In December 2018 they began early scrutiny of the proposed education reforms and heard evidence from three panels of witnesses.

CHURCH AND SOCIETY COUNCIL May 2017 PROPOSED DELIVERANCE The General Assembly: 1. Receive the Report Speak Out (section 4 of the Report) 2. Approve the Speak Out Implementation Plan and encourage the Church and Society Council in its long-term planning process. 3. Celebrate the outstanding work which local churches are already undertaking to make Scotland fairer, more equal and more just – more like God intends. 4. Instruct the Church and Society Council to work in partnership with other Councils and Committees in the implementation of the Plan. 5. Instruct the Church and Society Council to develop resources to enable congregations to engage fully in the work of Speak Out. 6. Instruct the Church and Society Council to establish a robust monitoring and evaluation framework which will enable the Church to scrutinise, measure and learn from the work of Speak Out. Surveillance (section 5) 7. Instruct the Church and Society Council to develop appropriate resources to ensure the wider discussion of the issues raised in the Surveillance and Social Justice report. 12 8. Instruct the Church and Society Council to continue to challenge organisations, including governments, in their inappropriate use of surveillance especially with regards to the poorest and most marginalised in society. European Union (section 6) 9. Regret the reported rise in xenophobic and racist attacks on people following the result of the EU Referendum and affirm the valuable role of citizens from other parts of Europe living in Scotland. 10. Encourage congregations to discuss our future in Europe respectfully, using the “Conversation Welcome” resource produced by the Joint Public Issues Team, and to raise their concerns and aspirations with their elected representatives.

Annex A BACKGROUND NOTE FOR S5W-25873 1. Colin Smyth MSP is a member of the Scottish Labour Party and MSP for South Scotland. 2. Dumfries and Galloway Council made a preliminary decision in 2017 to confirm the proposed Whitesands flood protection scheme (“the Scheme”) as required by the Flood Risk Management (Scotland) Act 2009 (“the Act”). However, as there were outstanding objections to the Scheme, which met the relevant conditions as set out in the Act, the Council was required to refer it to the Scottish Ministers before making a final decision. 3. Scottish Ministers decided to call in the Scheme for their consideration due to the large number of objections and the issues raised. Two Reporters were appointed to consider the proposed plans and a Public Local Inquiry was held in November/December 2018. 4. The Reporters submitted their report and recommendation to the Scottish Ministers on 13 September 2019. The Act requires that Ministers must notify the local authority of their decision as soon as reasonably practicable after making it. Officials are currently considering the report and its recommendation and will put up advice to Ministers regarding the decision as soon as possible. Minutes of the last meeting The minutes were approved by all who attended the meeting 2. Scottish Power Networks Cables Martin welcomed the representatives who introduced themselves as: Karen MacGregor, Community Relations SPEN, Dougie McBain, O’Connors, David Rafterty, Programme Manager SPEN, Kevin Bowie Planning Manager SPEN, and Stephen Bunyan, Project Manager SPEN Martin had received 83 pages of invoices from Scottish Power and had gone through 3 stages of their complaints procedure, and was still awaiting a phone call from them. Karen said that her and her colleagues were from the Network Cables division so they were not responsible for this part of the company but if Martin gave her the name of the person he was dealing with she might be able to help. Martin explained that it was impossible to get the same person if you contacted them. Martin referred to an e-mail from Karen which suggested that they were unable to offer the community any monetary compensation for the disruption but they may be able to deliver a small project. It was suggested that where the cabling had been put in from the 30 mph sign south at the park towards Broomlands which would be suitable to convert to a footway which would complete a missing link around the village.

CHAPELCROSS SITE STAKEHOLDER GROUP SUMMARY OF KEY POINTS FROM THE MEETING HELD ON FRIDAY 17 JANUARY 2020 IN ANNAN TOWN HALL, ANNAN, DG12 6AQ This meeting replaced the December meeting, postponed due to the period of sensitivity prior to the general election. The Federation of Community Councils will nominate a new representative to replace Martin Brown. Eastriggs, Dornock and Creca Community Council has dissolved. A representative of Scottish Enterprise will be nominated following the restructuring. Cllr Dryburgh was congratulated on his MBE award in the New Year’s Honours. Minutes of Previous Meeting and Matters Arising The Minutes of the meeting of 23 August 2019 were approved. All actions were discharged but one of the NDA to provide specific data applicable to Chapelcross site which is still being researched. Chapelcross Site Integration Manager’s Report – Mr Mark Blackley There has been good overall performance in all aspects of safety. Improvements are required in terms of dealing with legacy waste, whereby rainwater had ingressed into bulk items of solid radioactive waste while being stored on site in January 2019. A programme for dealing with this was submitted to SEPA in December, for which the site had secured additional funding. The site has a well-established group looking at wellbeing. One third of the workforce have taken part in defibrillator training. There has been a focus group on diet and fitness since the new year. Unions have requested a 4 day/wk instead of 5 day/wk for the workforce and this is currently the subject of consultation and a Union ballot.
