection with the 124fch meridian; thence south on the 124th meridian to its intersec­ tion with the 55th parallel; thence due west along the said parallel to its intersection with the 125th meridian; thence due south along the 125th meridian to its intersection with the north boundary of Comox Electoral District on the 51st parallel; thence due west along the north boundary of Comox Electoral District to the 128th meridian; thence north-westerly to a point west of Cape St. James, Prevost Island, and distant therefrom about ten miles; thence northerly, following the general course of the western coast of Queen Charlotte Islands, to a point opposite Cape Knox; thence north-easterly to Cape Chacon, at the southern extremity of Prince of Wales Island; thence northerly along the western boundary of the Province to the point of commence­ ment, shall constitute one Electoral District, to be designated "Skeena Electoral District," and shall return one member.

CARIBOO ELECTORAL DISTRICT. Cariboo. (18.) All that tract of land contained within the following boundaries, viz:— Commencing at the point of intersection of the 125th meridian with the 52nd parallel of latitude; thence due east, following said parallel to the western boundary of Kootenay District; thence north-easterly on a line following the general course of the Columbia River, and distant from it about ten miles, to a point on the 118th meridian, about fifteen miles north-east of the Boat Encampment; thence northerly along the 118th meridian to the summit of the Rocky Mountains; thence north-westerly, following the summit of the Rocky Mountains, to the 120th meridian; thence due north along said meridian to the 60th parallel of latitude; thence due west along said parallel to the 128th meridian; thence south along the eastern boundary of Atlin Electoral District to the 57th parallel; thence east along the 57th parallel to the 124th meridian; thence south along the 124th meridian 224 1902. REDISTRIBUTION. CHAP. 58. to its intersection with the 55th parallel; thence due west along the 55th parallel to its intersection with the 125th meridian; thence due south to the point of commencement, shall constitute one Electoral District, to be designated " Cariboo Electoral District," and shall return two members. LILLOOET ELECTORAL DISTRICT. (19.) That tract of land situated within the following boundaries, Lillooet. viz.:— Commencing at the north-east corner of Dewdney Electoral District; thence north to a point on the Fraser Eiver just south of Watkinson's Ranch; thence north-easterly to the 114th mile post on the Yale- Cariboo Waggon Road; thence due east to the intersection of a meridian which passes through the mouth of Tranquille Creek; thence due north along said meridian to its intersection with the 52nd parallel of latitude; thence due west along said parallel of latitude to the 125th meridian; thence due south along said meridian to the 51st parallel of latitude; thence due east along said parallel to the 124th meridian; thence due south, following said meridian along the eastern boundary of Comox Electoral District to the north-west corner of Richmond Electoral District; thence along the northern boundaries of Richmond and Dewdney Electoral Districts to the point of com­ mencement, shall constitute one Electoral District, to be designated " Lillooet Electoral District," and shall return one member.

YALE ELECTORAL DISTRICT. (20.) That tract of land contained within the following boundaries, Yale, viz.:— Commencing at a point on the 49th parallel, being the south-east corner of Chilliwhack Electoral District; thence due north, following the eastern boundaries of Chilliwhack, Dewdney and Lillooet Electoral Districts to a point on the Fraser River just south of Watkinson's Ranch; thence north-easterly to the 114th mile post on the Yale- Cariboo Waggon Road; thence due east along the southern boundary of Lillooet Electoral District to the eastern boundary of Township 21, Range 22 west of the 6th initial meridian; thence due south along the eastern boundaries of Townships 22, 21, 20 and 19, all in Range 22 west of the 6th initial meridian, to the south-east corner of Township 19, Range 22; thence due east along the northern boundaries of Town­ ships 18, in Ranges 22, 21, 20 and 19 west of the 6th initial meridian to the north-east corner of Township 18, in Range 19 west of said meridian; thence due south to the south-west corner of Township 95, Kara loops District; thence south on a right line following the western boundary of Kamloops Electoral District to its intersection with the north boundary of Similkameen Electoral District; thence due west o 225 CHAP. 58. along the north boundary of Similkameen Electoral District to the north-west corner of the Similkameen Electoral District; thence south along the 121st meridian to its intersection with the 49th parallel; thence due west to the point of commencement, shall constitute one Electoral District, to be designated " Yale Electoral District," and shall return one member.

KAMLOOPS ELECTORAL DISTRICT. Kamloops. (21.) That tract of land contained within the following boundaries, viz.:— Commencing at a point on the southern boundary of Lillooet Electoral District, being the north-east corner of Yale Electoral District; thence following the eastern boundary of Yale Electoral District to the north-west corner of Lot 45, Yale District; thence due east to Five-Mile Creek; thence following Five-Mile Creek north­ easterly through Chain, Osprey and Link Lakes to Deep Creek, where it intersects the 120th meridian; thence on a right line north-easterly to a point in Shuswap Lake two miles east of the mouth of Salmon River; thence due east to the western boundary of Kootenay District; thence northerly, following the said western boundary of Kootenay District to its intersection with the southern boundary of Cariboo Electoral District; thence due west along the southern boundary of Cariboo Electoral District to a point due north of the mouth of Tran- quille Creek; thence due south to a point on the southern boundary of Lillooet Electoral District ten miles north of the mouth of Tranquille Creek; thence due west to the point of commencement, shall constitute one Electoral District, to be designated " Kamloops Electoral District," and shall return one member.

OKANAGAN ELECTORAL DISTRICT. Okanagan. (22.) That tract of land contained within the following boundaries, viz.:— Commencing at a point on the western boundary of Kootenay District, being the south-east corner of Kamloops Electoral Dis­ trict; thence south along the said western boundary of Kootenay District to the north-west corner of Township 69, Kootenay District; thence north-westerly following the height of land separating the waters flowing into Arrow Lake from the waters flowing into Kettle River to the south-east corner of Township 63, Yale District; thence south-westerly along the height of land separating the waters flowing into Okanagan Lake from the waters flowing into Kettle and Okana­ gan Rivers to a point two miles south of Penticton; thence north along the west shore of Okanagan Lake to the mouth of Trout Creek; thence following Trout Creek to its intersection with the 120th meri­ dian ; thence due north along the said meridian to its intersection with 226 1902. REDISTRIBUTION. CHAP. 58. the southern boundary of Kamloops Electoral District; thence north and east following the western and southern boundaries of Kamloops Electoral District to the point of commencement, shall constitute one Electoral District, to be designated " Okanagan Electoral District," and shall return one member.

SIMILKAMEEN ELECTORAL DISTRICT.

(23.) That tract of land contained within the following boundaries, Similkameen. viz.:— Commencing at a point in the 49th parallel where it intersects the 121st meridian; thence north on said meridian to a point due west of the north end of Otter Lake ; thence due east to the eastern boundary of Kamloops Electoral District; thence due south to the south-east corner of Kamloops Electoral District; thence east and north, following the western and southern boundaries of Kamloops and Okanagan Electoral Districts, to the north-west corner of Township 69, Kootenay District, in Eire Valley; thence south, following the western boundary of Kootenay District to the height of land separating the waters flowing into the north fork of Kettle River from the waters flowing into Bowman Creek; thence west and south along the height of land separating the waters flowing into Kettle River on the west from the waters flowing into the north fork of the Kettle River to the headwaters of Boulder Creek; thence westerly, following Boulder Creek to its junction with Kettle River; thence south along the Kettle River to the junction of Rock Creek ; thence due south along the eastern boundary of Township 67, Osoyoos District, to the International Boundary Line; thence west along the International Boundary Line to the point of commencement, shall constitute one Electoral District, to be designated " Similkameen Electoral District," and shall return one member.

GREENWOOD ELECTORAL DISTRICT. (24.) That tract of land contained within the following boundaries, Greenwood. viz.:— Commencing at the south-east corner of Township 67, Osoyoos District; thence north and west, following the eastern and southern boundaries of Similkameen Electoral District to the headwaters of Boulder Creek; thence south-easterly to the north-east corner of Township 79, Osoyoos District; thence due east to the north-east corner of section 33, Township 78, Osoyoos District; thence due south to the south-east corner of section 16 in said Township 78; thence due west to the north-east corner of section 11 in said Township 79; thence due south to the International Boundary Line; thence due west along the International Boundary Line to the point of commence­ ment, shall constitute one Electoral District, to be designated " Green- wood Electoral District," and shall return one member. 227 CHAP. 58. GRAND FORKS ELECTORAL DISTRICT. Grand Forks. (25.) That tract of land contained within the following boundaries viz:— Commencing at a point on the International Boundary Line, being the south-east corner of Greenwood Electoral District; thence north and east, following the western boundary of Greenwood and Similkameen Electoral Districts to a point in the western boundary of Kootenay District at its intersection with the western boundary of Similkameen Electoral District; thence south-easterly along the western boundary of Kootenay District to the International Boundary Line; thence west along the International Boundary Line to the point of commencement, shall constitute one Electoral District, to be desig­ nated " Grand Forks Electoral District," and shall return one member.

REVELSTOKE ELECTORAL DISTRICT. Revelstoke. (26.) That tract of land contained within the following boundaries, viz.:— Commencing at a point in the Canoe River ten miles north of Boat Encampment; thence south-easterly along the boundary line between East and West Kootenay Districts to its intersection with the 51st parallel; thence west and southerly following the height of land forming the watershed between streams flowing into Arrow Lake and streams flowing into Kootenay Lake to a point in the height of land two miles north of Nakusp; thence due west to the western boundary of Kootenay District; thence north, following said western boundary of Kootenay District to the point of commencement, shall constitute one Electoral District, to be designated " Revelstoke Elec­ toral District, and shall return one member.

SLOCAN ELECTORAL DISTRICT. Sloean (27.) That tract of land contained within the following boundaries, viz.:— Commencing at a point in the south boundary of Revelstoke Electoral District where it intersects the east shore of Upper Arrow Lake; thence southerly, following the centre line of the Upper and Lower Arrow Lakes to the southern watershed of Cayuse Creek; thence following the height of land between Pass Creek and Cayuse Creek to the Slocan River; thence crossing the Slocan River in a north-easterly direction along the height of land forming the watershed between the waters flowing into Slocan Lake and the waters flowing into Kootenay Lake, to a point in the southern boundary of Revelstoke Electoral District due east of a point two miles north of Nakusp, thence due west to the point of commence­ ment, shall constitute one Electoral District, to be designated " Slocan Electoral District," and shall return one member. 228 1902. YMIR ELECTORAL DISTRICT. (28.) That tract of land contained within the following boundaries, Ymir. viz.:— Commencing at a point in the western boundary of Kootenay District, being the south-west corner of Revelstoke Electoral District; thence southerly, following the western boundary of Kootenay Dis­ trict to its intersection with the 49th parallel; thence due east along said parallel to the eastern boundary of West Kootenay District; thence north along the said eastern boundary of Kootenay District to a point due east of the mouth of Louise Creek; thence west, crossing Kootenay Lake to a point in the west shore of Kootenay Lake one mile north of Balfour; thence west along the height of land forming the southern watershed of Coffee Creek to its intersection with the west boundary of Slocan Electoral District; thence south-westerly, following the boundary of Slocan Electoral District to Lower Arrow Lake; thence northerly along the western boundary of Slocan Electoral District to its intersection with the southern boundary of Revelstoke Electoral District; thence west to the point of commence­ ment, except those portions of the said district next hereinafter defined as "Nelson City Electoral District" and "Rossland City Electoral District" respectively, shall constitute one Electoral District, to be designated " Ymir Electoral District," and shall return one member.

NELSON CITY ELECTORAL DISTRICT. (29.) The tracts of land hereinafter described, viz.:— Nelson City. All those pieces or parcels of land situate, lying and being in Kootenay District, in the Province of British Columbia, upon the official map of said district known and numbered as Lot 95, Group 1 (containing 372 acres, more or less), and Lot 150, Group 1 (containing 164 acres, more or less), shall constitute one Electoi'al District, to be designated "Nelson City Electoral District," and shall return one member.

ROSSLAND CITY ELECTORAL DISTRICT. (30.) That tract of land hereinafter described, viz:— Rossland City. All that piece or parcel of land situate, lying and being in Kootenay District, in the Province of British Columbia, upon the official map of the said district known as sections 34 and 35, and the north half of sections 26 and 27, in township IXA., in the said district, bounded and described as follows:—Commencing at a point on the southern bound­ ary of township 28, District of Kootenay, said point being the inter­ section of sections 3 and 4, township 28, and sections 33 and 34, town­ ship IXA., Kootenay District; thence due south one hundred and twenty chains, to a point; thence due east one hundred and sixty chains, to a point; thence due north one hundred and twenty chains, 229 CHAP. 58. more or less, to the said southern boundary of township 28; thence due west along the southern boundary of township 28 one hundred and sixty chains, more or less, to the point of commencement, containing altogether 1,920 acres, more or less, shall constitute one Electoral Dis­ trict, to be designated " Rossland City Electoral District," and shall return one member.

KASLO ELECTORAL DISTRICT. Kaslo. (31.) That tract of land contained within the following boundaries:— Commencing at a point in the eastern boundary of West Kootenay District where it intersects the 51st parallel; thence southerly follow­ ing the eastern boundary of Revelstoke and Slocan Electoral Districts to a point one mile north of Balfour; thence east crossing Kootenay Lake to the mouth of Louise Creek ; thence east to the eastern bound­ ary of West Kootenay District; thence north following the eastern boundary of West Kootenay District to the point of commencement, shall constitute one Electoral District, to be designated " Kaslo Electoral District," and shall return one member.

COLUMBIA ELECTORAL DISTRICT. Columbia. (32.) Shall comprise all that portion of the District of East Kootenay which lies to the north of a line commencing at the inter­ section of the eastern boundary of the District with Kananaskis Pass; thence south-westerly along the centre of said pass and the centre of the Palliser River to the Kootenay River; thence south-westerly down the centre line of the said Kootenay River to its junction at Canal Flat with the canal leading to Upper Columbia Lake; thence due west to the western boundary of the said East Kootenay District, and shall constitute one Electoral District, to be designated " Columbia Electoral District," and shall return one member.

CRANBROOK ELECTORAL DISTRICT. Cranbrook. (33.) That tract of land contained within the following boundaries, viz:— Commencing at a point on the eastern boundary of the Province, where said boundary intersects with Kananaskis Pass; thence south­ westerly along the southern boundary of Columbia Electoral District to the south-west corner of Columbia Electoral District; thence southerly along the eastern boundary of Kaslo and Ymir Electoral Districts to the 49th parallel; thence due east along said parallel to the Kootenay River; thence north following the Kootenay River to the mouth of Bull River; thence following Bull River northerly to its headwaters; thence northerly on a right line to the point of commence­ ment, shall constitute one Electoral District, to be designated " Cran­ brook Electoral District," and shall return one member. 230 1902. FERNIE ELECTORAL DISTRICT. (34.) That tract of land contained within the following boundaries, Fernie. viz:— Commencing at a point in the Kootenay River where it intersects the 49th parallel, being the south-east corner of Cranbrook Electoral District; thence northerly along the eastern boundary of Cranbrook Electoral District to its intersection with the eastern boundary of the Province ; thence south-easterly, following the eastern boundary of the Province to its intersection with the 49th parallel ; thence west along the 49th parallel to the point of commencement, shall constitute one Electoral District to be designated " Fernie Electoral District," and shall return one member.

4. In the following sections, unless the context prevents, the expres- Meaning of "former sion "former District," or "former Riding," means and has reference Riding," and^new- to the particular Electoral District or Riding as existing immediately ly constituted Dis- prior to the coming into force of this Act, and the expression "newly constituted District" means and has reference to the particular Elec­ toral District as constituted by this Act.

5. Forthwith after the coming into force of this Act, the Registers Closing of Registers. of Voters for the former Electoral Districts and Ridings of Electoral Districts shall be cancelled, and the Lieutenant-Governor in Council shall appoint a person to be Collector for each newly-constituted Electoral District, and it shall be the duty of the new Collectors to be appointed, in addition to the duties laid down in the " Provincial Elections Act," or otherwise required to be performed by law, to make up new registers of voters for the several Electoral Districts for which they shall be so appointed.

6. It shall be necessary for every person desiring to be registered Application neces- as a voter in any of said newly-constituted Districts to apply to the Register* pla°ed °n Collector, as provided by section 11 of chapter 67 of the Revised Statutes, 1897, being the " Provincial Elections Act."

8. The Lieutenant-Governor in Council shall fix the date upon Lieutenant-Uover- which the Collector for each newly-constituted District shall hold a dateTfor holding Court of Revision of the Register of Voters prepared by him, and Courts of Revision, shall prescribe the notice that shall be given of the holding of said Court, but such date for the first Court of Revision shall not be more than three months after the date this Act comes into force. 231 CHAP. 58. Application of sec. 9. With respect to the newly-constituted Electoral Districts of Atlin 2.5 of Election Act to revision of Atlin and Skeena, the review of the Register of Voters mentioned in section 25 and Skeena Regis­ ters. of said Chapter 67 instead of being made, taken or held before a County Court, shall be made, taken or held before any two Justices of the Peace, appointed by the Lieutenant-Governor in Council, residing in such District, the Collector not being one of such Justices.

Eegisters prepared 10. The Registers of Voters, as made, scrutinized, settled and under this Act to continue in force. revised under and pursuant to the provisions of this Act and said chapter 67, shall be and continue to be the Registers of Voters in and for the several Electoral Districts hereinbefore constituted and defined, subject, however, to revision in the manner provided by section 11 and following sections of said chapter 67: Provided, however, that the Lieutenant-Governor in Council may dispense with the revision of said Registers of Voters on the first Monday of May or on the first Monday of November in the year in which they shall be made up, if either of said Revisions would occur within two months of the date of the Court of Revision referred to in section 8 hereof.

Lieut. -Governor may make rules for 11. The Lieutenant-Governor in Council may make regulations carrying out of Act. deemed necessary for the carrying out of the provisions of this Act to meet any contingency not herein provided for.

Publication of such 13. All such regulations, on being published in one issue of the rules. British Columbia Gazette, shall have the full force of law as if hereby expressly enacted, and shall be laid before the Legislature within fourteen days after such publication, if the Legislature be then in Session, and if not, then within fourteen days after the commence­ ment of the next ensuing Session.

Commencement of 13. This Act shall take effect upon the dissolution of the present Act. Legislative Assembly.
