PREFACE ^ ‘ ,. r:;; : " uvrs Andhra Pradesh has always been in the forefront in the matter of welcoming meaningful improvements in Higher Education. It has been credited with several firsts in the past too and continues to take the lead in experimenting, innovating and in providing greater access to quality education. In order to offer reliable and authentic information on Higher Education in the State, an attempt is made here to provide University wise, District wise and Region wise data on Colleges, Courses, fee structure etc., in an exhaustive manner to the extent possible. It is our hope that given the constant support, cooperation from the Universities and Colleges, this initiative could be fine-tuned periodically to serve the interests of students and the public at large. I do hope that, this attempt would culminate into a year book on Higher Education in the years to come to provide a comprehensive understanding on higher education to the stakeholders. A word about Higher Education stakeholders in Andhra Pradesh is relevant here. Andhra Pradesh has witnessed a phenomenal expansion of Higher Education opportunities in General, Professional and Technical Education in particular during the last decade. The State has been very proactive in adjusting itself to the structural changes taking place globally in the field of Higher Education. The State has adopted in line with globally tested strategy of Private participation in shifting Higher Education from a supply-driven strategy to a demand-driven approved model. There are 19 Universities, 2 Central Universities, 5 Deemed Universities, 2 Institutions established under State Legislature Act and 1670 Degree Colleges, 269 Engineering Colleges, 381 MCA Colleges and 278 MBA Colleges in the State. The expansion at the turn of the last century was unprecedented. And yet with a total enrolment figure of over six lakhs, our position in terms of the percentage of entire population is far from satisfactory. We still have a long way to go in the matter of providing wider access and equal opportunity in terms of global standards. It is agreed by both academics and policy makers that it is only through Higher Education that we can make development participatory through improved social base of democracy. Improved access to higher education will not only make the citizens responsible but will make them critical agents in the development process. We need to reiterate in this connection that, only quality and excellence in higher education would stand us in good stead and nothing else should merit our attention. The Andhra Pradesh State Council of Higher Education(APSCHE), a coordinating and planning body, is the first institution that was established in India during 1988 as a response to the 1986 Education Policy to liaise between the University Grants Commission, the State Government and the Universities. It has a mandate to coordinate and determine standards in institutions of Higher Education. The APSCHE will to strive ceaselessly to carryforward the ideal of collegiality in its pursuit of excellence in the field of Higher Education. Hyderabad Prof. K.C. Reddy November 2006 Chairman A.P. State Council of Higher Education ANDHRA PRADESH STATE COUNCIL OF HIGHER EDUCATION MAHAVEER MARG, MASAB TANK, HYDERABAD - 500 028 -------- about APSCHE The Andhra Pradesh State Council of Higher Education (APSCHE) came into existence on 20th May, 1988 through an Act (NO. 16 of 1988) of the State Legislature to advise the Government in matters relating to Higher Education in the State and to oversee its development with perspective planning and formatters connected therewith. The Andhra Pradesh State Council of Higher Education, the first of its kind in the Country, set up as per the recommendations of the National Education Policy 1986, is primarily a coordinating body between the University Grants Commission, the State Government and the Universities. It is the general duty of the Council to coordinate and determine standards in institutions of Higher Education or Research and Scientific and Technical Institutions in accordance with the guidelines issued by the University Grants Commission from time to time. Hence, the APSCHE Act envisages the following three distinct functions: (a) Planning and Coordination (b) Academic (c) Advisory Functions Planning and Coordination □ Formulate principles to approve new Educational Institutions. □ Suggest ways and means of augmenting additional resources for Higher Education. □ Evolve perspective plans for the development of Higher Education. □ Assist UGC in respect of maintenance of standards in Educational Institutions. Academic Functions □ Innovations in curricular development,restructuring courses and updating of syllabi. □ Promotion of Autonomous Colleges and to monitor its scheme. □ Devise steps to improve standards in evaluation. □ Facilitate training of Teachers in Colleges and Universities. □ Conduct Entrance Examinations for admission into Institutions of Higher Education. Advisory Functions □ Lay down the basis for determining the block grants. □ Setting up of State Research Boardto link the research work of Educational Institutions with Research agencies and Industry. □ Perform cMe: functions necessary for the furtherance of higher educationin the State. 1. West Godavari District ranks first among the rice growing districts in the State, both in regard to area under crop and in respect of production. The area under rice in 1970-71 in this district is 384,367 hectares constituting 70.5% of the total cropped area in the district and 10.9% of the total area under the crop in Andhra Pradesh State. The annual outturn of rice in this district is 659,078 tonnes which forms 13.8% of the total outturn in the State.
