Moreh Section of NH-39 from Km 330.00 to Km 350.000 (Contract Package I) and Two Laning Km 350.000 to Km 395.680 in the state of Manipur (Contract Package ll) under Engineering Procurement & Construction (EPC) mode 1 PROJECT BRIEFING AND PROJECT DESCRIPTION 1.1 Project Background The “A“EC Road Coetiit Iestet Poga “RCIP ill ipoe oad oetiit ad efficiency of the international trade corridor, by expanding about 500 km of roads in the North Bengal and Northeastern Region (NB-NER) of India. The project area under SRCIP is a key strategic thoroughfare integrating South and South East Asia, bordering Bangladesh, Bhutan, Myanmar and Nepal.The National Highways & Infrastructure Development Corporation Ltd. (NHIDCL), MoRTH has been entrusted to Implement Supervision of Two Laning section under an Asian Development Bank (ADB) loan, received by NHIDCL. This project dealt with Supervision of Two Laning of Imphal - Moreh section of NH-39 from KM 350.000 to KM 395.680(Pkg-02) in the State of Manipur under Engineering Procurement and Construction (EPC) mode. 1.2 Project Description The Project Road start in Imphal city, first 10 km section has already been undertaken by MoRTH for upgrading to 4 lane carriageway and 6 km from start is already upgraded and remaining 4 km section has been sanctioned for upgradation 4 lane and is in advance stage of implementation. The Project start has been considered beyond the first 10 km at km 330+000. The Project concerns upgrading about 65.680 kilometers of existing National Highway 39 in the State of Manipur which is divided in two sections. The 1st section length is 20.000 km. starting from Imphal (Design chainage 330.000) and ends at KM 350.000 Khongkhang village (Design Chainage 350.000) and the second section is 45.680 km starting from Wangjing village (Design Chainage 350.000) and ends at Khongkhang village (km 395.680). The road run through plain terrain upto Pallel village approx (18 kms) and remaining road section passes through hilly/rolling terrain from Pallel village to Moreh (29 kms). The corridor traverses through agriculturally rich area for first 30 kilometers length but with fair to poor surface condition. The below Index Map shows the proposed alignment passing through the major villages. National Highways & Infrastructure Development Corporation Ltd. is the employer and executing agency for the consultancy services and the standards of output required from the appointed consultants are of international level both in terms of quality and adherence to the agreed time schedule.

    Chapter 1: Introduction 1.1. District Profile The district of Kakching came into existence on the 8thDecember 2016 when the State Government announced the formation of 7 new district through a notification of the Government of Manipur, (Secretariat: Revenue Department Order No. 16/20/2016-R dated 8th December 2016), (Manipur Extraordinary Gazette No. 408 of 9.12.2016). It is situated in the southeastern part of Manipur. It is bounded by Thoubal and Imphal West districts on the north, Tengnoupal and Chandel districts on the east, Bishnupur districts on the west and Chandel district on the south. Its average elevation is not very much different from the rest of the Manipur Valley, which is about 790 metres on an average above the mean sea level. Although the district is a part of the valley, the area of the district is not entirely plain. Many rivers flow through the district and many lakes dot its surface, some of which are closely inter-twined with many folk tales and stories. 4(four) Assembly Constituencies namely Hiyanglam Assembly Constituency, Wabgai Assembly Constituency, Sugnu Assembly Constituency and Kakching Assembly Constituency fall under the District.Kakching district comprises of two sub-divisionsnamely Kakching and Waikhong. It has 3 Municipal Councils namely, Kakching, Sugnu and Kakching Khunou. The district has two community development blocks one each at Kakching and Waikhong sub-division. 1.2. Administrative Setup The District Magistrate-cum-Deputy Commissioner (Collector) is the head of the district. He is assisted in this work by other officers and staff as are appointed from time to time.

The area covered under its present jurisdiction was part of Tengnoupal district, formed in 1974. However, later the district HQ was shifted to Chandel and district was also renamed as Chandel. Recently, in 2016, Tengnoupal was carved out of Chandel district comprising Tengnoupal, Machi and Moreh sub-divisions. Tengnoupal - Tengnoupal is a beautiful town at the highest point of a road (NH-39) between Imphal and northwestern Myanmar (Burma); the ASEAN Highway passes through the town. The climate is cold all throughout the year and remains foggy during the rainy season. The town, with a hill top sub-divisional HQ, is a perfect getaway for nature lovers and has a potential to become one of the top tourist hub in the North-Eastern region of India. Moreh - Moreh is a town located on the India-Myanmar border in the Tengnoupal district of the Indian state of Manipur. The town is mainly inhabited by Kuki tribes and a sizeable number of Tamil, Nepali, Meitei, Punjabi, Telugu, Bihari, Marwari and Muslim Pangals. Moreh plays a very important role in connection with the India-Myanmar relationship and is also a rapidly developing trade point in India on the border with Myanmar, with the city of Tamu on the other side of the border.
