N FOUR distinct parts of the Muslim world revival movements were begun either in the late 18th or early 19th century. They were a reaction against the decline of Islamic power and the increasing presence of European powers. Before we turn to these movements, which still have a major influence on Islam today, weI need to compare what the Catholic Church’s reaction was to the changed world of the French Revolutionary epoch and its aftermath. For the Church, the advent of the modern world was a disaster. She had long been marginalised, but the French Revolutionary epoch had become an existentialist struggle. Over swathes of Europe, the Church all but disappeared. The figures are astounding. Almost all contemplative religious houses were closed, as were the majority of active orders. The Jesuits had vanished; there were but a handful of Carthusian nuns scattered across Europe and only six male houses remained; the Franciscans were wiped out over France, most of Italy, large swathes of Germany and Spain. The story of the Dominicans may stand for that of the wider Church: in 1789, it had 52 provinces and 20,000 friars; by the 1820s this was down to under 30 provinces and 4000 friars. The effects of the aggressive secularism of the Revolution were to be felt everywhere: throughout the 19th century, rulers and governments from Argentina and Chile to Italy and Germany would supress religious orders, close Catholic schools and challenge the Papacy’s right to run its own Church. The Papacy itself was totally side-lined: at the Congress of Vienna of 1815 (right), where the powers determined the shape of post-Napoleonic Europe, the Pope was not even invited. Two factors helped the Church to survive this debacle. One was the unexpected rapprochement between the Papacy and the world’s superpower, Britain. As both had fought against the French for decades, there was a thaw in relations, assisted by the revocation of penal laws against Catholics in Britain.
